Essential questions aren't just for classroom and student learning; they can also be used for adult learning. In this new post on Inservice, Andrew Miller explains how open-ended, provocative and intriguing essential questions can provide an excellent framework for exploring teacher and schoolwide learning. Miller concludes that essential questions are not only good for modeling great learning but also empowering all stakeholders in education to take action and nurture the whole child.

In this Educational Leadership article, Rick Wormeli writes, "Teachers who deny the emotional elements of teaching and learning can become exhausted from ceaseless confrontations with students' emotional states, often blaming their personal stress and students' failure to learn on students' lack of motivation or maturity." He explains, though, that it doesn't have to be this way. Borrowing and modifying the premise from Stephen Covey (1989), Wormeli explores the seven habits of highly affective teachers.

"Admitting we sometimes create situations that our students experience as negative can move us away from blame-the-victim questions like, 'What's wrong with this kid?' to far more powerful inquiries like, 'What might I be doing that contributes to this student's decision to misbehave?'," writes Eric Toshalis in this Educational Leadership article. Toshalis lists five practices that may unknowingly cause misbehavior by triggering students' negative emotions and discusses how to avoid these provocations.

ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD has released updated Whole Child Snapshots for each of the 50 U.S. states to display the progress our nation has made in supporting the whole child as well as the areas where negative trends have continued. The snapshots encompass various stages of a child's development, from prekindergarten through postsecondary education and provide a picture of child success and well-being that extends beyond academic performance.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9, 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

2015-2016 Illinois Teacher of the Year
The Illinois State Board of Education named Kim Thomas, a math teacher at Woodruff Career and Technical Center, the 2015-2016 Illinois Teacher of the Year. One of 10 finalists, Thomas was announced as this year's top educator during Saturday night's 41st annual Those Who Excel/Illinois Teacher of the Year banquet in Normal.

New Contract Lowers Fees for 'Bright Directions' 529 College Savings Program
Families saving for college will benefit from changes to the contract governing the state's Bright Directions 529 college savings plan.  The newly negotiated contract eliminates a $10 set-up fee and $3 quarterly maintenance fee for families saving for college through Bright Directions, which means more investment dollars will go to college savings. Management fees also will be slashed by 43 percent. More than 104,000 accounts will benefit from the new terms, which take effect Nov. 15. Independent rating agencies recognize Bright Directions as a solid investment with a competitive price that offers 55 investment options.

ISBE To Seek Feedback On PARCC Course-Based Assessments
In the most recent Superintendent's Weekly Message, Dr. Smith stated that ISBE would be creating a plan to respond to requests to make adjustments to course-based assessment selections from last year. A process is being finalized to allow districts to make requests to use course-based data that best supports their current systems to achieve higher outcomes.

Secretary Duncan announced that ASCD will join the National Board for Professional Teaching Standards and the U.S. Department of Education as the third partner in Teach to Lead, which focuses on expanding opportunities for teacher leadership in ways that enhance student learning and make it possible for teachers to stay in the classroom while leading in the profession. ASCD will be the lead partner in the development of new Teacher Impact Grants.  

Will New Education Dept. Leader Focus on School Desegregation?
Incoming US Department of Education Secretary John King may encourage school desegregation during his tenure, according to predictions from several lawyers, activists and researchers. The predictions are based, in part, on King's decision as New York's education commissioner to use federal funds to help develop more diverse student populations.

Federal Law Expands Definition of STEM
The STEM Education Act of 2015 was signed into law last week. It incorporates computer science into the breath of science, technology, engineering and math initiatives that can be funded and supported by the government. The law also directs the National Science Foundation to continue awarding funds to extracurricular STEM-education programs. Education Week Teacher

U S Department of Education
On October 28, NAGB and the Department's National Center for Education Statistics (NCES) will release "The Nation's Report Card: 2015 Mathematics and Reading,"detailing fourth- and eighth-grade students' NAEP assessment performance in all 50 states and 21 urban districts.  An  in-person event in Washington, D.C., and webcast will feature panelists talking about score and achievement gap changes over time and potential implications of the data for states and districts.

