Contest That Supports a Cause
The Cat in the Hat has thrown his iconic red and white hat into the ring for president. On October 20, Lights On Afterschool!, a coast-to-coast rally organized by the Afterschool Alliance, will illuminate the nation by celebrating afterschool programs and the need they meet in keeping students safe, helping working families, and improving academic achievement.  This year, 7,500 afterschool programs, including many of the Department-funded 21st Century Community Learning Centers, will host activities.

ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

Illinois Officials Working To Rework Expulsion Rules
The AP reports that the Illinois Board of Education has begun working with lawmakers to draft legislation prohibiting school districts from expelling students because they fail to satisfy academic and attendance standards. Current law allows districts to deny enrollment to students 17 and older who fail to achieve a D average or are have unexcused absences more than 20 percent of the time. Amanda Elliott, the Board's co-legislative director, told Board members on Wednesday that the initiative seeks to prevent at-risk students "from being pushed out of the system." State Superintendent Tony Smith said the initiative comports with other recent Board efforts "to connect and hold on to kids and not be pushing kids out." The bill's legislative sponsor, state Sen. Kimberly Lightford, stated that the proposed legislation will aim to reduce racial disparities in suspensions and expulsions, while diminishing their overall use.

Illinois Schools Chief Says ED Is Micromanaging ESSA Implementation
In commentary for U.S. News & World Report, Illinois Superintendent Tony Smith writes that while Algebra II is a vital course for all students to take, it "isn't essential that they all learn it or be tested on it at the same time though, as some federal Education Department officials have insisted." Smith lambastes such policies as "micromanagement," and says ESSA was conceived to eliminate the "over-centralization and standardization required by its predecessor, No Child Left Behind, and the top-down approach too often applied by the US Department of Education." Smith expresses the concern that ED will attempt to take too heavy a role in regulating ESSA.

Lots of Talk, Little Action on Funding Schools
Illinois politicians haven't addressed public-school funding inequities, but they have spent a lot of time talking about them. In July, Gov. Bruce Rauner appointed a 25-member commission to continue this effort.

The first draft of Illinois' state plan to implement ESSA is now available for review and comment here. (Comments and feedback deadline extended to Friday, October 7, 2016 to essa@isbe.net.)
The second listening tour, seeking reactions to this draft will continue.  All meetings will take place from 4:30-6pm (with the exception of the U-46 event to begin at 5pm). The schedule continues as follows:

Proposed Regulations on the Supplement Provisions of Title I of ESEA
The U.S. Department of Education released  proposed regulations on the supplement, not supplant provisions of Title I of the Elementary and Secondary Education Act (ESEA), as recently revised by the Every Student Succeeds Act (ESSA). The department is now considering public comments until November 7, with the goal of issuing final regulations before the end of the Obama Administration.The purpose of this proposed regulation is to ensure that federal funds are being used to supplement state and local funds, when in many cases they have been used to supplant funds that have been eliminated. NASSP will continue to monitor regulations, nonbinding guidance, and technical assistance from the Department of Education as they scramble to complete as much ESSA implementation work as possible before the new administration takes over. To read more about the regulations and sentiments of those in congress, click here. 

US Secretary of Education John King Jr. has proposed voluntary integration as one route to creating more diverse schools, and the Obama administration has proposed more funding for school-integration efforts. Still, some wonder if such efforts go far enough. The Atlantic online
 
House Passes Strengthening Career and Technical Education for the 21st Century Act
Republican and Democratic members of the House Committee on Education and the Workforce on Sept. 13 praised House passage of H.R. 5587, the Strengthening Career and Technical Education for the 21st Century Act. Introduced by Reps. Glenn "GT" Thompson (R-PA) and Katherine Clark (D-MA), the legislation reauthorizes and reforms the Carl D. Perkins Career and Technical Education Act to help more Americans enter the workforce with the skills they need to compete for high-skilled, in-demand jobs. The members also called on their colleagues in the Senate to take up this bipartisan legislation.

