On September 11 National Day of Service and Remembrance, volunteers will spruce up schools, paint and refurbish homes, run food drives, and support veterans, soldiers, military families, and first responders.

Constitution Day/Citizenship Day
September 17 is Constitution Day/Citizenship Day, commemorating the September 17, 1787, signing of the U.S. Constitution.  In recognition, Congress has mandated that every educational institution receiving federal funding hold an educational program about this seminal document.  To assist students and educators in their studies, the National Archives and Records Administration offers key resources, such as "The Constitution at Work," a match game connecting primary resources to constitutional articles, and "Exploring the U.S. Constitution," an eBook that explores the roots of the three branches of government.  Likewise, free online resources are available from the Library of Congress, the National Endowment for the Humanities, and the U.S. Senate.  This year is also the 225th anniversary of the passage of the Bill of Rights -- the first 10 amendments to the Constitution.

Contest That Supports a Cause
The Cat in the Hat has thrown his iconic red and white hat into the ring for president. Now he wants children to help him decide which cause to support-education, ocean conservation, environment, hunger, kindness. Children across the nation are encouraged to vote for The Cat to work with fellow Dr. Seuss characters and the organization and cause that they represent. The characters, organization, and cause with the most votes will receive $10,000 from Dr. Seuss Enterprises and Random House Children's Books. At The Cat in the Hat's "campaign headquarters," students can check out The Cat's campaign video, learn more about the causes, and then vote for their favorite. Deadline: All votes must be cast by 11:59 p.m. on November 8, 2016. The winning organization and cause will be announced on or around December 1, 2016.

TV Programs Examining Today's Education Challenges
PBS has announced SPOTLIGHT EDUCATION, a special week of primetime programming examining the challenges facing today's students and America's education system. The programming features 11 films and documentaries on local PBS stations from September 12 to 17, 2016 (check local listings), and includes special episodes of NOVA, FRONTLINE, and PBS NewsHour. It also presents a new film from POV and the premiere of TED Talks, "The Education Revolution," and concludes with the fifth annual American Graduate Day, a special broadcast celebrating individuals and nonprofit organizations dedicated to helping youth stay on track to high school graduation. SPOTLIGHT EDUCATION also kicks off a yearlong teacher support campaign-"Teach Boldly"-led by PBS and local member stations across the country. The "Teach Boldly" teacher support initiative will include a series of virtual and community training events and the launch of the new PBS Teachers' Lounge, a creative digital space where teachers can share ideas, learn from peers, find daily inspiration, and access tools and resources to enhance their work in the classroom. Short-form and full episodes from the week, interactive content modules, and a social hub for SPOTLIGHT EDUCATION will be available on PBS.org and Americangraduate.org. In addition, previews, clips, and full episodes will be available on the PBS apps for iOS and Android devices and via station-branded digital platforms. In Loving Memory
The ILASCD Board regrets to announce the passing of life-long educator and former ILASCD Board member Karl W. Fivek.  Karl passed away July 26, 2016, in the LaSalle-Peru area and will be missed by family and friends alike.  We, at ILASCD, will miss his smiling face, his patient manner, his caring attitude, and his contributions to our organization as part of the Communication Committee.  We were all enriched by having known him.

10 Tips on Mentoring New Teachers
A walk down the "back-to-school" aisle finds countless excited children seeking just the right backpack and notebook for the first day of school. Teachers echo the excitement easily observed in students who are getting ready for that first day of kindergarten, too. For many teachers, the excitement has been growing for weeks now. In this Inservice post, ASCD author Howard Pitler shares these tips to help teachers get a strong start to the new year.

What are the secrets to unlocking student success? And what can teachers do to get better at helping students develop deep understanding of content, attain higher-order thinking skills, and become secure, confident and capable learners? Teach to Lead
Brought to you by U.S. Department of Education, National Board for Professional Teaching Standards and ASCD, Teach to LeadŽ works to catalyze fundamental changes in the culture of schools and the culture of teaching so that teachers play a more central role in transforming teaching and learning and in developing policies that affect their work.  Teach to Lead will host a teacher prep-focused Teacher Leadership Summit in Washington, D.C., on November 3 and 4.  Teachers and institutions of higher education are encouraged to apply by  submitting an idea proposal addressing a current area of growth or a problem of practice within their teacher preparation program by September 6.  Space is limited; all submissions will be reviewed, and invitations for participation will be issued to those accepted by September 23.

ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

Between 60 to 70 percent of public school students in Illinois are not on track to succeed in college or a career, according to preliminary "sobering" scores from the PARCC standardized test the Illinois State Board of Education released Thursday. SunTimes.

Vision 20/20 School Funding
Illinois Vision 20/20 has created a short video to explain how the Evidence-Based Model for Student Success would transform Illinois' school funding formula and create a pathway for the state to invest in student success. It's really worth a watch if you haven't seen it already, and even if you have, it's worth a second look.  

College Board/Kahn Academy Partnership for SAT
In the ongoing effort to support all Illinois students, families and educators in transitioning to the SAT as the college entrance exam for all 11th grade students, the College Board and Khan Academy have partnered to provide online SAT test practice and preparation resources entirely FREE of charge.

Education Funding Commission
Governor Rauner announced in July that he would create a bipartisan commission to create a more equitable school funding formula to be in place for FY18.

The commission met for the first time on August 3 to review the current funding formula with ISBE staff and heard from Michael Griffith from the Education Commission of the States, about how school funding is implemented in other states and suggestions for how Illinois might make changes based on a variety of factors.
The commission is scheduled to meet again August 16 to hear from Richard Laine of the National Governors Association and Dr. Michelle Mangan, a key consultant for the Evidence-Based Funding Model . Stakeholders, such as the Illinois Statewide School Management Alliance, have been involved in pre-meetings of the commission and invited to attend commission meetings. Updates about commission progress will be shared as they are available. 

Schools Enforced New Illinois Concussion Requirements
Before athletes can play, there are new requirements in Illinois for contact sports. WQAD 

University Of Chicago To Freshmen: We Do Not Support "Trigger Warnings" Or "Safe Spaces"

The Chicago Tribune reports that University of Chicago Dean of Students John Ellison told incoming freshmen in a letter that "Our commitment to academic freedom means that we do not support so-called 'trigger warnings,' we do not cancel invited speakers because their topics might prove controversial, and we do not condone the creation of intellectual 'safe spaces' where individuals can retreat from ideas and perspectives at odds with their own." Trigger warnings "alert students of sensitive material that might be uncomfortable, offensive or traumatic to them, such as discussions about race and sexual assault," and safe spaces "shelter students from certain speakers and topics."

Preparing For 5ESSENTIALS OR Selecting An Alternative Survey
Illinois will administer the 5Essentials survey once again this year between November 16, 2016 and January 16, 2017. The survey is required for all districts that did not participate last year and all Race to the Top districts.

Districts will again have the option, at their own expense, to choose an alternative to the 5Essentials:
  • Comprehensive School Climate Survey
  • Organizational Health Instrument Teacher Survey and Gallup Student Survey
  • AdvancEd student and teacher surveys
If your district plans to participate in 5Essentials, email 5Essentials@isbe.net. If your district plans to use an alternative survey, complete the letter of intent found here and return to 5Essentials@isbe.net by September 1.

ESSA Listening Tour - Round Two
The Illinois State Board of Education will host a second round of listening tour stops regarding the Every Student Succeeds Act (ESSA) and the development of Illinois' state plan for implementation. The tour begins September 6 at Freeport High School (Freeport, IL) from 4:30-6:30pm and ends September 28 at Streamwood High School (Streamwood, IL) at 5pm. U.S. Dept. of Education Releases Resources to Guard Against Zika
Department of Education Secretary John B. King Jr. recently released a letter to all Chief State School Officers providing information and resources on steps to be taken against viruses caused by mosquitoes. The Centers for Disease Control and Prevention has developed interim guidance for kindergarten through grade 12 school administrators on public health actions specifically for Zika virus infection. The US Department of Education has received more than 20,000 comments on the draft regulations for the Every Student Succeeds Act. This blog post highlights comments from some education groups, including the Council of Chief State School Officers and the National Association of State Boards of Education. Education Week

The Education Commission of the States has published a report explaining 10 key issues surrounding implementation of the Every Student Succeeds Act. Issues include assessments, school-quality indicators and low-performing schools. Education Week

US Department of Education Secretary John King Jr. recently discussed proposed rules for the Every Student Succeeds Act that seek to meet the needs of students who may be homeless. The rules would require liaisons in school districts who would help identify and offer resources to such students. Education Dive

Pilot Program Taps Federal Grants for Nontraditional Training
Students will be able to pay for nontraditional training programs using federal Pell Grants and loans under the new Educational Quality through Innovation Partnerships program. The pilot program connects colleges with coding boot camps and online programs to help graduates get jobs.

