ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

Illinois Legislature Passes $600 Million Higher Education Funding Bill
The Chicago Sun-Times reports the creation of a new specialized education fund, derived from "income tax revenue," has made it possible for the Illinois legislature to vote almost unanimously to approve a bill that continues to fund the state's universities and community colleges. The bill provides $600 million in funding to "stem the financial crisis" within the state's higher education system, as well as "$160 million in tuition grants for low-income students." Senate Republican leader Christine Radogno said, "Every bit of spending in this bill is paid for - both Higher Ed and Human Services. That is the model we are trying to achieve. That is the sort of reset in budgeting we need for this state."

Proposal To Reform Illinois School Aid Delayed After State BOE Alleges It Would Help Chicago While Hurting Many Other Districts
The Chicago Tribune reports a bill by Illinois state Sen. Andy Manar (D-Bunker Hill) "to rewrite the state's school aid formula" was delayed, after the Illinois State Board of Education released data showing that under the plan, while "many suburban and downstate schools would receive fewer state dollars, Chicago Public Schools [CPS] would be in line to receive millions more," and Senate Republicans attacked the bill as a "bailout" for CPS.
       The Chicago Sun-Times reports Senate Republicans "want more collaboration" with Gov. Bruce Rauner and the Illinois State Board of Education on the bill. CPS spokeswoman Emily Bittner said, "Senator Manar's legislation to reform the broken funding formula is an important first step in fixing this basic injustice, and we continue to support his measure because the current formula shortchanges not only Chicago but low-income students around the state." Rauner "favors a plan that would give districts at least the same amount of money they currently get." The Springfield (IL) State Journal-Register reports Manar suggested that the report issued by the BOE was intended to harm the bill. He said the governor "has had my proposal in his hands for three months," and "the delay in these numbers I think are another bit of evidence that builds the case that the governor truly does not want to achieve education funding reform."

Federal Report Shows Decline In K-12 Schools Crime
The AP reports that a new report on school crime from the National Center for Education Statistics and DOJ "paints a picture of safer schools with declines in violent crime, bullying and harassment because of sexual orientation." The report shows that 3% of students aged 12 to 18 reported being victims of crimes in 2014, and roughly "1.3 million students were suspended for at least one full school day for alcohol violations, violence or weapons possession." Meanwhile, "on college campuses, the number of sexual attacks more than doubled from 2001 to 2013."

About one-third of high-school students are ready for entry-level college courses, according to the Nation's Report Card. Data also show a one-point decrease in average math scores in 2015, compared with 2013, and a five-point decline in average reading scores, compared with data from 1992. ED Stepping Up School Desegregation Efforts
Take Part reports that while experts say a diverse student body enhances learning for all students, "the nation's classrooms are more segregated than ever." However, the article cites a new report from the Century Foundation which indicates that the number of districts "using school-assignment policies to promote socioeconomic integration" is rising sharply. Moreover, Education Secretary John King "is using his bully pulpit...to preach the gospel of classroom diversity." The piece quotes King saying, "For me, just as a well-rounded education is essential to fulfilling our mission of a quality opportunity through education, so too is the opportunity to attend schools that are diverse, that are racially diverse, that are socioeconomically diverse."
 
Senators Call For Congress To Approve Funding For Schools To Test Drinking Water For Lead
The Washington Post reports 25 Democratic US Senators are calling for Congress to approve funding to help schools across the US pay to have their drinking water tested for lead. The Senators wrote in a letter to two of their colleagues, US Sens. Jerry Moran (R-KS) and Jeff Merkley (D-OR), who lead the subcommittee that could appropriate the funds, "Over half of schools have not tested their drinking water and may be providing to children water with unsafe levels of lead or other chemical, biological or heavy metal contaminants."

ED Conference Discusses How Music Can Be Integrated With STEM Subjects
The Washington Post reports jazz composer and musical icon Herbie Hancock was among a group of educators and researchers at the Education Department's headquarters to discuss "how music can be better integrated into lessons on math, engineering and even computer science." Education Secretary John King Jr. said arts education is being squeezed out of classrooms because of an emphasis placed on math, reading, and standardized testing, "a trend he believes is misguided." King stated, "English and math are necessary but not sufficient for students' long-term success," while adding that under the new federal Every Student Succeeds Act, schools can fund arts education with new flexibility.

My Brother's Keeper Task Force
On April 22, the My Brother's Keeper Task Force released its  second year report and announced a series of new commitments spotlighting continued progress.  The report tracks progress achieved over the past year on efforts to make a measurable difference in the lives of young people.  These priorities fall into three interdependent priorities articulated by the President: (1) engaging state and local communities; (2) increasing engagement by business, philanthropic, and non-profit organizations; and (3) reviewing and reforming public policy.  (Note: Don't miss this video of President Obama and the NBA's Stephen Curry on mentoring).

