Despite having a graduation rate of over 86%*, 75% of Kansas tenth graders still need remedial training in math and 69% need remedial training in English language arts (here). What's more, Kansas does not require students to complete a college or career ready course in order to get a high school diploma. The Kansas diploma threshold "as a whole is set for all kids at a level below college and career ready," (here and here).

Dave Trabert and Mike O'Neal: Shift resources to classroom instruction - Wichita Eagle
An Eagle editorial ignored state statute in describing the Legislature's policy goal that school districts should allocate 65 percent of spending to instruction ("Spending goal arbitrary," Oct. 16 Opinion). The goal is not to be measured against current operating spending, as claimed by the editorial.

KPI Commentary - The reality of school spending and achievement
A recent Wichita Eagle editorial ignored state statute in describing the Legislature's policy goal that school districts should allocate 65 percent of total spending to Instruction. The goal is not to be measured against current operating spending as claimed by the Eagle; the statute clearly says "It is the public policy goal of the state of Kansas that at least 65% of the moneys appropriated, distributed or otherwise provided by the state to school districts shall be expended in the classroom or for instruction."

Editorial: Tax trick: Legislators could learn from local governments - Garden City Telegram
The same Kansas legislators who deplore federal mandates have no problem dictating policies to local governments. A prime example came in a new property-tax lid designed to restrict decision-making of city and county governments.
