ASCD News
In this Educational Leadership article, veteran teacher Jennifer Collins offers six pieces of advice to pre-service teachers. Her tips include advising new teachers that they must be ready to wear the many hats of a teacher -- including nurse, custodian, therapist and cheerleader -- and that while almost every teacher will strive for perfection, they should dismiss the notion of a perfect lesson and be gentle, patient and forgiving of their own stumbles and development.

How the Most Supportive School Leaders Empower Teachers
"The real action doesn't happen behind the principal's desk," says Bill Sterrett on this episode of ASCD Learn Teach Lead Radio. "The principal has to be a vibrant member of the school community, has to be willing to listen, has to be willing to empower others." In this conversation, hear how principals can effectively empower teacher leadership in the school and create an environment that gets the best out of all educators and creates the best learning for students. ASCD SmartBrief News About Assessments
The Every Student Succeeds Act allows states and districts to use multiple measures of student performance, rather than a single measure. This shift in national testing policy opens the door for schools to design a range of innovative assessment activities that work for all students. In this ASCD SmartBrief special report, we provide a roundup of news about assessments. We consider how some educators use multiple measures such as portfolios and journals to assess student growth. We also highlight the importance of student voice in the education and assessment landscapes. Don't miss the ASCD Resources section, with links to more information on this topic. Advocacy / Governance
IL ASCD's purpose is to inform.  We encourage you to be an informed, involved educator. Watch local, state, and national news for most current events.

ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda.

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

Are you receiving the ASCD Whole Child Newsletter?  Sign up on http://www.wholechildeducation.org  to receive this biweekly free resource and stay up-to-date on policies and practices, data, strategies, and tools to help you ensure that each child in your community is healthy, safe, engaged, supported, and challenged.  In addition to this information from ASCD, we are running a series on the Whole Child within our Illinois ASCD Newsletter.  To read the latest edition of our newsletter, visit https://www.illinoisascd.org/resources/publications.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

Civil Rights Data Reveal Education Disparities
Black, Hispanic and American Indian/Alaska Native students are more likely to attend schools where at least 20% of educators do not have proper certifications, according to data released by the US Department of Education. Data also show such students are more likely to have first-year teachers.

Making US STEM Education Stronger And More Diverse
Connecticut Public Radio reports that according to the Bureau of Labor and Statistics, employment in STEM fields is "growing faster than any other sector of the U.S. economy," but the US is still trailing behind other countries in STEM education, and new recruits in science and technology are overwhelmingly white and Asian men.

Expansion of Pell Grants Part of Bill Backed by Senate Panel
Pell Grants would be available year-round as part of a $161.9 billion bipartisan appropriations bill approved this week by a US Senate subcommittee. Around 1 million college students would benefit from the expansion, and administration officials say it would help students complete college faster.

Chronic Student Absenteeism
The Department of Education released new, first-ever chronic absenteeism data through a new, interactive website and hosted a two-day Every Student, Every Day National Conference to support states, districts, schools, and communities in their efforts to develop effective chronic absenteeism policy and practice.  The conference focused on how schools can address root causes of the problem and strengthen the collaborative capacity of multi-agency early warning systems to link students to interventions, programs, and preventative services. The 2013-14 CRDC shows that chronic absenteeism impacts students in all parts of the country and is prevalent among all races, as well as students with disabilities.  National data reveals more than six million students -- or 13% of all students -- missed at least 15 days of school in the 2013-14 school year.

The White House has launched a new initiative, the Fair Chance Education Pledge, which encourages colleges and universities not to use students' criminal records when making admissions decisions. Several institutions already have signed on, including Boston University, Columbia University and Cornell University. The Atlantic online

ED Recommends Stripping ACICS Of Accreditation Power
Several media outlets are covering the announcement June 15 that ED is recommending that the Accrediting Council for Independent Colleges and Schools be stripped of its accreditation authority. Coverage focuses on what this will mean for the embattled agency and for the for-profit colleges it regulates. The Washington Post reports that ACICS is the "largest national accreditation agency," and that ED is calling for it to "lose the power to act as the gatekeeper between colleges and billions of dollars in federal financial aid." The Post says that advocacy groups and state officials are urging the National Advisory Committee on Institutional Quality and Integrity to "deny the accrediting agency the recognition needed to operate" when it meets next month. The Post notes that the move "would leave hundreds of schools scrambling to find a new accreditor to prevent students from losing federal financial aid," adding that some troubled schools might not find other accreditors willing to approve of them.
The AP reports that "dozens" of the 900 schools ACICS oversees could lose their Federal funding, explaining that the accreditor "has been under intense scrutiny after critics, including attorneys general in 13 states, accused it of overlooking deception at some schools." Federal officials reviewing the agency "said they found major problems with its standards" and "slammed the council's handling of institutions like the now-defunct Corinthian College." Their report "blamed the council for failing to stop schools from falsifying data about the success of students, failing to stop misleading recruitment tactics and failing to punish schools that employed those practices."

Promoting Excellence Through Equity with Dr. Pedro Noguera, Sept 12, 2016, Roosevelt University, Goodman Center, 11:30 am - 7:30 pm
Promoting Excellence Through Equity-If  policies,  strategies,  practices or procedures work for our most vulnerable  communities  and students,  they  will  work  for everyone.  The  reverse, however, IS NOT true. Across  our  nation,  courageous  conversations are underway on confronting the fundamental ways inequalities affect students' learning and opportunities to reach their full potential. But talk isn't good enough, and more work must be done to attain  greater equity and opportunity for all students.
IL ASCD continually engages and supports its members to understand the drives and biases of institutional inequities and to shape their  school cultures, change practices and lead  teams that   deliver  high-quality instruction for all students. To deepen these conversations and cultivate more  effective practices, we have partnered with the American Reading Company to bring Dr. Pedro  Noguera for a day  of  thought-provoking discussion  that advance our shared  work in attaining  equity and opportunity for all students.

