Contest That Supports a Cause
The Cat in the Hat has thrown his iconic red and white hat into the ring for president. Now he wants children to help him decide which cause to support-education, ocean conservation, environment, hunger, kindness. Children across the nation are encouraged to vote for The Cat to work with fellow Dr. Seuss characters and the organization and cause that they represent. The characters, organization, and cause with the most votes will receive $10,000 from Dr. Seuss Enterprises and Random House Children's Books. At The Cat in the Hat's "campaign headquarters," students can check out The Cat's campaign video, learn more about the causes, and then vote for their favorite. Deadline: All votes must be cast by 11:59 p.m. on November 8, 2016. The winning organization and cause will be announced on or around December 1, 2016.

On October 20, Lights On Afterschool!, a coast-to-coast rally organized by the Afterschool Alliance, will illuminate the nation by celebrating afterschool programs and the need they meet in keeping students safe, helping working families, and improving academic achievement.  This year, 7,500 afterschool programs, including many of the Department-funded 21st Century Community Learning Centers, will host activities.

ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

Chicago Teachers Reach Tentative Deal With District For New Contract
The Chicago Tribune (10/10) reports that the Chicago Teachers Union and Chicago Public Schools have reached "a tentative contract agreement...minutes before a midnight strike deadline, meaning classrooms in the city will be open Tuesday." The deal must still be approved by the union's council and by rank-and-file members. Both the union and Mayor Rahm Emanuel held late-night press conferences to announce the deal.

Schools can use Title III funding under the Every Student Succeeds Act to support English-language learners, according to guidance by the US Department of Education. The nonbinding guidance addresses issues such as transparency and reporting requirements for ELL students under ESSA. Education Week

Rules announced Friday for the federal child care program include criminal background checks for staff members working in child care centers and unannounced inspections. The rules also include more staff training requirements.  U.S. News & World Report
 
 
Proposed Regulations on the Supplement Provisions of Title I of ESEA
The U.S. Department of Education released  proposed regulations on the supplement, not supplant provisions of Title I of the Elementary and Secondary Education Act (ESEA), as recently revised by the Every Student Succeeds Act (ESSA). The department is now considering public comments until November 7, with the goal of issuing final regulations before the end of the Obama Administration.The purpose of this proposed regulation is to ensure that federal funds are being used to supplement state and local funds, when in many cases they have been used to supplant funds that have been eliminated. NASSP will continue to monitor regulations, nonbinding guidance, and technical assistance from the Department of Education as they scramble to complete as much ESSA implementation work as possible before the new administration takes over. To read more about the regulations and sentiments of those in congress, click here. 

The US Department of Education has released guidance about how states can use the more than $2 billion in federal Title II funds under the Every Student Succeeds Act. The guidance largely focuses on using the funds to support educators and addresses topics such as equity, development and evaluation. Education Week  

The US Department of Education, through the Promoting Student Resilience program, is providing funding for school districts to help meet students' needs following traumatic events. "Violence tears at the fabric of a school community, and the long-term effects can be devastating," Education Secretary John King Jr. said when announcing the grants.

ED Releases $245 Million In Charter Expansion Grants
Arianna Prothero writes at the Education Week "Charters and Choice" blog that ED is giving eight states and 15 charter operators $245 million in Charter Schools Program grants, which go to "state departments of education and charter management organizations...to help them launch new charter schools." The piece touches on ED's recent release of a restricted $71 million charter grant for Ohio, and lists all of the grant recipients. A number of media outlets cover this story from the state level, including the Spokane (WA) Spokesman-Review (9/29), the Tacoma (WA) News Tribune (9/29), the Denver Business Journal
(9/29, Subscription Publication), the Springfield (MA) Republican (9/29), and the Tennessean (9/29).

More Elementary Schools Foregoing Homework
The AP reports that a "small but growing number of elementary schools and individual teachers" are refraining from assigning students homework "to allow kids more time to play, participate in activities, spend time with families, read and sleep." The piece cites National Elementary School Principals' Association President Steven Geis talking about "pushback against homework from parents in recent years who say their children's time is monopolized by other activities." Meanwhile, "some schools and individual teachers are revising their homework policies to ensure that they are effective."

