Swearing-In Ceremony

Texas' senior appellate judge, Nathan L. Hecht, became chief justice October 1 after Chief Justice Wallace B. Jefferson left the Court for private practice.

 

Taking his oath from Jefferson in a private ceremony in the Supreme Court Courtroom, Hecht became the state's 27th chief justice.

 

After he left the bench Jefferson announced he was joining the boutique appellate law firm Alexander Dubose & Townsend LLP in its Austin office. The firm name is now Alexander Dubose Jefferson Townsend.

 

In January, Hecht will surpass the late Chief Justice Joe Greenhill as the longest-serving Texas Supreme Court justice. Hecht joined the court in 1989.

Brown Appointed to Supreme Court 

Gov. Rick Perry appointed Jeff Brown of Houston as a justice of the Supreme Court of Texas for a term to expire at the next general election.

Chief Justice Hecht and Justice Brown Investiture

The investiture for Chief Justice Nathan Hecht and Justice Jeff Brown will begin at 11 a.m. November 11 in the Texas House Chamber. The ceremonial oaths of office will be administered by U.S. Supreme Court Justice Antonin Scalia.

 

A reception will follow the investiture at the Texas Law Center, 1414 Colorado St. Austin, TX 78701.  Parking will be available in the Capitol visitors lot at 1201 San Jacinto Blvd.

Court Services Program

OCA is pleased to announce the addition of Aurora Zamora to its staff, as our as our agency's Court Services Consultant.

 

Ms. Zamora can come to your courthouse to assist you in evaluating and implementing caseflow management and other administrative programs to help your court run more efficiently. She can also provide on-site training on caseflow management.

 

In addition to providing on-site services, she is available to answer questions and provide technical assistance by phone or email.

 

Services offered include: 

  • Evaluation and development of case management strategies.
  • Technical assistance on court administration matters, including calendaring procedures, jury management, development of forms, assignment of judges, and caseflow management.
  • Training on caseflow management principles, techniques and best practices. 

These services are provided at no cost to courts. However, because of limited travel funds, OCA requests that courts receiving on-site services cover Ms. Zamora's travel costs when possible.

 

Ms. Zamora has 25 years of court management experience. She is the former District Court Administrator for the 38th District Court and a former Court Coordinator for a Child Support Specialty Court. She has considerable experience conducting training on court administration matters, including caseflow management, for entities such as the Texas Center for the Judiciary and Texas Association for Court Administration. Further, she attended the Judicial Administration Program at Michigan State University where she obtained a noncredit certificate.

 

This is a position that OCA previously had. However, due to state budget cuts, funding for the position was eliminated in spring 2010. During the recent session, the Legislature restored the funding. We strongly encourage courts to take advantage of these services.

TAMES

This month, the TAMES team completed the installation of TAMES in the 13th Court of Appeals (Corpus Christi, Edinburg). This wraps up our appellate case management installations outside of Austin. Later on, the team will deploy TAMES to the Court of Criminal Appeals. The court has indicated they would like to wait on the new system until their new computer equipment arrives later on this year.

 

The team now switches its focus to system enhancements allowing the courts to electronically transfer cases between them. They're also working to ensure TAMES integration with TexFile as all civil filings become mandatory on January 1, 2014 in the appellate courts.

TexFile

TexFile continues to roll forward with more than 20 counties transitioned from the old Texas.gov system. They will be working with all the other counties through the end of November to ensure all clerk offices already eFiling will be on the new system when Texas.gov turns off the current system on 11/30.

 

Work also continues by the electronic filing service providers. Three have been certified with more beginning the certification process. In all, there are more than 20 commercial vendors interested in being a filing service provider. These providers offer a wide variety of services including monthly billing (vs. per transaction), delivery of courtesy paper copies and integration with attorney case systems.

Office of Juvenile Justice Outlines Best Practices for Family Drug Courts

The U.S. Office Juvenile Justice and Delinquency Prevention (OJJDP) releases new guidance on ways to improve the function of Family Drug Courts and how they treat young offenders. OJJDP suggests Family Drug Courts should link up courts, child welfare, treatment, and other agencies, rather than operating as separate, isolated projects and seek additional local support from state or regional governments.

Judicial Appointments

Gov. Rick Perry has made the following appointments:

  • Kem Thompson Frost of Katy as chief justice of the 14th Court of Appeals for a term to expire at the next general election.
  • Ada Brown of Plano as justice of the 5th Court of Appeals for a term to expire at the next general election.
  • John M. Bailey of Cisco as justice of the 11th Court of Appeals, effective Oct. 31, 2013, for a term to expire at the next general election.
  • Marc Brown of Houston as justice of the 14th Court of Appeals for a term to expire at the next general election.
  • Mary Murphy of Dallas as presiding judge of the First Administrative Judicial Region for a term to expire October 2017. The First Administrative Judicial Region covers 34 northeast counties.
  • Jaime E. Tijerina of Mission as judge of the 92nd Judicial District for a term to expire at the next general election.
  • Catherine V. Evans of Houston as judge of the 180th Judicial District Court for a term to expire at the next general election.
  • Jennifer Balido of Dallas as judge of the 291st Judicial District Court in Dallas County for a term to expire at the next general election.
  • Stacey Mathews of Austin as judge of the 277th Judicial District in Williamson County for a term to expire at the next general election.
  • Grant Dorfman of Houston as judge of the 334th Judicial District Court in Harris County for a term to expire at the next general election.
  • Rick J. Kennon of Round Rock as judge of the 368th Judicial District in Williamson County for a term effective Oct. 31, 2013 and expiring at the next general election.
  • Elizabeth Beach of Fort Worth as judge of the Tarrant County Criminal District Court No. 1 for a term to expire at the next general election.
  • Specialty Courts Advisory Council. The council evaluates applications for grant funding for specialty courts in Texas, and makes funding recommendations to the Governor's Criminal Justice Division.

Recognizing Model DWI Courts

Deadline:  November 15, 2013

The National Highway Traffic Safety Administration (NHTSA) and National Association of Drug Court Professionals (NADCP) National Center for DWI Courts (NCDC) announce the continuation of the "National Center for DWI Courts DWI Academy Court Network". Developed in conjunction with NHTSA, U.S. Department of Transportation, DWI Academy Courts function as the leaders of DWI Court training and research and are nationally recognized as exemplary programs. They invite operational DWI Court programs to apply to become NCDC Academy Courts.

DWI Court programs interested in applying must submit an application. Applications will be reviewed and rated based upon objective criteria by a group of DWI Court peer reviewers. The highest ranked programs in each geographical area will be eligible for the second step of the selection process which will involve a detailed review of the program operations including a site visit to each program. Applicant programs will be evaluated in a variety of areas, including:

  • Length of court operation (programs must have been in operation for 3 years and had at least two commencements)
  • Current program operations (must be a post-adjudication program)
  • Current client selection and eligibility practices
  • Utilization of effective treatment practices
  • Overall program effectiveness
  • Geographical location
  • Suitability as a NCDC training site

Information:  Applications for the NCDC DWI Academy Court are due by 5:00 p.m. EST on Friday, November 15, 2013. This deadline is firm and will not be extended.