Schools could see an infusion of $120 million to support local diversity efforts under the Stronger Together School Diversity Act of 2016. US Education Secretary John King Jr. recently held up a network of magnet schools in Connecticut as a potential national model for improving diversity in schools.  The Associated Press

Federal Judge Blocks Transgender Directive, Says Administration Sidestepped Law
A judge has issued a ruling blocking the Administration's directive that transgender students be allowed to use the bathroom that conforms to their gender identities. The media are treating the ruling as a victory for social conservatives and for the states that have sued to block the directive, though reports point out that the ruling is based mainly on how the Administration handled issuing the directive. The New York Times (8/22, Eckholm, Blinder, Subscription Publication) reports that Federal Judge Reed O'Connor of the Federal District Court for the Northern District of Texas on Sunday "blocked the Obama administration from enforcing new guidelines that were intended to expand restroom access for transgender students across the country." O'Connor said in his ruling "that the government had not complied with federal law when it issued 'directives which contradict the existing legislative and regulatory text.'" O'Connor said that without the injunction, states would be "in the position of either maintaining their current policies in the face of the federal government's view that they are violating the law, or changing them to comply with the guidelines and cede their authority over this issue." The Times presents the ruling as "a victory for social conservatives in the continuing legal battles over the restroom guidelines."

Illinois District Rolling Out Digital STEM Curriculum Across All Elementary, Middle Schools

District Administration reports that Illinois Troy Community Consolidated School District 30-C this fall "will integrate Accelerate Learning's award-winning STEMscopes NGSS digital STEM curriculum into its curriculum in grades preK-8, district-wide." The piece reports that this is part of Illinois' adoption of the Next Generation Science Standards.
 
More Black Parents Home-Schooling
Yahoo! News reports on a growing movement of African-American parents, no longer willing to wait for public schools to improve sufficiently, who elect to home-school their children. In little more than a decade, the number of black school-aged children being home-schooled has more than doubled to about 220,000, according to the National Home Research Institute. Black parents cite manifold reasons for home-schooling. Some (such as religious beliefs, a desire to shelter children from a materialistic society, and a conviction that they are best equipped to teach desired values to their children) are typical for the home-schooling movement at large, while others (such as racial bullying, fewer opportunities for advanced classes, and disproportionately harsh discipline) are more common among black families. Six decades after Brown v. Board of Education, moreover, funding disparities persist, with a 2012 Center for American Progress report finding that a 10-percentage point increase in students of color at a school correlates with a $75 per pupil decrease in funding.

Apple's CEO on How He Leads
Apple CEO Tim Cook won't comment on much of what Apple is doing -- or not doing -- but he does discuss his approach to the CEO role, the increase in Apple's social and political activity, and why his circle of advisers includes people outside the company. "I think it's incumbent on a CEO to not just listen to points of view but to actually solicit them," he says.  The Washington Post

STI focuses on teaching strategies that give diverse students multiple options for taking in and processing information, making sense of ideas, and expressing learning. Weekly Creative Thinking Math Lessons
To help K-12 students approach math with creativity and enjoyment, youcubed, a Stanford University center that provides research-based resources for teaching and learning mathematics, has released a series of free lessons in time for back to school. The Week of Inspirational Math (WiM) lesson series for teachers, parents, and students includes five lessons that offer students open, rich mathematics experiences to inspire creative thinking and a growth mindset. The lessons are accompanied by five motivational videos created by Stanford University mathematics education professor Dr. Jo Boaler and the team at youcubed. The lessons encourage creative mathematical thinking, as well as visual mathematics incorporating fingers, manipulatives, and motion in teaching and learning various concepts, as suggested by the latest brain science. The lessons provide opportunities for students to draw, visualize, discuss ideas, and work with models in mathematics-teaching mathematical ideas visually through pattern study and generalization. The lessons ask students, at regular intervals, how they see mathematical ideas and ask students to represent mathematical ideas in a multitude of ways, such as through pictures, models, and graphs. Web-based Arts Experiences
Artopia is a comprehensive web-based arts experience designed for middle school students, covering the visual and performing arts. Students closely examine important works of art and take part in activities that teach about styles, principles, and processes of each art form. They write about the artworks online, collect art cards in a virtual portfolio, and view videos of professional artists at work. Teachers may exhibit their students' artwork in a virtual gallery, and both students and teachers can communicate with other artists in an online message board. Bundles of NGSS Concepts
The organization behind the Next Generation Science Standards (NGSS) has begun releasing sample "bundles" of standards to help people move away from thinking that the standards are supposed to be taught as a checklist. The bundles are intended to help teachers and curriculum developers understand how they might implement the science standards, or student "Performance Expectations," in ways that can help learners see the connections between concepts and thereby optimize class time. A 24-page example bundles guide provides sample bundles and lays out the rationale behind bundling. Each bundle includes a course summary, a bundle document, and a course flowchart. The sample bundles are only one way that the standards could be bundled together; rather they're intended to illustrate the process of bundling and the types of thinking necessary in building bundles that capitalize on the connections between standards. STEM Assessment Tool

