Constitution Day/Citizenship Day
September 17 is Constitution Day/Citizenship Day, commemorating the September 17, 1787, signing of the U.S. Constitution.  In recognition, Congress has mandated that every educational institution receiving federal funding hold an educational program about this seminal document.  To assist students and educators in their studies, the National Archives and Records Administration offers key resources, such as "The Constitution at Work," a match game connecting primary resources to constitutional articles, and "Exploring the U.S. Constitution," an eBook that explores the roots of the three branches of government.  Likewise, free online resources are available from the Library of Congress, the National Endowment for the Humanities, and the U.S. Senate.  This year is also the 225th anniversary of the passage of the Bill of Rights -- the first 10 amendments to the Constitution.

Contest That Supports a Cause
The Cat in the Hat has thrown his iconic red and white hat into the ring for president. Now he wants children to help him decide which cause to support-education, ocean conservation, environment, hunger, kindness. Children across the nation are encouraged to vote for The Cat to work with fellow Dr. Seuss characters and the organization and cause that they represent. The characters, organization, and cause with the most votes will receive $10,000 from Dr. Seuss Enterprises and Random House Children's Books. At The Cat in the Hat's "campaign headquarters," students can check out The Cat's campaign video, learn more about the causes, and then vote for their favorite. Deadline: All votes must be cast by 11:59 p.m. on November 8, 2016. The winning organization and cause will be announced on or around December 1, 2016.

ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

Illinois Issues: Rewriting the Rule Book
A law going into effect next month will ban zero-tolerance policies in schools and turn suspension and expulsion into disciplinary options of last resort. Districts throughout the state are taking different approaches to prepare for the changes.

First Draft of ESSA State Plan Available 
The first draft of Illinois' state plan to implement ESSA is now available for review and comment here. (Comments and feedback deadline extended to Friday, October 7, 2016 to essa@isbe.net.)
The second listening tour, seeking reactions to this draft will continue.  All meetings will take place from 4:30-6pm (with the exception of the U-46 event to begin at 5pm). The schedule continues as follows:

King Discusses ESSA Draft Rules On Title I Funding
In an interview on  NPR's All Things Considered (9/3), Education Secretary John King discussed ED's "proposed new rules that would govern how school districts distribute federal money meant to support the education of low-income kids." King discusses school funding disparities in which "schools serving high-needs students" get less funding than nearby schools in more affluent neighborhoods, the equitable distribution of high-quality teachers, and the lack of such academic resources as AP classes in schools in poor areas. King touches on his own background as a high-needs student and on changes ED made from its original draft of the rules.
 
NCSL Education Policy Guide for States Emphasizes High Standards
Using guidance from other countries that have surpassed the United States in overall educational outcomes over the past 50 years, the National Conference of State Legislatures has released a policy guide for state leaders, identifying replicable techniques that can be applied in districts and classrooms to improve results in the United States. In No Time to Lose: How to Build a World-Class Education System By State, the NCSL convened a bipartisan committee of 28 state legislators and staff, along with private sector partners, and examined what common themes high-performing countries share. Among them were high-quality, aligned standards that were consistent across each country, along with quality early childhood education, and a dedication to vocational and technical education.
 
Head Start will get a major overhaul, the biggest since 1975, according to Health and Human Services officials, who this week announced the Obama administration's plans to revise the program. The overhaul includes funding to help Head Start centers offer childcare for a full day over the course of a school year. U.S. News & World Report 

Congress returns from summer recess with a long list of legislative priorities and a small window to complete these tasks ahead of the November elections. One of the biggest questions is: How will Congress tackle the FY17 budget?

Federal Student Aid
There are  two major changes coming to the Free Application for Federal Student Aid (FAFSA) process this year. First, the 2017-18 FAFSA will be available earlier.  Students can file as early as October 1, 2016, rather than beginning on January 1, 2017.  Second, starting with the 2017-18 FAFSA, students will use earlier income and tax information.  For example, students -- and their parents, as appropriate -- will report their 2015 income and tax information, rather than their 2016 income and tax information.  How will these changes benefit students? On the front end, students will no longer have to use estimates or log in later to update their FAFSA after they file taxes, and they may be able to use the IRS Data Retrieval Tool to automatically import their tax information into their FAFSA.  On the back end, students will have additional time to meet most deadlines and explore and understand their financial aid options.