Revised Policy Could Affect Dual Enrollment in 19 States
Educators who teach dual-enrollment courses will be required, under a policy revision by the Higher Learning Commission, to hold a master's degree in the subject they are teaching or earn 18 graduate credits. Some say the policy, which is expected to take effect in 2017, could jeopardize dual-enrollment programs in 19 states. Education Week

President Barack Obama recently announced the 1 Million Strong initiative, which supports expanding the number of K-12 students in the US studying the Mandarin language to 1 million by 2020. In his announcement, Obama said the effort is meant to strengthen ties between the US and China. The Hill
 
Blue Ribbon Schools Named
Via a special congratulatory video, the Secretary announced 335 schools as 2015 National Blue Ribbon Schools. This program honors public and private elementary, middle, and high schools where students perform at the highest levels or where progress is being made on closing achievement gaps among student subgroups. 
Chief State School Officers nominate public schools. The Council for American Private Education nominates private schools.  All schools will be honored at a ceremony in Washington, D.C., November 9 and 10. Free-college Supporters Mull Adding Student Work Requirements
As the idea of providing free college tuition to many students gains popularity in political circles, some leaders are proposing that students be required to work while in college. Some state aid programs already require students to work, and research shows higher completion rates among students who work between 10 and 15 hours a week. InsideHigherEd.com

Michelle Obama is expected to announce BetterMakeRoom.org  -- a new website designed to help students pursue higher education. Students will have access to details about the SAT and ACT, federal financial aid and applying to college.The Associated Press, Chicago Tribune

Remote Learning "eDays" Help Schools Manage Extreme Weather

In a column for USA Today Thomas M. Kostigen reports that school systems are increasingly turning to remote learning "eDays" to make up for time otherwise lost to extreme weather such as blizzards, heat waves and floods. The article discussed the weather challenges faced by school districts across the country as well as the costs and benefits of eDays, including criticism from some parents who feel that eDays place an "undue burden on them to stay home with their children those days, potentially missing work."
The AP reports that there is an increase in using "online learning technologies intended to keep youngsters engaged even if inclement winter weather maroons them at home" in Indiana. More districts are holding "'eLearning' days this fall to familiarize students and staff with the technology-dependent learning format before winter arrives."

Survey Reveals Parents' Attitudes About Testing
Nearly half -- 49% -- of parents recently surveyed said their children take too many tests, according to data released by nonprofit Education Post. Forty percent said they think students are taking the right amount of tests.U.S. News & World Report 

A program in Chicago called "Grow Your Own" is helping schools encourage black and Latino students to become teachers. The program, which partners with colleges such as Northeastern Illinois University, recruits students from public schools and organizations to pursue education degrees. Examiner.com 

African-American Education Group Exposes Illinois High School Students To STEM Careers
The Aurora (IL) Beacon-News reports African-American Achievers Academy of Aurora in Illinois held a summit in West Aurora High School's cafeteria to teach high school students about opportunities in STEM careers. Participants from several local schools spent Monday learning about different STEM careers while they had the day off from school for Columbus Day.

National Education Association Seeks to End McTeacher's Nights
The National Education Association and several other organizations have asked McDonald's to end "McTeacher's Nights." The program involves educators serving students food from behind the counter, and schools then receiving a portion of the sales. The initiative raises concerns about brand marketing in schools. National Public Radio 

STIThe use of technology in classrooms appears to range from none, or minimal, to frequent. STI focuses on teaching strategies that give diverse students multiple options for taking in and processing information, making sense of ideas, and expressing learning. Technology tools can support good instruction and personalized learning environments in which students can interact with soîtware and applications, conduct research, create products, and communicate with others. STI staff work closely with school personnel to produce professional development that integrates the use of existing technologies, connects curriculum and incorporates: Innovation, Curriculum Development Response to Intervention Strategies, Interim Assessments, and Modeling.

