Historical Tidbit:  "MUD SEASON"
 
Our present day thoroughfare running east and west is known as Plymouth Street (Rt 106).  It was first identified on a Latham Map as having been established in 1667.  It was then known as the Bridgewater Trail, the best road that connected Halifax and Bridgewater.  
An 1875 record states that the road from the Plymouth line " was to be crowned 1-1/2 feet in the center and all the upland."
It went on to say "The best materials found within the limits of the locations, to be reserved for a dressing, so as to form a hard and durable surface over the whole extent of the road bed.  Side and gutters and culverts are to be converted when necessary to carry off surface water."

We may complain today about our "potholes" but at least we have "a hard and durable surface" to travel on.

Chicken BBQ & Harvest Fair Cancelled!

 
The Chicken BBQ & Harvest Fair hosted by the Halifax Congregational Church and scheduled for Saturday, Sep 19, has been cancelled.  The cancellation is due to the work being done on the Water Tower which is directly behind the church.  The work will be taking place seven days a week and there will be workers and trucks coming and going in the outside area of the church and Town Hall, and the work will be very noisy. 
 
More importantly, the church is very much concerned for the safety and well-being of the people who attend the BBQ and feels it is best to cancel the event for this year.
 
We are sorry for any disappointment this has caused.  Please join us next September for a fun-filled day of wonderful food, crafters and fellowship.  Thank you.      


Special Town Meeting
Tuesday, September 8 at 7:30pm
Halifax Elementary School Multi-Purpose Room

The Halifax Board of Selectmen voted to hold a special town meeting in the Multi-Purpose Room of the Halifax Elementary School, 464 Plymouth Street. The primary reason for the meeting is to transfer money originally appropriated in May for the first year of a five-year lease-purchase of an aerial firefighting platform/vehicle for the Halifax Fire Department so that it can be used, instead, as a matching share to the Assistance to Firefighters Grant received by the Town in order to purchase this vehicle. The language in the appropriation approved in May was very specific and another vote is needed in order to properly authorize the use of the money as the Town's match to this grant. In addition to this article, there will be an article to use the rest of the money from the original appropriation to reduce the Town's tax rate and an article to transfer money from an article to purchase computer equipment for the Elementary School in order to help purchase a new telephone system. A copy of the warrant is available.

The last day to register in order to be eligible to vote at this special town meeting is Monday, August 31. The Town Clerk's Office at the Halifax Town Hall, 499 Plymouth Street, will be open until 8pm to accommodate those who wish to register.

  The Halifax Cultural Council is now accepting applications for the 
Council's Fiscal Year 2016 grant cycle. All applications must be submitted to the Halifax Cultural Council, 499 Plymouth Street, Halifax, 
MA 02338, no later than Thursday, October 15. Grant applications and other information are available on the Council's web site: www.town.halifax.ma.us/HalifaxMA_Bcomm/Cultural/index - 
This year, the Council's priorities include an emphasis on events in 
Halifax, but not just in the "municipal center," programs related to 
nature, science, environmental education and the Town's history; 
programs for seniors, library patrons, and teens, and programs involving 
artists and speakers from Halifax. Applicants can obtain more 
information through the Halifax Board of Selectmen's office at 781-294-1316.

Historical Society Plant Sale

Monponsett Pond and Stump Brook Presentations

The Halifax Board of Health will host a series of presentations about 
on-going projects at Monponsett Pond and Stump Brook (the outlet from Monponsett Pond) on Thursday, September 10, starting at 6:30pm.

 The 
presentations will occur in the large meeting/conference room on the 2nd floor of Silver Lake High School, 200 Pembroke Street, Kingston, MA.

 T
opics will include the feasibility of placing automated controls on the Brockton dam on Stump Brook, an update from the Massachusetts Division of Ecological Restoration of data collection and analysis of Stump Brook and a draft of the results from EPA's Watershed Management Optimization Support Tool (WMOST) for the Monponsett Pond Watershed.

                            Brown Bag Concert
                 Saturday, September 12 at noon
                          Holmes Public Library

 Celebrate the library's 21st anniversary and the return of Saturday hours on Saturday, September 12, with a noontime concert by Ginamark, a popular local band from Kingston who entertain crowds with a mix of pop, rock, and country music from the 50s through today.
Bring your own brown bag lunch, and the Friends of the Library will provide cold drinks and ice cream or Popsicles.
The open-air performance will be moved inside to the Community Room in case of rain or threatening weather. Indoor seating will be limited.
This anniversary concert is funded by the Halifax Cultural Council, a local agency funded by the Massachusetts Cultural Council, a state agency.  This event is free and all are welcome!

WATER BAN IN EFFECT
At the May town meeting it was voted to rehab the water tank, which includes painting the inside and outside. Everyone was notified with the first half water bill, which was mailed May 25, 2015, that there will be a TOTAL OUTSIDE WATER USE BAN effective September 1, 2015.  
We anticipate that this ban will be in effect until November 1, but could extend until December 1, 2015.

We need everyone to abide by this outside water ban.  The tank holds 500,000 gallons of water, which gets us through the weekends when water usage can more than double our usage during the week.  Our daily pumping average is 460,000 gallons.  On the weekends it can increase to 750,000 to 900,000 gallons per day.  The tank will be emptied the first week of September and will not be used again until the project is complete.  
We will getting water from Brockton from our Holmes Street interconnection.  This may cause residents to experience a water quality change from time to time.  

We need to be sure we have enough water for drinking and fire protection. Everyone needs to abide by the TOTAL OUTSIDE WATER USE BAN.

If you have a well, you may use your well for irrigation. Please be sure to have your well permit number clearly posted in your yard to avoid water department personnel giving you a violation notice. If you have any questions, please call the water department at 781-293-1733. We appreciate everyone's help and will try to complete the project as soon as possible with as little disruption as possible.

The meeting will be held in the Selectmen's Meeting Room at the Halifax Town Hall and will adjourn no later than 7pm so the Board can attend the Special Town Meeting in the Multi-Purpose Room of the Halifax Elementary School.