Schools' Practice Of Screening Students For Mental Health Issues Varies Widely Across The US
Kaiser Health News reports, "Schools do not all screen students for mental health issues, and the practice varies widely" depending upon states. But even when children are screened, "many areas lack the community-based mental health treatment options that would be needed to help them." Despite the fact that two years ago, "the federal government announced $48 million in new grants to support teachers, schools and communities in recognizing and responding to mental health issues," mental health issues "continue to go unidentified and untreated" in many school-age kids. The US House education committee is supporting the Juvenile Justice and Delinquency Prevention Act, which would overhaul policies and practices concerning juvenile-justice and at-risk youths. If the bill is approved, it would require changes such as greater data collection and reporting. Education Week 

Federal Government Develops Plans To Tackle Religious Discrimination In Public Schools
The Deseret (UT) News reports that "the U.S. Department of Education has announced new efforts to track religious discrimination in public schools." The department launched a new website offering "information about federal laws barring religious discrimination." The Office of Civil Rights (OCR) released guidance on combating "discrimination against Arabs, Sikhs, Muslims, Asian Americans, Native Hawaiian, Pacific Islander and South Asian students," and has "an online complaint form for the filing of faith-based grievances" available to "people of all faiths." The department will begin "collecting more data from schools, including the number of incidents involving faith-based harassment or bullying, offering a lens into the depth and scope of the problem," and through Equity Assistance Centers, "offer training in combating religious discrimination."

The number of school-age refugees and asylum seekers in Germany has grown to 400,000 this year, up from around 300,000 last year. Schools are working to integrate the students and to overcome challenges such as limited space and resources.  The Christian Science Monitor 
  
Analysis Projects National Teacher Shortage To Grow
A 1,277-word article in Education Week states that reports from the California-based Learning Policy Institute shows the US "is on the precipice of a dramatically widening shortfall of teachers," with the analysis finding the current shortfall of 60,000 teachers "could grow to 112,000 teachers by 2018, with the need for more educators continuing to grow well into the 2020s." The analysis found both increased demand and decreased supply are behind the shortage. The article further details the "package of reports released Wednesday," which noted the high attrition rates for teachers and drop in enrollment at teacher-preparation program by 35 percent in the past five years.

The 21st century student will sell to the world, buy from the world, work for international companies, compete with people from other countries, manage employees from other cultures, and solve global problems. The real question, how do we prepare them for this?

Report Finds Lower Alcohol, Smoking Rates Among US Adolescents 
The number of youths ages 12 to 17 who reported drinking alcohol declined from 17.6% in 2002 to 9.6% in 2015, while those who said they smoked dropped from 32% to nearly 20% over the same period, according to a report from the Substance Abuse and Mental Health Services Administration. The findings, based on a survey of about 67,000 Americans ages 12 and older, also showed that 7% of youths and adults misused prescription drugs last year. The New York Times

 

States could make the most of their spending on public higher education and improve degree-completion rates by investing in open-access colleges and need-based aid, according to two papers by higher-education researchers. The researchers found that more work should be done to determine the appropriate balance between taxpayer funding and student tuition. InsideHigherEd.com

Researchers found that 50.2% of parents said their children were exposed to guns in households, and 75% said pediatricians should discuss firearm safety with parents, but only 13% had such discussions. The findings in the Journal of Pediatrics, based on survey data involving 1,200 parents in Illinois and Missouri, also showed that one-third of parents said they didn't want to be asked if they owned a gun and wouldn't want advice to remove guns from their homes.  ABC News

Minecraft to Launch Education Edition Nov. 1
More than 35,000 students and teachers have tested and given feedback on a free, trial version of Minecraft: Education Edition. The full version, to be released Nov. 1, will add features such as a companion app for teachers to use in the classroom. TechCrunch

Apple To Launch Free Coding App
The New York Times (9/12, Singer, Subscription Publication) reports that on Tuesday, Apple will "release a free coding education app...developed with middle-school students in mind." The app, "called Swift Playgrounds, introduces basic computer programming concepts, like sequencing logic, by asking students to use word commands to move cartoon avatars through a fanciful, animated world." While the app is free, it can only be used on an iPad. Senior researcher at the Graduate School of Education & Information Studies at the University of California, Los Angeles Jane Margolis asked, "How much of the motivation is for selling of product, and what does that do for schools that cannot afford this technology?" For over 20 years, Margolis "has studied disparities in computer science education." She adds that "The threat is that it is going to replicate current inequities." According to the Times, "Apple devices and ones based on the Microsoft Windows software have recently lost market share at United States public schools to Chromebooks, inexpensive laptops that run on the Google Chrome operating system."

