You are Invited to the
Certified Green Business Luncheon
February 13, 2013
11:30am - 1:30pm
Businesses that have achieved certification during the past year as "green" businesses from the Green Business Program of Santa Barbara County will be honored on Wednesday February 13, 2013 during a luncheon at the Santa Barbara Marriott in Buellton. Eric Onnen, Founding Partner of Santa Barbara Airbus, will serve as the keynote speaker.
The GBPSBC encourages employers and employees to protect, preserve and improve the environment in solid waste reduction and recycling, environmentally preferable purchasing, energy and water conservation and pollution prevention e.g. air quality, transportation and storm water runoff. This multi-jurisdictional, voluntary incentive program for environmentally conscientious businesses allows environmental agencies and advocates to provide support and to recognize participating businesses that implement good environmental management practices. It also focuses on publicizing businesses that are good environmental stewards.
The GBPSBC educates job providers on incorporating resource conservation into their daily practices, as well as fostering a positive relationship among governmental agencies, the business community and the public.
A business that achieves certification can save money by reducing the use of energy, water and other resources and create a more comfortable and healthy workplace. It will also receive a certificate and a window decal with the GBPSBC logo that it can use in marketing and on its website. In addition to the annual luncheon, certified green businesses will be recognized through a Green Business Directory, advertising, and on the GBPSBC website. GBPSBC Partners may publicize certified green businesses in their promotional materials, events, and advertising, on their websites and in their own public recognition ceremonies.
To obtain more information about the GBPSBC Luncheon and to RSVP: www.GreenBizSBC.org
For additional information: Buellton Chamber of Commerce 805-688-7829 or Kathy@buellton.org

Solvang Commissioner Position Do you want to become more active in Solvang for 2013?
The Planning Commission is looking for someone to fill a Commissioner position. The Planning Commission is a permanent committee of five (5) citizens who are appointed by the City Council to review matters related to planning and development. The Commission meets on a regular schedule to consider land use matters. These include such things as the local general plan, specific plans, rezoning, use permits, development plans, and subdivisions. Commissioners serve at the pleasure of the council, so Commission membership changes in response to changes in the Council.
The Planning Commission is scheduled to meet on the first Monday of each month at 7:00 p.m. as needed. In 2012, the Commission met four (4) times; the remaining meetings were cancelled due to lack of business.
If you are interested in applying for the Planning Commission, please contact Mary Ellen Rio, City Clerk, at 688-5575

Coquelicot Wines
COQUELICOT (ko-klee-ko) is the name "en Français" of the striking red poppy flower that graces the French countryside, as well as all the labels on our wines. Our 58 acre vineyard is an organically farmed property in the heart of the Santa Ynez Valley. Sustainable farming and gentle, meticulous winemaking techniques converge to produce handmade, limited production wines that are a true celebration of life.
Our Tasting room is located at 2884 Grand Avenue in beautiful Downtown Los Olivos. We completely remodeled one of the oldest buildings in town where you can now sample and procure our wonderful wines. The Coquelicot tasting room building dates back to 1886 and used to be the local blacksmith shop. Today you can enjoy a lively game of bocce under the trees while tasting our current selection of wine. Be sure to bring lunch and spend some time away from the hustle and bustle of Grand Avenue.
Our beautiful tasting room and back yard would be a wonderful setting for your next private event or catered dinner party.

 Our Public Employees
From the desk of:
Kenneth Harwood
Economist
Solvang Chamber of Commerce
Employees of federal, state, and local governments recently made up some 21% of all civilian payroll employees in Santa Barbara County. Here is how their numbers changed in five years.
Government employees were about 20% of all civilian industry employees in October, 2007, two months before The Great Recession of 2007-2009 began. Total civilian industry employees were 190,400 in October, 2007, and 189,600 in October, 2012. Number of payroll employees in 2012 was within less than half of one percent of having regained their earlier number in 2007. Numbers for October, 2012, were preliminary. Industry employment did not include self-employed individuals.
Local government employees were 6l% of all government employees in 2012, state employees 29%, and federal employees 10%. Number of employees included part-time employees and full-time ones.
Total number of government employees was up 4%. Gains of more than 4% were recorded for federal employees, all state employees, state education employees, local education employees, and employees of special districts.
Federal employees excluded members of military services. Employees of special districts included employees of Indian tribal government. Special districts provided local services such as library services, and local goods such as water.
Number of all state employees gained 3%, while number of non-education county employees lost 4%, and number of employees of cities lost 3%.
Causes of these changes were varied and complex, including changes in number of residents, changes in ages and other demographic characteristics of residents, and changes in retirement plans and other employee benefits. Gains and losses in productivity affected some changes.
Taxes upon all consumers, including government employees, appeared to be smaller than governmental expenditures. Results could include some combination of borrowing, increased taxes and fees, a possibly smaller governmental work force, perhaps lower pay and benefits, rising productivity, and reduced services.
Positive economic effects of government employees in Santa Barbara County were large. Expenditures by these employees accounted for perhaps one dollar of each five dollars of local consumer spending. Payrolls of government employees tended to be steadier on average than those in many private industries.
Compensation was higher than that in private industries because of longer average service with one employer, and governmental need for highly qualified specialists in education, public administration, and other professions. National averages of compensation in 2009 were $61,051 in comparable private industries, $69,913 in state and local government, and $117,780 in federal government. Pay and benefits on average were higher in state government than local government.
Please go online for number of employees to California Labor Market Information Division, Industry Employment and Labor Force by Month, Santa Barbara County. See Statistical Abstract of the United States 2012, Tables 643 and 646,on the Website of U. S. Census Bureau for statistics of income.
