The SCOOP

Early Care and Education Consortium, the impact of the shutdown on early childhood programs funded by each government agency is as follows:   

  • Department of Health and Human Services: The Child Care and Development Block Grant rules give states several years to spend the flow of funds they receive from the federal government. States receive funds quarterly and that next payment is on hold. Most states have balances that they can continue to draw down while they wait for a federal agreement to be reached. Head Start grants that have already been awarded and implemented should not be impacted but any grants intended to be awarded October 1 are on hold during the shutdown.
  • Department of Education: Title I funds from the Elementary and Secondary Education Act (ESEA) are used for preschool services in many school districts, and states were expecting an installment of Title I funds on October 1. The same is true for the Individuals with Disabilities Education Act (IDEA), IDEA Part B for preschoolers. The Department of Education is working to issue those funds.
  • Department of Agriculture: The Child and Adult Care Food program will continue operations in October.

New State of Ohio Child Care Rules 
The effect on your business.

The following Child Care Manual Rules went in to effect yesterday, October 1st as Step Up to Quality shifted from a three-star system to a 5-star system. 

 

Rule CCMTL 119A  outlines the new rules for Step Up to Quality. 

  

  

Rule CCMTL 120 outlines the rule amendments for payments for publicly funded child care.  Pay special attention to items:

  • K - reimbursement rates for accredited programs
  • L- new SUTQ reimbursement rates (5%, 10%, 15%, 20%, & 25%)
  • M- highest percentage amendment 
  • N- additional fees that providers can require parents to pay on top of reimbursements and co-pays

Bring all of your kid-appropriate books to the Elyria Community Center, 1821 Middle Ave. by 8:00pm on Friday, November 1, 2013.  Books will be distributed free of charge through our Two (2) Little Free Libraries located on Middle Ave. and South Maple in Elyria.

Cardboard Challenge

The Child Care Resource Center is collaborating with Lorain County Community College celebrating the Global Cardboard Challenge at this year's Annual Family Fest held at LCCC on October 12. Please join us at the Discovery Tent between the Health and Safety Building (HS) and Stocker Center (SC).  In case of rain we will meet on the main floor of the Health and Safety Building.    
This is the second annual Global Cardboard Challenge organized through the Imagination Foundation. The Global Cardboard Challenge invites children around the world to design and build creations using cardboard, recycled materials and imagination. Their ambition is to bring communities together to celebrate the creativity and imagination of children around the world. Their goal this year is to engage 1 million children in 70 countries in creative play.
 
 

Not Even the SKY is the LIMIT!

Not Even The SKY Is The LIMIT!showcases the abilities of children and adults with Down Syndrome. The book is the result of Lorain County resident and 19 Action News reporter Denise Zarrella's own beautiful journey to find out what life with her daughter, Gianna, would be like.
Book Signing at murray ridge school!
