Every year since 1994, presidents have issued proclamations designating November " National Native American Heritage Month," a time to celebrate Native Americans for their rich culture and customs. It's also a time to reaffirm our commitment to providing Native Americans the quality education they need to succeed.

American Education Week-November 16-20-presents all Americans with a wonderful opportunity to celebrate public education and honor individuals who are making a difference in ensuring that every child receives a quality education. The Whole School, Whole Community, Whole Child (WSCC) model for learning and health combines and builds on elements of the traditional coordinated school health approach and the whole child framework by responding to the call for greater alignment, integration and collaboration between education and health to improve each child's cognitive, physical, social and emotional development. ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD has released updated Whole Child Snapshots for each of the 50 U.S. states to display the progress our nation has made in supporting the whole child as well as the areas where negative trends have continued. The snapshots encompass various stages of a child's development, from prekindergarten through postsecondary education and provide a picture of child success and well-being that extends beyond academic performance.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

ISBE posted the 2015 Illinois State Report Card on Friday, October 30 at www.illinoisreportcard.com. However, data on student growth and achievement will not be included in the release as student, school, and district-level PARCC results are not yet available. School Security Task Force Meetings
The School Security and Standards Task Force, created by Public Act 98-695, is charged with researching school security and draft minimum standards for schools to provide a safer learning environment for the children of Illinois. Part of the task force's responsibility is to host a series of public meetings for input on this charge. The following meetings will be open to the public to share concerns and ideas for improving school safety.
  • November 12 - 6 p.m. - Illinois Association of School Boards, 2921 Baker Dr., Springfield
  • December 2 - 6 p.m. - John A. Logan Community College, Building H, Room 127, Carterville

School Choice Plan Floated
As reported by WUIS (Springfield) and WBEZ (Chicago), the One Chance Illinois coalition is backing a plan to allow tax breaks for corporations or individuals to contribute to an educational fund. Families could then apply to receive vouchers to attend a school of their choice from the fund. Read more below.

Federal Education News
 
The US Department of Education last week said an Illinois school district violated a transgender student's rights by denying her full access to the girls' locker room. "All students deserve the opportunity to participate equally in school programs and activities -- this is a basic civil right," said Catherine Lhamon, assistant secretary for civil rights in the department.

Obama: Limit Standardized Testing in Schools
USA Today reports the White House released a 10-page plan that "outlined a series of steps to help educators end assessment that is burdensome or not benefiting students or teachers." The Administration says tests should be "'worth taking,' time-limited and provide a 'clearer picture' of whether students are learning." Obama echoed that feeling on Saturday, when he said that in "moderation, smart, strategic" tests can help understand students' progress and facilitate learning.  President Barack Obama is seeking to limit standardized testing to 2% of instructional time. The announcement comes as a report from the Council of the Great City Schools finds that the average eighth-grade student spends 2.3% of class time on testing and that some mandatory exams might be redundant.

All students in the US are entitled to an education, according to a new directive and guide recently released by the Department of Education. The goal, officials say, is to increase the percentage of undocumented youths with high-school diplomas -- now at 54% -- and remove barriers to higher education. National Journal

New Rules Hold College Accreditors to Higher Standards
The Obama administration has announced a package of executive orders that seek to increase accountability among higher-education accreditors. "Our administration firmly believes that institutes must be held accountable when they take taxpayer dollars," Education Secretary Arne Duncan said.

10 Professional Standards Adopted for Education Leaders
A new set of standards for education leaders has been adopted by the National Policy Board for Educational Administration. "While maintaining a clear focus on equity, these standards now outline what it takes to be an instructional leader and an effective building manager in today's schools," said Chris Minnich, executive director of the Council of Chief State School Officers.Education Week

States have been working to improve school accountability systems, and that ongoing work is unlikely to change under a revised No Child Left Behind Act, according to a report by the Council of Chief State School Officers. "Regardless of this uncertainty at the federal level, state education leaders remain firmly committed to state accountability systems that support educators, parents, and students," CCSSO wrote in its report.Education Week