Prioritizing for Powerful Results:  Five Levers to Improve Learning featuring Tony Frontier, October 12, 2016, Crystal Lake Country Club, Crystal Lake, IL, 8:30 am - 3:30 pm
Where do we exert influence in classrooms, schools, and districts to obtain a desired goal?  What are the characteristics of initiatives that have a transformational impact on student learning as compared to initiatives that require significant efforts and resources--yet merely perpetuate the status quo?  This workshop will provide participants with a framework, resources and tools to guide classroom, school and district improvement efforts as described by the author and presenter of the ASCD book Five Levers to Improve Learning;  How to Prioritize for Powerful Results in Your School.
  • Develop an understanding of how nearly all educational practices and mandates can be grouped into one of five categories; and the relative utility of each of these categories to leverage school improvement.
  • Understand typical "leverage errors" and how to avoid them.
  • Tap the owner of "leverage advantages" that maximize the potential to influence student learning.
  • Understand the critical differences among status quo planning, transactional change and transformational change; and how to align efforts to intended results.
  • Ask critical questions to prioritize initiatives and efforts across classrooms, schools and districts.
  • Utilize the Five Lever framework to create more powerful strategic plans, utilize fiscal resources more efficiently and ensure team meetings, faculty meetings and board meetings are focused on high leverage initiatives.

There is now a large and growing evidence base showing that helping teachers develop their use of minute-to-minute and day-by-day assessment is one of, if not THE most powerful ways to improve student learning. Formative assessment involves far more than adding a few "quick fixes" to teachers' classroom repertoires.  It involves a fundamental shift in focus, from what the teacher is putting into the process to what the students are getting out of it.  In this interactive one-day workshop participants will learn:
  • WHY we need to increase educational achievement, what's been tried, and why it has worked
  • WHY formative assessment needs to be the priority for every school
  • WHAT formative assessment is (and isn't)
  • PRACTICAL techniques for implementing formative assessment
  • HOW TO sustain the development of formative assessment with teacher learning communities.

New Gallup Study Highlights Diverse Views on Standards and Assessments
Gallup and the Northwest Evaluation Association interviewed more than 4,200 educators, parents, and students to get their views on how they perceive and utilize high-quality standards and assessments, particularly in the wake of the Every Student Succeeds Act (ESSA). The researchers who developed the report, Make Assessment Work for All Students: Multiple Measures Matter, found that more than 75 percent of students and half of all parents think that students either spend the right time or too little time taking assessments, while an overwhelming majority of principals and administrators believe ESSA will have, at worst, a neutral impact on their schools and districts.

Reports Provide Early Results Of The Gates Foundation's Teaching Partnerships
Education Week reports in its "Teacher Beat" blog about results from three interim reports by the RAND corporation that analyzed the Bill and Melinda Gates Foundation's intensive teaching partnership projects through 2013-14. The foundation gave grants to districts in Memphis, Tenn., Pittsburgh, Pa., Hillsborough, Fla., and to a group of charter schools in California. The researchers found that all of the districts made "the significant changes they promised to the Gates Foundation" for the grants, "despite struggling with certain elements like professional development." The report found the "grants' impact on student achievement is mixed-but appears to be trending upwards." Teachers have become less enthusiastic for the evaluation process, and teachers continued to get "pretty good results from the new teacher-evaluation systems." According to the reports, "professional development remains a challenge," and there were mixed results the grants affecting teacher-distribution patterns.

Study: High-school GPA May be Best Indicator of College-readiness
A study at the University of Alaska has found that the SAT, ACT and placement tests were not good predictors of how students will perform in college-level math and English classes. Instead, Michelle Hodara, lead author of the study, said a student's high-school grade-point average "is a really powerful measure of college readiness, even for students who want to earn a four-year degree."  The Hechinger Report

ACT Survey: Common Core Isn't Emphasizing Top Skills Needed To Prep Students For College, Career
According to the 2016 ACT National Curriculum Survey, the Washington Post reports, many educators and workplace supervisors don't think the Common Core State Standards reflect "what students and workers need to be successful in college and career." The report found that "many workplace supervisors and employees believe skills necessary for success are not part of the Core," including the top skill they think ensures success: "conscientiousness." Likewise, college instructors place more emphasis on "the 'ability to generate sound ideas - a skill applicable across much broader contexts'" - than on "analyzing source texts and summarizing other authors' ideas as required by the Core."

Report: Only Half of Colleges Track Student Success Based on ACT, SAT
Although 78% of colleges associated with the National Association for College Admission Counseling require students to submit SAT or ACT scores for admissions, only about half track student progress through their programs. The tracking, NACAC said in its report, is important to show whether entrance exam scores are a valid indicator of student success. Education Week

Hechinger Report Compares, Contrasts NCLB, ESSA
The Hechinger Report reports on the differences and similarities between NCLB and ESSA, exploring whether there were any beneficial aspects to the much-reviled NCLB and whether any of its "legacy still lingers on in its successor." The piece notes that despite added school accountability flexibility and a reduction in the emphasis on standardized testing, "civil rights groups and organizations working on behalf of underserved students, however, have been less than enthusiastic" about ESSA, saying it "leaves too much accountability up to the states."

New Report Critical Of K-12 Computer Science Education
Education Week reported that a study by the Information and Technology Innovation Foundation (ITIF) "on the state of computer science education cites a deficit of relevant course-work, and inadequate teacher training in its conclusions, tracing a historical lack of progress back to the subject's 'fringe' status." According to the study titled "The Case for Improving U.S. Science Education," failure to prioritize computer science has created "stagnation and decline in K-12 classrooms."