Several technologies developing rapidly may come with some concerns, according to this analysis. Those seen as having a potentially considerable downside include artificial intelligence, robots, DNA surveillance, weather modification and drones. Computer Business Review online (U.K.)

Weekly Creative Thinking Math Lessons
To help K-12 students approach math with creativity and enjoyment, youcubed, a Stanford University center that provides research-based resources for teaching and learning mathematics, has released a series of free lessons in time for back to school. The Week of Inspirational Math (WiM) lesson series for teachers, parents, and students includes five lessons that offer students open, rich mathematics experiences to inspire creative thinking and a growth mindset. The lessons are accompanied by five motivational videos created by Stanford University mathematics education professor Dr. Jo Boaler and the team at youcubed. The lessons encourage creative mathematical thinking, as well as visual mathematics incorporating fingers, manipulatives, and motion in teaching and learning various concepts, as suggested by the latest brain science. The lessons provide opportunities for students to draw, visualize, discuss ideas, and work with models in mathematics-teaching mathematical ideas visually through pattern study and generalization. The lessons ask students, at regular intervals, how they see mathematical ideas and ask students to represent mathematical ideas in a multitude of ways, such as through pictures, models, and graphs.

Web-based Arts Experiences
Artopia
is a comprehensive web-based arts experience designed for middle school students, covering the visual and performing arts. Students closely examine important works of art and take part in activities that teach about styles, principles, and processes of each art form. They write about the artworks online, collect art cards in a virtual portfolio, and view videos of professional artists at work. Teachers may exhibit their students' artwork in a virtual gallery, and both students and teachers can communicate with other artists in an online message board. Interdisciplinary Collaborative Projects
Developed in North Carolina State University's College of Education, Project-Based Inquiry (PBI) Global connects students internationally through interdisciplinary projects that require them to follow five steps: ask compelling questions; gather and analyze sources; creatively synthesize claims and evidence; critically evaluate and revise; and share, publish, and act. By conducting PBI Global with local and international peers, students negotiate the dynamic nature of collaboration, pursue varied means of communication, and internalize diverse perspectives. Students can use a collection of digital tools to effectively communicate and collaborate, including WeChat and Skype for discussing and planning in student teams. The capstone of every PBI Global is a showcase during which students present their digital products in front of peers, teachers, parents, and community members. Stanford Center Offers Free Math Activities, Videos for K-12 Instruction
Youcubed, a center at Stanford University, has debuted "Week of Inspirational Math," five free math lessons for K-12 teachers. The series, which aims to foster visual and creative math experiences, comes with activities and motivational videos.
 
Spotlight on TIME Edge: New Cross-Curricular Resource Introducing TIME Edge, a digital learning and lesson planning tool for grades 6+ created by the trusted editors behind TIME and TIME For Kids. TIME Edge gives teachers access to ready-to-use cross-curricular lesson plans using primary-source nonfiction content to help students build the skills they need to excel in the classroom and beyond.

Middle school offers unique opportunities for teachers to engage students more deeply with topics to help them truly understand their world. How Primary Sources Support Current Events Lessons
Textbooks in many cases are unable to keep up with current events. Some social studies teachers look to primary sources to help teach current events, and some groups such as the Anti-Defamation League have developed lessons on current events that rely on primary documents.  The Atlantic online

Over 800 Released Items Among the Numerous PARCC Resources Available Online
As part of the effort to develop the most transparent high-quality assessments available, PARCC has released more than 800 test items on the Partnership Resource Center. In addition, the PARCC consortium website features a wealth of parent, student and educator resources, including links to even more practice assessments, score report guides (in both English and Spanish), informational videos, and links to PARCC resources that are specifically designed for residents of each consortium state. PARCC has also released a detailed description of how the  assessments are designed, along with detailed information about how they are aligned to Common Core State Standards, and how the term "college and career readiness" is defined and measured.