High-school graduation rates rose during the 2013-14 school year in 36 states, according to preliminary data from the National Center for Education Statistics. This marks the second straight year the US has reported record high graduation rates. The Washington Post

Schools Can Use the Arts to Improve Student Achievement
Incorporating the arts into classroom learning can boost academic skills, creativity and motivation, says Sandra Ruppert, director of the Arts Education Partnership. Prince George's County Public Schools in Maryland piloted an arts-integration program in 15 schools last year and expanded it to 41 schools this year. The Washington Post

It's not enough to just "do projects." Today's projects need to be rigorous, engaging, and in-depth, and they need to have student voice and choice built in. Such projects require careful planning and pedagogical skill. In Setting the Standard for Project-Based Learning: A Proven Approach to Rigorous Classroom Instruction, authors-leaders at the respected Buck Institute for Education-take readers through the step-by-step process of how to create, implement, and assess PBL using a classroom-tested framework.

Illinois Sets New Baseline for Improvement with PARCC Release
Illinois became only the second state to share the preliminary results in English Language Arts and math of the new assessment called PARCC, the Partnership for the Assessment of Readiness for College and Careers. Ohio stepped forward with initial results in the test of math and English Language Arts, and other states will follow in the coming weeks. As expected, the early results are different, and lower than old state tests reflected. While the results may be as expected - indeed, the results are quite consistent with Illinois' performance on national tests in recent years - they are nonetheless disappointing. Roughly a third of our students are on-track to be college and career-ready, with two-thirds needing additional support.

Bill, Melinda Gates Discuss Politics Of Common Core
PBS NewsHour aired an interview with Bill and Melinda Gates on the education policy aspects of the 2016 presidential campaign, especially as concerns the Common Core Standards. Bill Gates lamented that the "facts about Common Core are often obscured," and touted the standards for improving college readiness. The conversation addressed how the standards originated with governors and state schools chiefs, but were pulled into the debate over Federal control over education. Other topics include charter schools and the debate over testing. 

Educators can use YouTube and other social media to increase parent and community engagement with their school, educator Terry Heick writes. He suggests that teachers record in their classrooms and share the videos with peers during meetings and through social media to highlight classroom practices. Edutopia.org

With nearly half of first-year college students entering a two-year college needing to take remedial courses, the American Association of Community Colleges and the Association of Community College Trustees are calling for more rigorous standards of assessments in secondary schools. In a statement, leaders of the organizations said remediation puts a "tremendous strain on resources that can be applied to teaching students at the college level." The United States Senate Youth Program (USSYP) is an amazing opportunity for motivated student leaders. Founded in 1962, this program allows 104 chosen students from around the country to join a weeklong intensive educational program in Washington, D.C., where they will meet with the president,, U.S. senators, a justice of the supreme court, and many other national leaders. 2015-2016 Moon Scholarship Program 
Are you a superintendent or an aspiring superintendent? Are you pursuing graduate study to become the best superintendent you can be? Moon, a former superintendent at Morton High School District, the James V. and Dorothy B. Moon Scholarship program is committed to improving the education and qualifications of school administrators. Since its inception, 90 scholarships totaling nearly $196,000 have been awarded to current or aspiring superintendents.
 
Practicing school administrators in Illinois qualify if they are college graduates pursuing an advanced degree in educational administration at an accredited college or university. USDA Seeks Applications for $16.8 Million in Grants to Empower SNAP Participants to Make Healthy Eating Choices
Agriculture Secretary Tom Vilsack announced the availability of up to $16.8 million in funding to help participants in the Supplemental Nutrition Assistance Program (SNAP) increase their purchases of fruits and vegetables. The funding is available to local, state and national organizations to test incentive strategies to help SNAP participants better afford healthy foods. This is the second round of awards to be made under the Food Insecurity Nutrition Incentive (FINI) program created by the 2014 Farm Bill. USDA's National Institute of Food and Agriculture (NIFA) will administer the grants.  Applications are due December 16, 2015. NIFA will host a webinar for applicants on October 14, 2015 at 2:00 p.m., EDT at http://nifa-connect.nifa.usda.gov/finip/.

The percentage of college students majoring in fields related to science, technology, engineering and math -- 28.5% -- is the highest in the state in a decade, according to a new study from the Illinois Science and Technology Coalition. Report Connects Cognitive Science, Teacher Prep
Two-dozen deans of education schools working together under the "Deans for Impact" initiative have released a report summarizing cognitive science research and its application to teacher preparation. "Too often, people are inclined to go with their gut when it comes to education. Study: Are repetitive drills an effective teaching tool?
Repetitive drills may prevent students with autism from generalizing learning and applying new skills to real-world settings, according to a study published in Nature Neuroscience. "Our conclusion is that breaks in repetition allow the visual system some time to rest and allow autistic individuals to learn efficiently and to then generalize," said New York University's David Heeger, who worked on the study.