Two recent rulings by the National Labor Relations Board concern unionization efforts at charter schools in New York and in Pennsylvania. The board ruled in both cases that charter schools are not public schools but private corporations, meaning those employees must organize under the National Labor Relations Act.

Research shows elementary schools may be assigning too much homework, with kindergartners receiving an average of 25 minutes a day. A Texas teacher recently announced a no-homework policy in a letter to parents, which has gone viral, highlighting the ongoing homework debate.

The market for classroom wearable technology is expected to grow 46% per year between 2016 and 2020, according to a report from Research and Markets. Some schools already use the technology for activities such as virtual field trips and tracking activity levels.

Poll Shows American Divided Over Main Purpose Of Public Schools
The
Washington Post reports in its "Answer Sheet" blog the 48th annual PDK Poll of the Public's Attitudes Toward the Public Schools found that 84 percent of respondents would rather see a failing school improved, compared to 14 percent who would like to see it closed. Meanwhile, 45 percent "of adult Americans say preparing students academically is the main goal of a public school education, and just one-third feel that way strongly, the poll found." The Post says "other Americans split between saying the main purpose of public schools is to prepare students for work - 25 percent - and for citizenship, 26 percent." The report points out that "those who say public schools should mainly prepare students for work are less positive in their views" of their local public schools; "42% in this group give their schools top marks vs. 53% of those who say the main objective is preparing children academically."

Crowdfunding sites GoFundMe and DonorsChoose in 2015 collectively raised nearly $140 million for education campaigns, up from just more than $31.2 million in 2010. Educators have used the funds to purchase resources from basic supplies to robots for class projects.  The Associated Press

Learning Heroes, in conjunction with The National Parent Teacher Association and Scholastic, have released "The Super 5," an interactive checklist designed to help parents foster a deeper understanding of what their child is learning at school and how to best assist them at any grade level. The checklist features nearly 20 links to resources focusing on a wide arrange of communications issues, including the best ways for parents to define what "success" is for their child in the upcoming school year; how to have a highly effective parent-teacher conversation; and, detailed information on the standardized tests in each state. The checklist also features guides for parents to identify if their child is being bullied at school, and to help them better understand the social challenges that their kids face as they grow up in a highly connected and tech-savvy world.

Analysis Points To Widespread Chronic Absenteeism
The Washington Post reports that a new analysis of ED's Civil Rights Data Collection from Attendance Works "shows that more than 6.5 million students, or about 13 percent in grades K-12, missed 15 or more days of school." Nearly every district has some cases of such chronic absenteeism, but the analysis found "that half of the nation's chronically absent students were found in just 4 percent of districts." The study "also found that the problem of chronic absenteeism disproportionately affected African American, Native American, Pacific Islander and Latino students, as well as students with learning disabilities."
 
Data Shows 40 Percent Of US High Schools Lack Physics Courses
Education Week reports that an analysis of data from ED's Office for Civil Rights shows that "2 in 5 high schools don't offer physics," even though the subject "is the cornerstone of many professions, including those in engineering, health care, aerospace, and architecture." The piece touches on how important physics courses in high school are for "students hoping to pursue those and other science, technology, engineering, and math fields during college." There are disparities from state to state, with only some 30 percent of schools in Alaska and Oklahoma offering physics classes.

 
Poverty rates among school-age children can differ significantly between neighboring school districts, according to a report from the nonprofit EdBuild, which analyzed data for 33,500 school district borders in the country. Creativity is Modestly Correlated with Achievement
A new meta-analysis published in the Journal of Educational Psychology examines the link between creativity and academic achievement. Aleksandra Gajda and colleagues initially selected 148 studies, but narrowed these down to include only those studies that included a quantitative measure of the link between creativity and academic achievement; used more objective measures of creativity (such as the Torrance Test of Creative Thinking) or self-report scales that showed sufficient reliability; and used grade point average (GPA), external exams, or researcher-developed tests to measure academic achievement.

