Teachers, Parents Struggle With How To Address Terrorist Attacks In Paris With Children
The  Washington Post reports many teachers, parents, and community leaders are struggling with how to address children's concerns and questions about the recent terrorist attacks in Paris. Karen Murphy, the international director of Facing History and Ourselves, who trains history teachers says, "There has to be both a balance of acknowledging the truth of what happened and also not scaring kids. And it's really hard, because what happened is scary." Zainab Chaudry, the outreach manager for the Council on American-Islamic Relations in Maryland, said her organization has received more reports of Muslims students facing discrimination and harassments over the past year and that teachers need to help counter the false equivalency between ISIS and Islam as a whole.

Tips to Help Teachers Address Paris Attacks with Students
When addressing the recent terrorist attacks in Paris with elementary-school students, it's important to find out what they already know and focus equal time on peace-keeping efforts, suggests Judith Myers-Walls, a professor emerita at Purdue University. In this article, she also offers ways teachers can delve deeper into the cause and motivation of the attacks with middle- and high-school students. The Washington Post 

The Education Ministry in France has endorsed a leaflet intended to help teachers talk about the country's recent terrorist attacks with students. The materials include cartoons and addresses several questions, such as why such a tragedy would occur. The Guardian

Ten years ago, a group of 19 researchers and practitioners from the Harvard Graduate School of Education and Boston Public Schools developed a process for organizing the core work of schools. That process allowed teachers to collaboratively study a wide range of evidence and use what they learn to improve instruction. In this Educational Leadership article, the authors share eight steps of this "Data Wise" process that drives instructional improvement.

The 71st ASCD Annual Conference and Exhibit Show will be held in Atlanta, Ga., April 2-4, 2016. ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD has released updated Whole Child Snapshots for each of the 50 U.S. states to display the progress our nation has made in supporting the whole child as well as the areas where negative trends have continued. The snapshots encompass various stages of a child's development, from prekindergarten through postsecondary education and provide a picture of child success and well-being that extends beyond academic performance.

Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

School Security Task Force Last Meeting
The School Security and Standards Task Force, created by Public Act 98-695, is charged with researching school security and draft minimum standards for schools to provide a safer learning environment for the children of Illinois. Part of the task force's responsibility is to host a series of public meetings for input on this charge. The following meetings will be open to the public to share concerns and ideas for improving school safety.

House-Senate Conference Committee Approves Framework to Improve K-12 Education
The House-Senate conference committee reached agreement on a proposal to improve K-12 education and replace No Child Left Behind. The agreement represents a compromise between the House-passed Student Success Act (H.R. 5) and the Senate-passed Every Child Achieves Act of 2015 (S. 1177). A summary of the framework approved by the conference committee can be found here. 

The White House hosted the first-ever Summit on Next Generation High Schools, welcoming students, educators, philanthropists, and entrepreneurs who are reinventing the high school experience to better empower students to seize opportunities in today's economy and expanding access to innovative science, technology, engineering, and math (STEM) teaching and learning.  The summit was on the heels of new data showcasing the collective impact of recent federal and local efforts to improve high schools.  Figures released by the Alliance for Excellent Education, the America's Promise Alliance, Civic Enterprises, and the Everyone Graduates Center reveal a significant reduction in the percentage of students who do not complete high school on-time: from 1,015,946 students in 2008 to 744,193 students in 2012 -- a 27% decrease in only four years.

The Department will announce an intent to award over $20 million in federal grants through the
 Investing in Innovation (i3) program to support the reform of high schools that serve a high percentage of low-income students.  This program supports organizations transforming education in communities across America by implementing innovative and proven strategies while building evidence of what works to address persistent challenges. Additionally, a wide-ranging community of businesses, non-profit organizations, foundations, and education leaders announced new steps to support next generation high schools (fact sheet).

The Individuals with Disabilities Education Act -- enacted more than 40 years ago -- is six years overdue for revisions. This article charts changes in special education since the law took effect and considers the future of the law. Education Week

Transparency Agenda For Accreditation
Accreditation serves as an important protection for both students and taxpayers by assuring the quality of the postsecondary education system.  Since accreditation is a prerequisite for colleges' participation in federal student aid programs, it also plays a "gatekeeping" role in institutional access to the $150 billion annual investment in federal student aid.  However, there is broad agreement and a sense of urgency about the need for significant improvement in both the rigor and flexibility of accreditation.  Recognition that accreditation needs reform has intensified in recent years as a result of the failure of the Corinthian/Heald schools while fully accredited, as well as recommendations from the bipartisan National Advisory Committee on Institutional Quality and Integrity (NACIQI) in 2012 and 2015 and a report calling on the Department to strengthen its oversight of schools and accreditors by the Government Accountability Office (GAO) in 2014. Last week, to help ensure the public can have confidence in the current accreditation system, the Administration announced a series of executive actions to improve accreditors' and the Department's oversight activities and move toward a new focus on student outcomes and transparency.  It also outlined a suite of legislative proposals to help guide Congressional action on improving and reforming accreditation (fact sheet).