The nonprofit Measured Progress has developed STEM Gauge, a formative assessment resource that provides students with opportunities to demonstrate understanding of the three dimensions of the Next Generation Science Standards (NGSS) Performance Expectations (PEs)-Practices, Crosscutting Concepts, and Disciplinary Core Ideas-as instruction occurs. For a limited time, Measured Progress is offering a free Next Generation Science Standards STEM Gauge middle school topic-based item set for teachers to try in their classroom. Included with one free topic-based item set is access to the Teacher's Guide and Formative Support Tools. The Teacher's Guide provides an Item Index that displays the way each item addresses the three dimensions and lists Performance Expectations, learning targets, depth of knowledge levels, and item types. Teachers will also find suggestions for using science and engineering practices to engage students in learning science content. The Formative Support Tools help teachers integrate the NGSS into classroom instruction and assessment. Interdisciplinary Collaborative Projects
Developed in North Carolina State University's College of Education, Project-Based Inquiry (PBI) Global connects students internationally through interdisciplinary projects that require them to follow five steps: ask compelling questions; gather and analyze sources; creatively synthesize claims and evidence; critically evaluate and revise; and share, publish, and act. By conducting PBI Global with local and international peers, students negotiate the dynamic nature of collaboration, pursue varied means of communication, and internalize diverse perspectives. Students can use a collection of digital tools to effectively communicate and collaborate, including WeChat and Skype for discussing and planning in student teams. The capstone of every PBI Global is a showcase during which students present their digital products in front of peers, teachers, parents, and community members. Youcubed, a center at Stanford University, has debuted "Week of Inspirational Math," five free math lessons for K-12 teachers. The series, which aims to foster visual and creative math experiences, comes with activities and motivational videos.

Spotlight on TIME Edge: New Cross-Curricular Resource

Introducing TIME Edge, a digital learning and lesson planning tool for grades 6+ created by the trusted editors behind TIME and TIME For Kids. TIME Edge gives teachers access to ready-to-use cross-curricular lesson plans using primary-source nonfiction content to help students build the skills they need to excel in the classroom and beyond.
Middle school offers unique opportunities for teachers to engage students more deeply with topics to help them truly understand their world. Current events are an excellent way to present social studies topics (which range from history to civics, geography, science and more), but many existing resources lack quality and alignment to standards. How Primary Sources Support Current Events Lessons
Textbooks in many cases are unable to keep up with current events. Some social studies teachers look to primary sources to help teach current events, and some groups such as the Anti-Defamation League have developed lessons on current events that rely on primary documents.

NEW-Program Exploring Lives of American Heroes
National History Day, the American Battle Monuments Commission, the Roy Rosenzweig Center for History and New Media, and the US Department of Veterans Affairs have partnered to present the 2017 Understanding Sacrifice program. This professional development opportunity takes 18 teachers on a journey of exploration and discovery through the lives of American heroes of WWII. Travel fees, materials, and most costs are covered for all accepted teachers. In return, teachers produce educational materials in a variety of disciplines, from art to science and history. These classroom resources are then hosted for free on the program's website to help teachers around the world reinvigorate their teaching and learning of WWII. In July 2017, a select group of 18 middle school and high school educators will follow in the footsteps of history as they visit WWII historic sites and American cemeteries in San Francisco, Honolulu, and Manila. Participants will be required to engage
in an intensive 18-month academic study that will run from September 2016 through spring 2018. Their study will include regular webinars, reading assignments, and discussion board postings, as well as a 12-day Pacific field study to be held in July 2017 (specific dates to be confirmed this fall). Applications for the 2017 program must be received no later than midnight on September 2, 2016.  