Weekly Creative Thinking Math Lessons
To help K-12 students approach math with creativity and enjoyment, youcubed, a Stanford University center that provides research-based resources for teaching and learning mathematics, has released a series of free lessons in time for back to school. The Week of Inspirational Math (WiM) lesson series for teachers, parents, and students includes five lessons that offer students open, rich mathematics experiences to inspire creative thinking and a growth mindset. The lessons are accompanied by five motivational videos created by Stanford University mathematics education professor Dr. Jo Boaler and
the team at youcubed. The lessons encourage creative mathematical thinking, as well as visual mathematics incorporating fingers, manipulatives, and motion in teaching and learning various concepts, as suggested by the latest brain science. The lessons provide opportunities for students to draw,
visualize, discuss ideas, and work with models in mathematics-teaching mathematical ideas visually through pattern study and generalization. The lessons ask students, at regular intervals, how they see mathematical ideas and ask students to represent mathematical ideas in a multitude of ways, such as through pictures, models, and graphs.

Web-based Arts Experiences
Artopia
is a comprehensive web-based arts experience designed for middle school students,
covering the visual and performing arts. Students closely examine important works of art and
take part in activities that teach about styles, principles, and processes of each art form. They write about the artworks online, collect art cards in a virtual portfolio, and view videos of professional artists
at work. Teachers may exhibit their students' artwork in a virtual gallery, and both students and teachers can communicate with other artists in an online message board. A special area for teachers provides

Interdisciplinary Collaborative Projects
Developed in North Carolina State University's College of Education, Project-Based Inquiry (PBI) Global connects students internationally through interdisciplinary projects that require them to follow five steps: ask compelling questions; gather and analyze sources; creatively synthesize claims and evidence; critically evaluate and revise; and share, publish, and act. By conducting PBI Global with local and international peers, students negotiate the dynamic nature of collaboration, pursue varied means of communication, and internalize diverse perspectives. Students can use a collection of digital tools to effectively communicate and collaborate, including WeChat and Skype for discussing and planning in student teams. The capstone of every PBI Global is a showcase during which students present their digital products in front of peers, teachers, parents, and community members. Stanford Center Offers Free Math Activities, Videos for K-12 Instruction
Youcubed, a center at Stanford University, has debuted "Week of Inspirational Math," five free math lessons for K-12 teachers. The series, which aims to foster visual and creative math experiences, comes with activities and motivational videos.

Spotlight on TIME Edge: New Cross-Curricular Resource
Introducing TIME Edge, a digital learning and lesson planning tool for grades 6+ created by the trusted editors behind TIME and TIME For Kids. TIME Edge gives teachers access to ready-to-use cross-curricular lesson plans using primary-source nonfiction content to help students build the skills they need to excel in the classroom and beyond.

Middle school offers unique opportunities for teachers to engage students more deeply with topics to help them truly understand their world. How Primary Sources Support Current Events Lessons
Textbooks in many cases are unable to keep up with current events. Some social studies teachers look to primary sources to help teach current events, and some groups such as the Anti-Defamation League have developed lessons on current events that rely on primary documents.  The Atlantic online

Over 800 Released Items Among the Numerous PARCC Resources Available Online
As part of the effort to develop the most transparent high-quality assessments available, PARCC has released more than 800 test items on the Partnership Resource Center. In addition, the PARCC consortium website features a wealth of parent, student and educator resources, including links to even more practice assessments, score report guides (in both English and Spanish), informational videos, and links to PARCC resources that are specifically designed for residents of each consortium state. PARCC has also released a detailed description of how the  assessments are designed, along with detailed information about how they are aligned to Common Core State Standards, and how the term "college and career readiness" is defined and measured.