Ensuring children learn key math and reading concepts before they move on to higher grades is a goal for many kindergarten teachers. Veteran teacher Karen Scannell of California engages students in learning the "greater than, less than" concept while helping them visualize the word "of" during a pizza shop role-playing activity.

Teaching Theme Through Art
Theme is a broad concept that proves difficult to teach at all grade levels. ASCD Emerging Leader Amanda Koonlaba shares an arts-integrated lesson for teachers to add to their theme-teaching arsenal. She shares how she used self-portraits and a Frida Kahlo study to teach theme to fifth-graders in her visual arts classroom. The lesson was developed while she participated in Harvard University's Making Thinking Visible online professional development course.

Data show a narrowing digital access gap, with nearly 90% of Americans now having internet access, but access alone does not mean students are benefiting equally from online education resources and opportunities, according to a Pew Research Center report. The researchers using interviews with more than 2,750 people found barriers to digital resources for learning. The Atlantic online

Policy Memo Outlines Ways to Make High Standards Reachable for English Learners
According to the National Center for Education Statistics, the number of students in the United States whose primary language is something other than English has increased in 36 states over the past decade. In six western states and the District of Columbia, more than 10 percent of all students are enrolled in language assistance programs, and in many other states, the English-language-learner student population is often disproportionately clustered into a small number of school districts. With this in mind, the Collaborative for Student Success has released a policy briefing with a robust set of proposals designed to guide state and local education officials as they aim to ensure that English language learners can meet high-quality state education standards.

builds on the Collaborative's original ELL-focused policy brief from 2011, but with edits that reflect five years of real-world lessons following the implementation of Common Core State Standards. Author Becky Corr lists a series of proposals, many of which can be implemented without having to alter any current policies at the district or state level. These include guides on how teachers and administrators in specific classes can better develop a rapport with parents of ELL students, how they can more effectively promote college-preparatory courses to them, and develop specific programs and materials that specifically aim to make high-quality standards more accessible to English learners.

Study: Improving Teacher's Math Knowledge Doesn't Increase Students' Scores
Education Week reports a study published by the US Department of Education's Institute of Education Sciences found that improving fourth grade math teachers' general math knowledge did not lead to student gains. Michael S. Garet, a vice president at the American Institutes for Research and the lead author of the study, said in an interview, "I think it may well be that the teachers' knowledge is necessary but not sufficient," as teachers must also be able to convey their knowledge to students. Similarly, Thomas Wei, a senior research scientist at IES and the project officer for the study, said, "It's not like we can just teach teachers a bunch of content knowledge and expect them to bring it to the classroom. We need to think of what else [teachers need]."

Poll Considers LGBT Student Trends
LGBT students may be more likely to be bullied during the school day, according to a survey of 1,367 students ages 13 to 18, and 1,015 middle- and high-school teachers. Less than 25% of teachers surveyed reported receiving professional development about transgender student issues.  U.S. News & World Report,  Education Week

More than 35,000 students and teachers have tested and given feedback on a free, trial version of Minecraft: Education Edition. The full version, to be released Nov. 1, will add features such as a companion app for teachers to use in the classroom. TechCrunch

Apple To Launch Free Coding App
The New York Times (9/12, Singer, Subscription Publication) reports that on Tuesday, Apple will "release a free coding education app...developed with middle-school students in mind." The app, "called Swift Playgrounds, introduces basic computer programming concepts, like sequencing logic, by asking students to use word commands to move cartoon avatars through a fanciful, animated world." While the app is free, it can only be used on an iPad. Senior researcher at the Graduate School of Education & Information Studies at the University of California, Los Angeles Jane Margolis asked, "How much of the motivation is for selling of product, and what does that do for schools that cannot afford this technology?" For over 20 years, Margolis "has studied disparities in computer science education." She adds that "The threat is that it is going to replicate current inequities." According to the Times, "Apple devices and ones based on the Microsoft Windows software have recently lost market share at United States public schools to Chromebooks, inexpensive laptops that run on the Google Chrome operating system."