A probability-based national survey involving 1,607 children who are currently diagnosed and previously were diagnosed with autism spectrum disorder, ages 6 to 17, revealed a possible overdiagnosis of the disorder. CDC researchers reported in the journal Autism that 13% of the children ever diagnosed with ASD had "lost" the diagnosis, and 74% of the parents of these children believed that new information was the reason behind the change. ED Releases New Financial Protections For College Students
USA Today reports that according to Under Secretary Ted Mitchell, ED has announced "two new sets of regulations" intended to help "borrowers pay off their student loans" by giving them "more freedom in choosing how they receive federal aid" and allowing them to "cap their monthly student loan payment at 10% of their annual income." The piece quotes Mitchell saying, "The first set of regulations will help protect students from unreasonable account fees, safeguard taxpayer dollars and provide transparency regarding accounts offered to students by requiring ... information about the costs students incur. This will ensure that students have a choice about how to receive their federal aid and will prohibit their personal information from being shared without their consent."

Racial Gaps Widen as Some Elementary Math, Reading Scores Improving
CPS was the only large public school district of the 22 participating in the National Assessment of Educational Progress (NAEP) to make gains in 8th-grade math over the last two years. And CPS was one of only three large districts to see improvement in 4th-grade reading scores. But the district continues to see stark differences between white students and students of color in both math and reading - with achievement gaps widening more in Chicago than in other large districts over the last 12 years.

Some States Reconsidering Common Core

In a front-page article, the Wall Street Journal reports that while 45 states initially adopted Common Core standards in English and math, seven have dropped or modified them and a dozen more are considering the same. Reasons include how politically charged the issue has become, costs, and difficulty meeting deadlines to implement the standards. Additionally, those keeping them have varying teaching methods, materials, technology, teacher preparation, and tests.
 
STIThe use of technology in classrooms appears to range from none, or minimal, to frequent. STI focuses on teaching strategies that give diverse students multiple options for taking in and processing information, making sense of ideas, and expressing learning. Technology tools can support good instruction and personalized learning environments in which students can interact with soîtware and applications, conduct research, create products, and communicate with others. STI staff work closely with school personnel to produce professional development that integrates the use of existing technologies, connects curriculum and incorporates: Innovation, Curriculum Development Response to Intervention Strategies, Interim Assessments, and Modeling.

The Department of Defense Education Activity, the organization in charge of prekindergarten through 12th grade educational programs on behalf of the Department of Defense, entered into a membership agreement with PARCC and will serve as a liaison to the consortium's governing board. "We are excited about the opportunity to support the success of the children of servicemen and women attending Department of Defense Education Activity schools in the United States and across the globe," said Laura Slover, CEO of Parcc Inc., the nonprofit organization that manages the assessment project for the PARCC consortium.

Nominate Your Student Leaders for the Opportunity of a Lifetime!
The United States Senate Youth Program (USSYP) is an amazing opportunity for motivated student leaders. Founded in 1962, this program allows 104 chosen students from around the country to join a weeklong intensive educational program in Washington, D.C., where they will meet with the president,, U.S. senators, a justice of the supreme court, and many other national leaders. USSYP provides for all expenses, including travel and accommodations, as well as a $5,000 undergraduate college scholarship for each student. Two students from each state, the District of Columbia, and the Department of Defense Education Activity will be selected by state departments of education nationwide for this opportunity. 2015-2016 Moon Scholarship Program 
Are you a superintendent or an aspiring superintendent? Are you pursuing graduate study to become the best superintendent you can be? Do you know there are scholarships available through IASA to help offset the costs of your coursework?  Established in 1993 in memory of Dr. James V. Moon, a former superintendent at Morton High School District, the James V. and Dorothy B. Moon Scholarship program is committed to improving the education and qualifications of school administrators. Since its inception, 90 scholarships totaling nearly $196,000 have been awarded to current or aspiring superintendents.
 
Practicing school administrators in Illinois qualify if they are college graduates pursuing an advanced degree in educational administration at an accredited college or university. USDA Seeks Applications for $16.8 Million in Grants to Empower SNAP Participants to Make Healthy Eating Choices
Agriculture Secretary Tom Vilsack announced the availability of up to $16.8 million in funding to help participants in the Supplemental Nutrition Assistance Program (SNAP) increase their purchases of fruits and vegetables. The funding is available to local, state and national organizations to test incentive strategies to help SNAP participants better afford healthy foods. This is the second round of awards to be made under the Food Insecurity Nutrition Incentive (FINI) program created by the 2014 Farm Bill. USDA's National Institute of Food and Agriculture (NIFA) will administer the grants.  Applications are due December 16, 2015. NIFA will host a webinar for applicants on October 14, 2015 at 2:00 p.m., EDT at http://nifa-connect.nifa.usda.gov/finip/.