Students whose teachers visited them at home to build relationships with their families were less likely to miss school, according to a new study from Johns Hopkins University.

Number of MOOCs rises to nearly 4,000 in 4 years
Fewer than 10 massive open online courses existed at colleges and universities in 2011, but this year the cumulative number of courses is almost 4,000, according to a report from Class Central. The most popular courses include those in statistics, computer science and business, researchers found.

Study: ADHD Manifests Differently in Children's Brains by Gender
A study of 120 children with and without attention-deficit/hyperactivity disorder, ages 8 to 12, showed differences in the brain white matter of those with ADHD, with boys showing differences in the primary motor cortex and girls showing differences in the prefrontal regions of the brain, compared with children without the disorder. The findings were published in the Journal of the American Academy of Child and Adolescent Psychiatry. HealthDay News

Schools, Educators Face Problems Trying To Implement "Bring Your Own Device" Policies

More schools are allowing students to bring electronic devices (e.g. computers, smart phones) to classes to help them learn, but many schools are struggling to balance the benefits of technology in classrooms with the costs of technical problems. The article lists recommendations for schools and educators trying to strike this balance.

The Unicode Consortium determines how characters and images are assigned standardized codes for widespread reproduction, making it "the midwife to new emojis," Jonah Bromwich writes. A new set of 67 are up for approval in spring. Co-founder Mark Davis says emojis are a powerful tool, but they lack the specificity of actual languages.The New York Times

Path to Teach
Check out Path to Teach, a new consumer guide to colleges of education. Users can search grades on more than 1,100 colleges and universities and 85 alternative certification programs, finding the one that will get them on a successful path into the teaching profession.

Speak Up 2015 is a national online research project that provides individuals the opportunity to share their thoughts on how to leverage technology in schools to promote learning.  Surveys for students, educators, parents, and community members/business partners will be open through December 18.

The English Learner Toolkit is a companion to the English Learner Guidance released by the Departments of Education and Justice in January 2015, consisting of 10 chapters, each chapter aligned to one of 10 sections of the guidance.  Included within the toolkit are tools and resources for identifying students as English Learners (ELs), delivering high-quality EL programs, evaluating the effectiveness of EL programs, preventing unnecessary segregation, providing qualified staff, ensuring access to school programs and activities (including disability-related services), exiting students from EL programs at the appropriate time, monitoring students' progress, and supporting EL parents.  The free toolkit can be easily downloaded and printed online (blog post).

A new online community, called Playbook, is providing teachers a place to share best practices and learn about classroom strategies used by other educators. The community, provided by Panorama Education, also includes a student-feedback loop to assess effectiveness of the lessons. Xconomy

Website Offers Free Instructional Resources for K-12 Teachers
Educade, from GameDesk, is an online library of free K-12 instructional resources, including lesson plans, applications, games and hands-on activities. Teachers can search for resources by grade level, subject matter and technology type. Users must register in order to access the library.

Federal Resources for Educational Excellence
Federal Resources for Educational Excellence (FREE) is an online teaching and learning resource from federal agencies. Topics that enhance the academic growth of all children can be found at http://free.ed.gov/, the FREE homepage.   

Social media can be a powerful learning tool for educators, asserts Steven Anderson, a former teacher and technology director. He spoke recently at the TCEA 2015 conference, where he offered seven tips to help teachers use Twitter more effectively. EdTech magazine online

Newly created  Informational Guides to the Summative Assessments in Mathematics provide information about the design and structure of the PARCC mathematics assessments for each grade/course. These guides were created to assist educators in understanding the mathematics content, inform instruction, and provide information about the mathematics test administration policies. The guides were developed by the PARCC Mathematics Operational Working Group, a group of PARCC state content and assessment specialists who work together to make PARCC mathematics policy decisions and ensure the quality of the assessments.