2016-2017 Moon Scholarship Program
Are you a superintendent or an aspiring superintendent? Are you pursuing graduate study to become the best superintendent you can be? Do you know there are scholarships available through Illinois Association of School Administrators to help offset the costs of your coursework? Practicing school administrators in Illinois qualify if they are college graduates pursuing an advanced degree in educational administration at an accredited college or university. Several scholarships ($2,500 minimum each) are awarded each year and are paid directly to the college or university to cover tuition, fees and/or textbook expenses.

Illinois School Library Media Association/Library Book Selection Service Read for Information Grant
The application period for the Read for Information Grant funded by the ISLMA/LBSS Endowment Fund is now open.  At least 20 $1500 nonfiction grants will be awarded to school librarians doing a collaborative project with one or more staff members.  Details about the grant and eligibility requirements are available at the Endowment Fund website www.lbssfund.org.  The application deadline is September 15, 2016.
  
NEW-Grant to Enrich Advanced Placement Teaching 
Advanced Placement (AP) Teacher Grants provide funds for supplies, lesson materials, or field trips to enrich advanced placement teaching in any subject. The National Society of High School Scholars offers grants of $500 to support programming and to purchase materials and other resources to enhance delivery of these courses. Deadline: September 23, 2016, for applications.
 
Empower Young People Through Music
Classics for Kids Foundation supports school and community youth music programs in need by providing matching grants for new, high-quality stringed instruments, such as violins, violas, and
cellos. Schools and nonprofit organizations must raise at least half of the funds to purchase the
requested number of instruments, using a provider authorized by the foundation. Programs that serve K-12 students are eligible for grants. The website offers guidance for starting a stringed instrumental program, including a proposed startup budget. We accept grant applications quarterly. Do Illinois' Public Colleges Pay Off for Students?
As students prepare to head out the door for the onset of the fall college term, a new study is out that provides a snapshot of sorts of whether the folks are getting their money's worth, and it includes a surprise or two. Crain's Chicago Business

Head Start may boost students' math skills and improve attendance, according to a study published in the journal Developmental Psychology. Data show students who participated in Tulsa's largest Head Start program scored higher on math tests by eighth grade, spent more days in school and were less likely to be retained. National Public Radio

There is disparity between the number of minority students -- about 50% -- and the number of minority teachers -- about 18% -- in schools, according to a report from the Brookings Institution and the National Council on Teacher Quality. The study authors say diversifying the recruitment pipeline could help fill the gap.  The Washington Post  

What does the Research Say about Technology Integration?
Morrison, Morrison, & Ross, from our own Center for Research and Reform in Education at Johns Hopkins University, have completed a review of the research literature on the infusion of technology into the school curriculum. The review examines the results from a number of studies investigating the effectiveness of computer use in the classroom. The focus of the studies ranged from student engagement to achievement using observations, surveys, and achievement tests. The researchers also summarize the results from several meta-analyses.

Math Content and Kindergarten Learning
Research by Claessens, Engel, & Curran (2014) found that addressing advanced math skills in kindergarten (place value, addition, and subtraction) yielded greater gains than solely addressing basic math skills (simple counting and shape recognition), even for students who did not attend pre-k. As kindergarten becomes increasingly academic, the researchers expanded on this finding by studying whether basic or advanced math skills are most commonly being taught in kindergarten. In a recent article in Educational Researcher, Engel, Claessens, Watts, & Farkas examined data from the Early Childhood Longitudinal Study (ECLS), Kindergarten Class of 1998-99 (n=17,810) and the Early Childhood Longitudinal Study, Kindergarten Class of 2010-11 (n=15,090). Both were longitudinal, nationally representative studies conducted by the National Center for Educational Statistics.

The number of homeless students in the US doubled between the 2006-07 and 2013-14 school years to more than 1.3 million. Erin Ingram, lead author of a recent study about the issue, discusses why this data may not reflect the total number of homeless students in schools.  District Administration magazine online

Over 800 Released Items Among the Numerous PARCC Resources Available Online
As part of the effort to develop the most transparent high-quality assessments available, PARCC has released more than 800 test items on the Partnership Resource Center. In addition, the PARCC consortium website features a wealth of parent, student and educator resources, including links to even more practice assessments, score report guides (in both English and Spanish), informational videos, and links to PARCC resources that are specifically designed for residents of each consortium state. PARCC has also released a detailed description of how the  assessments are designed, along with detailed information about how they are aligned to Common Core State Standards, and how the term "college and career readiness" is defined and measured.