Data: Math Scores Dip for First Time Since 1990
Scores on math exams under the National Assessment of Educational Progress have declined for the first time in 25 years, according to data released by the US Department of Education. Scores on reading exams remained flat for fourth-graders and declined for eighth-graders.

A probability-based national survey involving 1,607 children who are currently diagnosed and previously were diagnosed with autism spectrum disorder, ages 6 to 17, revealed a possible overdiagnosis of the disorder. CDC researchers reported in the journal Autism that 13% of the children ever diagnosed with ASD had "lost" the diagnosis, and 74% of the parents of these children believed that new information was the reason behind the change. Reports: Traditional Schools Outperform Online Charters
More than two-thirds of students who attended online charter schools had worse academic progress, compared with students who attended traditional brick-and-mortar schools, according to recent reports by the Center for Research on Education Outcomes, the Center on Reinventing Public Education and Mathematica Policy Research. Studies of approximately 200 online charter schools across 26 states focused on academic growth. Education Week

What Works for Struggling Readers?
A new report from the National Center for Education Evaluation and Regional Assistance summarizes evidence from 17 studies conducted under Striving Readers, a federal grant program that aimed to raise middle and high school students' literacy levels in Title I-eligible schools. As part of the program, each Striving Readers grantee partnered with an independent evaluator to conduct a randomized controlled trial design evaluation of the reading intervention being implemented. For the current report, all of the Striving Reader evaluations were reviewed under What Works Clearinghouse (WWC) evidence standards. Twelve studies met the standards without reservations, three studies met with reservations, and two studies did not meet the WWC evidence standards.

"This technique informs future instruction as opposed to summarizing it before moving on." Harvard's Law School Library is creating a free, searchable database of American case law. Officials say the effort will expand access to documents. Path to Teach
Check out Path to Teach, a new consumer guide to colleges of education. Users can search grades on more than 1,100 colleges and universities and 85 alternative certification programs, finding the one that will get them on a successful path into the teaching profession.

Speak Up 2015 is a national online research project that provides individuals the opportunity to share their thoughts on how to leverage technology in schools to promote learning.  Surveys for students, educators, parents, and community members/business partners will be open through December 18.

The English Learner Toolkit is a companion to the English Learner Guidance released by the Departments of Education and Justice in January 2015, consisting of 10 chapters, each chapter aligned to one of 10 sections of the guidance.  Included within the toolkit are tools and resources for identifying students as English Learners (ELs), delivering high-quality EL programs, evaluating the effectiveness of EL programs, preventing unnecessary segregation, providing qualified staff, ensuring access to school programs and activities (including disability-related services), exiting students from EL programs at the appropriate time, monitoring students' progress, and supporting EL parents.  The free toolkit can be easily downloaded and printed online (blog post).

A new online community, called Playbook, is providing teachers a place to share best practices and learn about classroom strategies used by other educators. The community, provided by Panorama Education, also includes a student-feedback loop to assess effectiveness of the lessons. Xconomy

Website Offers Free Instructional Resources for K-12 Teachers
Educade, from GameDesk, is an online library of free K-12 instructional resources, including lesson plans, applications, games and hands-on activities. Teachers can search for resources by grade level, subject matter and technology type. Users must register in order to access the library.

Federal Resources for Educational Excellence
Federal Resources for Educational Excellence (FREE) is an online teaching and learning resource from federal agencies. Topics that enhance the academic growth of all children can be found at http://free.ed.gov/, the FREE homepage.   

Social media can be a powerful learning tool for educators, asserts Steven Anderson, a former teacher and technology director. He spoke recently at the TCEA 2015 conference, where he offered seven tips to help teachers use Twitter more effectively. EdTech magazine online

Newly created  Informational Guides to the Summative Assessments in Mathematics provide information about the design and structure of the PARCC mathematics assessments for each grade/course. These guides were created to assist educators in understanding the mathematics content, inform instruction, and provide information about the mathematics test administration policies. The guides were developed by the PARCC Mathematics Operational Working Group, a group of PARCC state content and assessment specialists who work together to make PARCC mathematics policy decisions and ensure the quality of the assessments.
