IL ASCD's purpose is to inform.  We encourage you to be an informed, involved educator. Watch local, state, and national news for most current events.
 
ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

General Assembly Adjourns With No Budget; House To Remain In Continuous Session
The 99th General Assembly legislative session ended shortly before midnight on Tuesday, May 31, with a thud. Despite one proposed comprehensive budget and several stand-alone K-12 education funding plans floating through the Capitol, none were passed in both chambers before the midnight deadline.
The House has committed to remaining in "continuous session" until a budget agreement is reached and plan to meet each Wednesday in June, beginning today. Governor Rauner's working groups will also continue meeting on items such as revenue, school mandates, workers compensation, and other items from his Turnaround Agenda. Senate President Cullerton has also committed to calling the Senate back if some movement occurs on a negotiated budget.

Federal Education News

Established in 1975, the Individuals with Disabilities Education Act (IDEA) guarantees eligible students with disabilities a free appropriate public education leading to higher education, employment and independence. Over time, IDEA has evolved from access to the schoolhouse to students' full participation in general education. Today, the focus has moved to increased expectations and better academic outcomes -- goals that will overlay the upcoming IDEA reauthorization. The latest Policy Priorities brief previews what's necessary to meet these goals.  

Proposed Regulations for Every Student Succeeds Act
In an important step toward implementing the new Every Student Succeeds Act (ESSA), the Department announced proposed regulations to give states clarity in rethinking their accountability, data reporting, and consolidated state plans.  These regulations would replace the narrow, one-size-fits-all approach that defined ESSA's predecessor, No Child Left Behind, with new flexibility for states and school districts, a more holistic approach to measuring a quality education that will help prepare students for success, and strong protections to ensure the progress of all students.  They would also reinforce ESSA's commitment to transparency and meaningful engagement and an active role for parents, teachers, students, community leaders, and other critical stakeholders in implementing the law.The proposed regulations were informed by extensive input from a diverse group of stakeholders.  The Department participated in over 200 meetings and events and received hundreds of comments prior to the release of the regulations, and the agency welcomes additional feedback from stakeholders through the public comment period (until August 1).

The Department's Office of Elementary and Secondary Education (OESE) also released "Examples of Policies and Emerging Practices for Supporting Transgender Students," a compilation of policies and practices that schools across the country are already using to support transgender students ( blog post).

The Foster Care Transition Toolkit includes tips and resources intended to help current and former foster youth access and navigate social, emotional, educational, and skills-based barriers as they transition into adulthood. Currently, there are over 400,000 children and youth in the foster care system, and, every year, some 23,000 youth age out of the system, having never found the security of a permanent home. A high-quality education can help foster youth achieve life success despite past experiences with abuse, neglect, separation, and other barriers.  The toolkit advises on: financial aid and money management, mentoring opportunities, job and career support, health care resources, transportation options, and housing and food benefits.  It also provides many examples of existing efforts that assist foster youth.

A provision of the Every Student Succeeds Act requires schools to monitor the academic achievement of students from military families, who move frequently across the US and the world. Concerns have been raised about the challenges faced by these students, who also cope with long absences by deployed loved ones. Education Week 

Formulas for the allocation of Title I funds may be fueling inequity in schools, some say. In some cases, school districts with lower student-poverty rates receive more Title I funding than those with higher rates. "This is what happens when you have four different formulas that are very opaque and interact in different ways," says Nora Gordon, who recently conducted an analysis of the Title I program. Parents, Students Oppose "Progress Guides" With No Letter Grades
In a more than 1,500-word report, the Chicago Tribune highlights parents' and students' pushback against the institution of "progress guides," which are "lengthy report cards" that list a "competency date," which merely shows "the month and year a student met or completed a particular standard," and which do not include traditional A through F grades. According to the Tribune, "backlash was so intense...that district officials are now regrouping, saying they may return to letter grades at some grade levels." The report outlines the history of the shift away from traditional grading systems for younger students.

Illinois Colleges See Decline In Applications Amid Funding Concerns
The AP reports that as students worry about "the lack of state funding for Illinois universities," schools are seeing a declining number of applications, "and the problem appears to primarily affect schools facing some of the toughest financial struggles." The most affected schools are smaller ones "that don't have as much money coming in from things like research grants and tuition and have smaller endowments."

Schools Nationwide Conducting Active Shooter Drills
The AP reports that according to the Government Accountability Office survey, over two-thirds of US schools "conduct 'active shooter' exercises," noting that such preparations are often "as routine at the school as a fire drill" and come after "a rash of school shootings" in recent years. "GAO investigators said one district noted 'the difficulty of striking a balance between providing knowledge and inciting fear, particularly at schools with younger children.'"

