IEMA, the NWS and the American Red Cross developed a winter weather preparedness guide that covers winter weather terms and tips for staying safe at home, in the car and at school. ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD has released updated Whole Child Snapshots for each of the 50 U.S. states to display the progress our nation has made in supporting the whole child as well as the areas where negative trends have continued. The snapshots encompass various stages of a child's development, from prekindergarten through postsecondary education and provide a picture of child success and well-being that extends beyond academic performance.

Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

Editorial: Legislatures Must Act To Rescue Chicago Public Schools
The Chicago Sun-Times (12/29) editorializes that, in light of "draconian" cost cutting measures pending in the face of a "massive budget deficit," legislators must support the bill sponsored by Senate President John Cullerton in order to rescue the Chicago Public School district through amendment to the school funding formula.

Education Department Seeks Smooth Transition to ESSA
The US Department of Education has released initial guidance for states regarding transition to the Every Student Succeeds Act from No Child Left Behind. The new federal education law takes full effect during the 2017-18 school year. Education Week Teacher

Report: Less than 10% of Race to the Top Funds Went to Evaluations
States spent more than half of the $1.3 billion Race to the Top funds in ways that directly supported educators, according to a report from the Center for American Progress. Data show less than 10% was used to overhaul teacher evaluations. Education Week Teacher

Education Appropriations
President Obama signed into law an omnibus appropriations bill for Fiscal Year 2016, increasing Department of Education appropriations by $1.2 billion over FY 2015.  The bulk of this increase is for Title I grants to districts (up $500 million, to $14.9 billion) and special education grants to states (up $415 million, to $11.9 billion).  Also, there is $250 million for the Preschool Development Grants program, $120 million for the Investing in Innovation (i3) program, $73 million for the Promise Neighborhoods program (up by $16.5 million), and $176 million for rural education programs (up by $6 million).  A significant loss: the First in the World program was eliminated. The bill also clarifies that formula-funded grant programs will continue to operate under the previous version of ESEA -- NCLB -- instead of ESSA for the 2016-17 school year.

Are High-school Graduation Standards Too Weak?
The national graduation rate hit an all-time high of 82% during the 2013-14 school year, but some experts question whether the diplomas are preparing students for college and career. "Students and their families rely on and trust the high school diploma as a signal of readiness," said Alissa Peltzman, vice president of state policy at nonprofit Achieve. "It needs to mean something. Otherwise, it's a false promise for thousands of students." The New York Times

Duncan: Lack of Gun-control Legislation Was Greatest Disappointment
Outgoing US Secretary of Education Arne Duncan says the greatest disappointment of his term was the failure to pass gun-control legislation. Duncan made the remarks in what is believed to be his last speech before stepping down. The Washington Post

Protocols are a tool for guiding professional learning conversations, whether they occur at grade level or department-level meetings, professional learning community team meetings, or any other meetings where educators are focused on improving student achievement. Attendees will collaboratively review, evaluate and revise their own standard-aligned classroom assessments.  A 30-minute overview of the components of high quality local assessments will allow the remainder of the training to lead participants through analyzing and revising the assessments they bring.  The workshop will address paper/pencil assessments, rubric creation, performance tasks and incorporation of student learning objectives (SLOs).  Feedback will be modeled and a large part of the process.  Attendees will potentially leave the workshop with their classroom assessments reviewed, revised and at least partially completed.  Bring materials or laptop with an electronic version. Northwest Suburban High School District 214 Adds Coding to Math Courses
Math teachers in an Illinois school district soon will be teaching coding during geometry, algebra I and algebra II. During a recent test lesson at one high school, students learned how to write code that made words appear on their calculators. Daily Herald

National Nonprofit Delivers Books, More to Needy Students
First Book, a national nonprofit organization, provided more than 15 million books to needy students in 2015. Teachers, libraries and others are eligible for the program if 70% of the youths they serve are low-income. About 215,000 users are registered -- up from 40,000 when the service launched in 2012. First Book also recently expanded its operation to provide items such as winter coats, food and more.