How to Make the Most of Networking Events
Getting results from networking events requires a focus on creating partnerships with other professionals instead of attending every event, writes Derek Coburn. This can be accomplished on a smaller scale by hosting small events and asking attendees to bring a guest. Harvard Business Review online

Tool Lets Students From Different Countries Connect, Engage
Generation Global is a free platform designed to let students from different countries engage with each other through videoconferencing and an online community. The space is open only to teachers and students and includes a trained facilitator who helps foster and manage discussions.

Be proactive about engaging with others through social media to get better results from your online networking efforts, writes Dorie Clark. You should also try to supplement online networking with in-person meetings. Harvard Business Review online

Weekly Creative Thinking Math Lessons
To help K-12 students approach math with creativity and enjoyment, youcubed, a Stanford University center that provides research-based resources for teaching and learning mathematics, has released a series of free lessons in time for back to school. The Week of Inspirational Math (WiM) lesson series for teachers, parents, and students includes five lessons that offer students open, rich mathematics experiences to inspire creative thinking and a growth mindset. The lessons are accompanied by five motivational videos created by Stanford University mathematics education professor Dr. Jo Boaler and the team at youcubed. The lessons encourage creative mathematical thinking, as well as visual mathematics incorporating fingers, manipulatives, and motion in teaching and learning various concepts, as suggested by the latest brain science. The lessons provide opportunities for students to draw, visualize, discuss ideas, and work with models in mathematics-teaching mathematical ideas visually through pattern study and generalization. The lessons ask students, at regular intervals, how they see mathematical ideas and ask students to represent mathematical ideas in a multitude of ways, such as through pictures, models, and graphs.

Web-based Arts Experiences
Artopia
is a comprehensive web-based arts experience designed for middle school students, covering the visual and performing arts. Students closely examine important works of art and take part in activities that teach about styles, principles, and processes of each art form. They write about the artworks online, collect art cards in a virtual portfolio, and view videos of professional artists at work. Teachers may exhibit their students' artwork in a virtual gallery, and both students and teachers can communicate with other artists in an online message board. Interdisciplinary Collaborative Projects
Developed in North Carolina State University's College of Education, Project-Based Inquiry (PBI) Global connects students internationally through interdisciplinary projects that require them to follow five steps: ask compelling questions; gather and analyze sources; creatively synthesize claims and evidence; critically evaluate and revise; and share, publish, and act. By conducting PBI Global with local and international peers, students negotiate the dynamic nature of collaboration, pursue varied means of communication, and internalize diverse perspectives. Students can use a collection of digital tools to effectively communicate and collaborate, including WeChat and Skype for discussing and planning in student teams. The capstone of every PBI Global is a showcase during which students present their digital products in front of peers, teachers, parents, and community members. Stanford Center Offers Free Math Activities, Videos for K-12 Instruction
Youcubed, a center at Stanford University, has debuted "Week of Inspirational Math," five free math lessons for K-12 teachers. The series, which aims to foster visual and creative math experiences, comes with activities and motivational videos.
 
Spotlight on TIME Edge: New Cross-Curricular Resource Introducing TIME Edge, a digital learning and lesson planning tool for grades 6+ created by the trusted editors behind TIME and TIME For Kids. TIME Edge gives teachers access to ready-to-use cross-curricular lesson plans using primary-source nonfiction content to help students build the skills they need to excel in the classroom and beyond.

Middle school offers unique opportunities for teachers to engage students more deeply with topics to help them truly understand their world. Current events are an excellent way to present social studies topics (which range from history to civics, geography, science and more), but many existing resources lack quality and alignment to standards. How Primary Sources Support Current Events Lessons
Textbooks in many cases are unable to keep up with current events. Some social studies teachers look to primary sources to help teach current events, and some groups such as the Anti-Defamation League have developed lessons on current events that rely on primary documents.  The Atlantic online

Over 800 Released Items Among the Numerous PARCC Resources Available Online
As part of the effort to develop the most transparent high-quality assessments available, PARCC has released more than 800 test items on the Partnership Resource Center. In addition, the PARCC consortium website features a wealth of parent, student and educator resources, including links to even more practice assessments, score report guides (in both English and Spanish), informational videos, and links to PARCC resources that are specifically designed for residents of each consortium state. PARCC has also released a detailed description of how the  assessments are designed, along with detailed information about how they are aligned to Common Core State Standards, and how the term "college and career readiness" is defined and measured.