Green Ribbon Schools
In celebration of Earth Day (April 22), Secretary King announced 2016 U.S. Department of Education Green Ribbon Schools, District Sustainability Awardees, and Postsecondary Sustainability Awardees.
All honorees will be recognized at an awards ceremony and reception in Washington, D.C., on July 20.  (Note: To learn more about the honorees, see the nomination packages and highlights document.) There are resources available for all schools -- preschool through postsecondary -- through the agency's Green Strides portal.

Higher Education Groups Say ED Should Regulate All Teacher Preparation Programs By Same Standard
Inside Higher Ed reports, "University administrators and higher education groups are urging the U.S. Department of Education to regulate all teacher preparation programs according to the same rules, regardless of whether students learn in the classroom or online." The Education Department "is still tweaking its proposed rules on how states should evaluate teacher preparation programs," and has been collecting "input specifically on how those rules would affect distance education programs."

New Federal Website Offers Student Loan Payback Options
People with student loans can find the best program to pay them off by searching a new website developed by the US Department of Education. The site is part of an effort by the Obama administration to increase enrollment in programs such as the income-based Pay As You Earn plan.

One Illinois school district is using a new learning management system that allows teachers to instantly grade tests and produce videos for their classrooms, among other functions. The district also is seeking ways to provide Internet service for students who aren't connected at home, so they can take advantage of the system. Chicago Tribune

An Illinois school district will replace traditional methods of paying for school meals with biometrics by the 2016-17 school year. However, some activists and child psychology experts have raised concerns over the practice, saying it could send the message that it is acceptable to reveal personal information. Daily Herald

Chicago Public Schools Will Allow Transgender Students To Use Restrooms Of Identity
The Chicago Tribune reports that Chicago Public Schools announced last Tuesday that "transgender and gender nonconforming students will be able to use restrooms and locker rooms that match their gender identity," and gender nonconforming students will be given "special accommodations." The newly announced guidelines "also offer the district's first protocols for transgender employees and adults who otherwise volunteer or participate in CPS activities."

Number of U.S. Students in Special Education Ticks Upward
After years of steady decline, the nationwide count of school-age students covered under the Individuals with Disabilities Education Act has shown an upswing since the 2011-12 school year based on the most recently available federal data, driven by rapid growth in such disability categories as autism.

A new initiative launched by AASA, the School Superintendents Association, aims to increase the number of women becoming superintendents. Officials say the program will offer mentoring, networking and other support to remove barriers faced by women who aspire to become superintendents. Education Week

STIThe use of technology in classrooms appears to range from none, or minimal, to frequent. STI focuses on teaching strategies that give diverse students multiple options for taking in and processing information, making sense of ideas, and expressing learning. Technology tools can support good instruction and personalized learning environments in which students can interact with soîtware and applications, conduct research, create products, and communicate with others. STI staff work closely with school personnel to produce professional development that integrates the use of existing technologies, connects curriculum and incorporates: Innovation, Curriculum Development Response to Intervention Strategies, Interim Assessments, and Modeling.

Project-based learning (PBL) is a powerful tool to promote student engagement. It allows students to investigate real-world challenges and problems and create high-quality work for authentic audiences. Fill Math with Music

The Thelonious Monk Institute of Jazz has developed MathScienceMusic.org, a website that offers teachers resources and apps to use music as a vehicle to teach other academic lessons. One app, Groove Pizza, allows users to draw lines and shapes onto a circle. The circle then rotates, and each shape and line generates its own distinct sound. It's a discreet way for children to learn about rhythm and proportions. With enough shapes and lines, children can create elaborate beats on the app, all in the context of a "pizza"-another way to make learning math and music palatable to children. Another app-Scratch Jazz-allows children to use the basic coding platform Scratch to create their own music.

"Educating the whole child takes on a whole new meaning when an educator can engage all parts of the brain throughout the class time," writes Stephanie Knight in this Inservice post. She shares that "engaging students means engaging their brains wholly with the release and increase (or decrease in some cases)" of the four main neurotransmitters - serotonin, cortisol, dopamine, and norepinephrine. PARCC New Resources Released for School Leaders to Improve Student Outcomes
Two new guides for school and district leaders were released recently, both with the goal of helping administrators identify strong principals and teachers who can help students achieve at all levels. Achieving Equitable Access to Strong Teachers: A Guide For District Leaders,released by The Education Trust, features a seven-step guide showing how low-income school districts across the country have succeeded in trying to close the gap in the quality of teachers compared to higher-income districts. The guide is designed to help school districts utilize data and develop guidelines for measuring and growing teacher quality.
A Policymaker's Guide to Improving School Leadership, published by the Thomas B. Fordham Institute, highlights five essential guidelines that will help district leaders find, train and retain excellent principals to help assure students are meeting high-quality standards. According to a survey published in the report, 89 percent of principals assume full responsibility for their schools, yet just 42 percent have control over their curriculum, highlighting the importance of identifying quality teachers and principals.

Parents: Help Your Child Prepare With this Checklist
PARCC has released a five-step checklist that will help parents get their kids ready for testing. The checklist features links to a host of assessment-related resources from both PARCC and partners such as the National Parent Teacher Association, Learning Heroes,  Raise the Bar, and Great Kids, that will provide both parents and teachers with information about when the assessments will be given in their child's district, what will be expected of them when they are testing, and much more.