Dozens Of Religious Colleges Get Waivers On Transgender Students

The Human Rights Campaign released a report Friday indicating the Education Department has granted waivers to 36 religious colleges and universities in 20 states "allowing them not to accommodate transgender students in admissions, housing and other areas of campus life," the AP (12/19, Leff) reports. According to Sarah Warbelow, the HRC's legal director, "What we want students to know is schools are serious about this, that they have gone out of their way to make sure they have the legal ability to discriminate against LGBT students." The AP adds the Department of Education "says another 22 schools have exemption requests under review." The AP quotes Assistant Secretary for Civil Rights Catherine Lhamon saying in a statement that ED would "vigorously enforce Title IX's prohibition against discrimination on the basis of sex, including gender identity, in every applicable school." Regarding the fact that ED is nevertheless granting these waivers, Lhamon said, "Congress did exempt from Title IX's protection institutions that are controlled by religious organizations, to the extent that Title IX conflicts with their religious tenets. We are committed to protecting every student Congress gave us jurisdiction to protect."
       The Washington Post (12/18, Anderson) reports that the schools say "the waivers are needed to protect school policies consistent with their faith." The Human Rights Campaign said the findings indicate "a pattern of 'hidden discrimination' against LGBT students in housing, admissions and other aspects of campus life." The Post explains that the findings were compiled through FOIA requests for correspondence between ED and the colleges. The Post reports that a group of eight Senators called on ED "to publish religious waiver requests on a Web site to help keep students informed as they make decisions about where to go to college."

Energy-saving Chip Uses Light to Carry Data
Light replaces electricity as a data carrier in a new chip developed by researchers at the University of Colorado and MIT. The use of infrared light promises major energy savings as well as much greater bandwidth due to infrared's wavelength, which is less than 1 micron.

PARCC Releases Translated Score Reports
The sample score reports are now available in the following languages: Arabic, Chinese, English, Navajo, Haitian, Marshallese, Polish, Portuguese, Somali, Spanish and Vietnamese.  The translated reports are available on the PARCC website.

National Parent Teacher Association President Promotes UnderstandtheScore.org
Laura Bay, president of the National Parent Teacher Association, recently took part in a 14-station radio tour to help parents understand their children's score reports and learn how they can support their children in improving academically. "I'm here to encourage parents to check out the resources, to check out the score reports, and to have a conversation about how their child did on the PARCC assessments," Bay told WBZ in Boston.

The  GreatKids Illinois Test Guide for Parents is a free, online tool organized by grade and subject to help parents use their state test scores to support their kids at home. The guide was developed by the national nonprofit GreatSchools, in collaboration with leading educators and PARCC assessment designers.

From Crawling to Walking: Ranking States on Birth - 3rd Grade Policies that Support Strong Readers New America's Education Policy Program
This report examined the state of early education policy in all 50 states and Washington D.C. and offers a framework for moving forward on reducing achievement gaps and improving literacy outcomes for all children. It ranks states on 65 indicators in seven policy areas. The report found that most states are not taking a comprehensive approach when it comes to developing children's literacy skills.

National Endowment for the Arts
A new report from the National Endowment for the Arts looks at research on how the arts affect young children, from birth to age 8.  "The Arts in Early Childhood: Social and Emotional Benefits of Arts Participation" synthesizes findings from 18 reports in psychology and education research journals (from 2000 to 2015).  The news is good, although several research questions remain (blog post).

Survey: 43% of Students Will Take Both ACT, SAT
Forty-three percent of students of parents taking part in a recent Kaplan Test Prep survey plan to take both the ACT and SAT college-entrance exams. The testing landscape is shifting because the SAT is undergoing revisions, prompting some students to reconsider plans to take only one of the exams.

Study IDs Some Causes of Teens' Sleep Deprivation
Researchers from JFK Medical Center found that more than 60% of high-school students taking part in a sleep study did not get enough sleep because of texting or other phone use late at night, while 20% to 25% woke up from their sleep to respond to text messages. The study, based on 3,000 high-school students, also revealed more than 70% reported sleeping only five to six hours a night. NJTV

ACT Releases 2015 STEM Report

The Condition of STEM 2015 is now available on the ACT website. This is the third edition of our annual Condition of STEM report series.

The English Learner Toolkit is a companion to the English Learner Guidance released by the Departments of Education and Justice in January 2015, consisting of 10 chapters, each chapter aligned to one of 10 sections of the guidance.  Included within the toolkit are tools and resources for identifying students as English Learners (ELs), delivering high-quality EL programs, evaluating the effectiveness of EL programs, preventing unnecessary segregation, providing qualified staff, ensuring access to school programs and activities (including disability-related services), exiting students from EL programs at the appropriate time, monitoring students' progress, and supporting EL parents.  The free toolkit can be easily downloaded and printed online (blog post).

Newly created Informational Guides to the Summative Assessments in Mathematics provide information about the design and structure of the PARCC mathematics assessments for each grade/course. These guides were created to assist educators in understanding the mathematics content, inform instruction, and provide information about the mathematics test administration policies. The guides were developed by the PARCC Mathematics Operational Working Group, a group of PARCC state content and assessment specialists who work together to make PARCC mathematics policy decisions and ensure the quality of the assessments.

The Illinois State Board of Education created a helpful resource for teachers and parents outlining the top 10 things teachers need to know about the new Illinois assessments.