How Schools in Germany are Educating Refugee Students

US colleges and universities can improve their degrees, increase collaboration and better prepare students for the workforce by incorporating successful ideas from European higher education, according to a report from the American Council on Education. A report from the CDC's Center for National Health Statistics shows births to teen mothers in the US declined by 8% from 2014 to 2015. The rate of 22.3 births per 1,000 mothers ages 15 to 19 is the lowest since tracking began. Birth certificate data showed about 230,000 teen births last year, compared with almost 645,000 in 1970. ASCD's Teacher Impact Grants program will provide direct grants to teacher leaders to fund initiatives that drive transformation and improve student outcomes. The application process is open through June 16 and proposed projects should be for the 2016-17 school year, with funding available starting August 31. Empower Young People Through Music
Classics for Kids Foundation supports school and community youth music programs in need by providing matching grants for new, high-quality stringed instruments, such as violins, violas, and
cellos. Schools and nonprofit organizations must raise at least half of the funds to purchase the

Make Your Dream STEM Lab a Reality
Northrop Grumman Foundation aims to get students excited about science, technology, engineering, and mathematics (STEM) by making five grants of up to $100,000 each available to public middle schools for a fabulous school lab makeover. To enter the Fab School Labs Contest, applicants should create a video or submit photos, along with a written essay describing their current classroom and their vision for a school lab makeover. The foundation will choose up to 25 finalists and make their videos and photos available for viewing on Facebook. Five winners will be selected based on a public vote. Chicago-based Illinois Humanities has revamped its grantmaking guidelines, and is hoping that high schools will apply for some of its new grants opportunities. In particular, the Illinois Speaks program may be interesting to high school faculty and students. The program works like this: Illinoisans who would like to host public discussions in their communities apply for an Illinois Speaks micro-grant. In return, once chosen, they receive three things: a stipend of $250 to help make the event possible, resources on various topics, and a training in how to facilitate the conversation. Anyone 16 years of age or older can apply. The three suggested topics for 2016 are: "Water and the common good," "The future of public education," and "The Aftermath of Ferguson, Mo." though applicants can propose variations of these topics or their own topics altogether. Report: Lessons Learned from Race to the Top
A report from the US Department of Education outlines lessons learned from seven states using Race to the Top funding. The report details how Arizona, Colorado, Illinois, Kentucky, Louisiana, New Jersey and Pennsylvania spent $200 million in competitive federal grants. Education Week 

Chicago Study Touts Benefits Of Mindfulness In Elementary Schools
The Atlantic reported that a research team in Chicago headed by Amanda Moreno, an assistant professor at the Erikson Institute, found that "when kids take a break from a classroom lesson on the solar system to spend a quiet moment alone watching a three-minute nature video, or participate in a teacher-guided breathing exercise with their class after lunch, they seem to become better overall students." Moreno said that this is "likely because the children have a renewed sense of focus, they handle transitions from one lesson to the next better, and they need less time to regroup if they become upset about something." The Atlantic explains that the research team received $3 million, mostly from the Department of Education, to study "'mindfulness' in more than 30 high-poverty Chicago public schools over the course of four years."

Depression in Adolescents Tied to Socioeconomic Status
Poverty plays a role in the development of depression in adolescents and could also alter DNA structure over time, a new study published in Molecular Psychiatry suggests. Researchers looked at a chemical tag related to the gene SLC6A4 in children between the ages of 11 and 15. The study found that children from lower-income families had lower levels of serotonin in the brain, which is linked to depression. Nature
 
Education in America Today
"The Condition of Education 2016," a Congressionally mandated report to the country on education in America today, presents 43 indicators grouped under four areas: population characteristics, participation in education, elementary and secondary education, and postsecondary education.  The report also underlines issues of current policy interest: kindergartners' approaches to learning, family socioeconomic status, and early academic gains; differences in postsecondary enrollment among recent high school completers; and post-bachelor's employment outcomes by sex and race/ethnicity.

What Works in Secondary Math?
The What Works Clearinghouse (WWC) has released new intervention reports on two core mathematics curricula that seek to improve math achievement in the secondary grades: The University of Chicago School Mathematics Project and Saxon Math.

The University of Chicago School Mathematics Project (UCSMP) utilizes a student-centered approach to learning, incorporating problem solving, real-world applications, and the use of technology. The WWC identified two studies of UCSMP Algebra and one study of multiple UCSMP courses that fell within the scope of the WWC's secondary math topic area and met WWC research standards. According to the research, UCSMP Algebra I has potentially positive effects on both general math achievement and algebra for secondary students. In addition, the cumulative effect of multiple UCSMP courses was found to have potentially positive effects on general math achievement for these students. The full report can be found here.

Saxon Math is designed for students in grades K-12 and uses an incremental structure that distributes content throughout the year. The WWC identified two studies of Saxon Algebra I that fell within the scope of the WWC's secondary math topic area and met WWC research standards. According to the research, Saxon Algebra I has no discernible effects on algebra achievement for secondary students. The full report can be found here.