NEW-ASCD Announces Grants to Support Teacher Leadership Projects
ASCD announced its
Teacher Impact Grants program, which will provide direct grants to teacher leaders to fund initiatives that improve student outcomes. The program is part of ASCD's commitment to Teach to Lead, an initiative jointly convened by the U.S. Department of Education, National Board for Professional Teaching Standards, and ASCD. The Department of Education's Office of Innovation and Improvement (OII) is soliciting applications under several grant competitions.
  • The Investing in Innovation (i3) program announced its Development competition, focusing on generating new approaches to implementing rigorous standards and assessments, improving school climates and developing alternatives to exclusionary school discipline, improving student outcomes and closing opportunity gaps for underserved students through fostering racially and socioeconomically diverse schools, and addressing the unique challenges of rural areas.  The competition will award up to $3 million each to 9-11 grantees.  Applications are due by May 25.
In the weeks ahead, OII will launch additional grant competitions, to create new  Promise Neighborhoods,teacher preparation programs, and district-level educator support systems.

NEW-Empower Young People Through Music
Classics for Kids Foundation supports school and community youth music programs in need by providing matching grants for new, high-quality stringed instruments, such as violins, violas, and
cellos. Schools and nonprofit organizations must raise at least half of the funds to purchase the
requested number of instruments, using a provider authorized by the foundation. Programs that serve K-12 students are eligible for grants. The website offers guidance for starting a stringed instrumental program, including a proposed startup budget. Deadline: June 30, 2016, for applications

NEW-Make Your Dream STEM Lab a Reality
Northrop Grumman Foundation aims to get students excited about science, technology, engineering, and mathematics (STEM) by making five grants of up to $100,000 each available to public middle schools for a fabulous school lab makeover. To enter the Fab School Labs Contest, applicants should create a video or submit photos, along with a written essay describing their current classroom and their vision for a school lab makeover. The foundation will choose up to 25 finalists and make their videos and photos available for viewing on Facebook. Five winners will be selected based on a public vote. Interested participants will find this opportunity on GetEdFunding, a free database sponsored by CDW*G of thousands of funding opportunities for educators.

Grant Opportunities Available

Chicago-based Illinois Humanities has revamped its grantmaking guidelines, and is hoping that high schools will apply for some of its new grants opportunities. In particular, the Illinois Speaks program may be interesting to high school faculty and students. The program works like this: Illinoisans who would like to host public discussions in their communities apply for an Illinois Speaks micro-grant. In return, once chosen, they receive three things: a stipend of $250 to help make the event possible, resources on various topics, and a training in how to facilitate the conversation. Anyone 16 years of age or older can apply. The three suggested topics for 2016 are: "Water and the common good," "The future of public education," and "The Aftermath of Ferguson, Mo." though applicants can propose variations of these topics or their own topics altogether. CDC researchers found that middle- and high-schoolers who viewed online e-cigarette advertisements had a nearly threefold and twofold higher risk, respectively, of using e-cigarettes, compared with those who didn't see any ads. Concerted efforts could enable the world to become free from fossil fuels within 10 years, says a study from the University of Sussex. Such a fast change is possible but will "require significant shifts in technology, political regulations, tariffs and pricing regimes, and the behavior of users and adopters," said study author Benjamin Sovacool. Reports indicate that the nation's current and future in-demand jobs require workers who have some form of postsecondary education, as well as work-based experience. A report from America Achieves features some of the country's best teachers explaining why high-quality assessments are important to them and the students they serve. To create  Why Assessments Matter, the authors spoke to 600 America Achieves teaching fellows from 34 states and the District of Columbia to understand how assessments benefit them in the classroom. The report says that high-quality assessments play three important roles in ensuring high-quality education for all: ensuring equity across classrooms, schools and districts; allowing teachers to tailor instruction to specific students' needs; and creating a new dialogue between teachers, students, and community members at large.

Participate in Productive Backchannel Discussions

Educators at Purdue University have used a web-based social media tool called Hotseat to allow students to engage in virtual fields trips called zipTrips. With Hotseat, students can use their laptops or mobile devices to submit and vote on questions they want experts to answer. Then their school can use the free zipTrips to connect, via web streaming and videoconferencing, and interact with scientists at Purdue in real time. The program engages students and gives them a new way to take control of their learning by connecting and collaborating with experts and one another. Fill Math with Music
The Thelonious Monk Institute of Jazz has developed MathScienceMusic.org, a website that offers teachers resources and apps to use music as a vehicle to teach other academic lessons. One app, Groove Pizza, allows users to draw lines and shapes onto a circle. The circle then rotates, and each shape and line generates its own distinct sound. It's a discreet way for children to learn about rhythm and proportions. With enough shapes and lines, children can create elaborate beats on the app, all in the context of a "pizza"-another way to make learning math and music palatable to children.