The White House Council on Women and Girls recently held a summit to discuss challenges faced by girls of color. During the event to address opportunity gaps for girls seeking education and careers in science, technology, engineering and math, White House officials announced $118 mil­lion had been raised for pro­grams aiming to close the gap. Student Protests Cast Spotlight On Civil Rights, Free Speech
The AP covers the recent protests on college campuses and highlights the ongoing debate that these demonstrations have prompted concerning the protection civil rights while also honoring the guarantees of the First Amendment. Commenting on the issue of censorship, Samantha Harris, director of policy research at the Foundation for Individual Rights in Education, stated that, "Students increasingly seem to be arriving on campus believing that there is a generalized right not to be offended," and defined students' demand for censorship "a troubling trend." However, some student activists responded that the First Amendment is not a legitimate defense if it is invoked in absolution of marginalizing speech or actions. Concerning the debate, American Association of University of Professors Vice President Henry Reichman argued that the line between harassment and free speech, although difficult to locate, exists and it is the job of faculty members to better educate students concerning its nuances.
 
STIThe use of technology in classrooms appears to range from none, or minimal, to frequent. STI focuses on teaching strategies that give diverse students multiple options for taking in and processing information, making sense of ideas, and expressing learning. Technology tools can support good instruction and personalized learning environments in which students can interact with soîtware and applications, conduct research, create products, and communicate with others. STI staff work closely with school personnel to produce professional development that integrates the use of existing technologies, connects curriculum and incorporates: Innovation, Curriculum Development Response to Intervention Strategies, Interim Assessments, and Modeling.

USA Today: Standardized Tests Should Be Streamlined
In an editorial, USA Today argues that standardized tests need to be streamlined, but they shouldn't be eliminated, nor should test progress be dropped from teacher evaluations. The article says that statewide annual testing "in the basics" should continue, as should making school-by-school scores public. USA Today says the Administration should also, "Acknowledge that the federal government is too far away to manage schools," and should therefore, "Leave more of the governance to teachers, principals, local school districts and states."

States now can purchase test questions from the system developed by the Partnership for Assessment of Readiness for College and Careers, according to a recent announcement by the group. The new tiered system includes several customization options. The United States Senate Youth Program (USSYP) is an amazing opportunity for motivated student leaders. Founded in 1962, this program allows 104 chosen students from around the country to join a weeklong intensive educational program in Washington, D.C., where they will meet with the president,, U.S. senators, a justice of the supreme court, and many other national leaders. USSYP provides for all expenses, including travel and accommodations, as well as a $5,000 undergraduate college scholarship for each student. Moon, a former superintendent at Morton High School District, the James V. and Dorothy B. Moon Scholarship program is committed to improving the education and qualifications of school administrators. Practicing school administrators in Illinois qualify if they are college graduates pursuing an advanced degree in educational administration at an accredited college or university. USDA Seeks Applications for $16.8 Million in Grants to Empower SNAP Participants to Make Healthy Eating Choices
Agriculture Secretary Tom Vilsack announced the availability of up to $16.8 million in funding to help participants in the Supplemental Nutrition Assistance Program (SNAP) increase their purchases of fruits and vegetables. The funding is available to local, state and national organizations to test incentive strategies to help SNAP participants better afford healthy foods. This is the second round of awards to be made under the Food Insecurity Nutrition Incentive (FINI) program created by the 2014 Farm Bill. USDA's National Institute of Food and Agriculture (NIFA) will administer the grants.  Applications are due December 16, 2015. NIFA will host a webinar for applicants on October 14, 2015 at 2:00 p.m., EDT at http://nifa-connect.nifa.usda.gov/finip/.

Study Examines Mobile Device Use Among Young Children
Almost 97% of parents said their children used mobile devices, most of whom started before their first birthday, according to a study published in Pediatrics. The findings, based on a survey of 289 parents of 350 children who lived in a low-income, urban, minority community, showed three-fourths of the children owned their own mobile device at age 4; 20% had their own tablet at age 1; 28% can navigate a mobile device on their own at age 2; and 21% own a gaming console at age 4.USA Today

Researchers found adolescents who were exposed to emotional neglect had an abnormal decrease in the response of the ventral striatum to reward processing, which predicted the emergence of depressive symptoms. The findings in the journal Biological Psychiatry were based on MRI scans of 106 adolescents, ages 11 to 15, who underwent a second brain scan two years later.Science World Report

Data: 9% of US Public-school Students are ELL
About 5 million students in the US -- or 9% of public-school enrollment -- are English-language learners, with almost 80% of ELL students coming from Spanish-speaking homes, data show. Reports show improved achievement among ELL students since No Child Left Behind took effect.

Speak Up 2015 is a national online research project that provides individuals the opportunity to share their thoughts on how to leverage technology in schools to promote learning.  Surveys for students, educators, parents, and community members/business partners will be open through December 18.

The English Learner Toolkit is a companion to the English Learner Guidance released by the Departments of Education and Justice in January 2015, consisting of 10 chapters, each chapter aligned to one of 10 sections of the guidance.  Included within the toolkit are tools and resources for identifying students as English Learners (ELs), delivering high-quality EL programs, evaluating the effectiveness of EL programs, preventing unnecessary segregation, providing qualified staff, ensuring access to school programs and activities (including disability-related services), exiting students from EL programs at the appropriate time, monitoring students' progress, and supporting EL parents.  The free toolkit can be easily downloaded and printed online (blog post).

Newly created Informational Guides to the Summative Assessments in Mathematics provide information about the design and structure of the PARCC mathematics assessments for each grade/course. These guides were created to assist educators in understanding the mathematics content, inform instruction, and provide information about the mathematics test administration policies. The guides were developed by the PARCC Mathematics Operational Working Group, a group of PARCC state content and assessment specialists who work together to make PARCC mathematics policy decisions and ensure the quality of the assessments.
