County Board Discusses Rules Related to Medical Cannabis Zoning
The Lake County Board directed the Zoning Board of Appeals to conduct a public hearing on the proposed text amendments to the Lake County Unified Development Ordinance. These amendments would create regulations for the siting and operation of medical cannabis cultivation centers and dispensaries in the unincorporated area, which are now allowed under Illinois law. Lake County and over three dozen municipalities worked together to develop model zoning regulations that focus on location, operation, parking, marijuana-related signage, and security.

County to Expand Juvenile Detention Center
The County Board recently approved a contract to expand the County's juvenile detention center in Libertyville. All juvenile court proceedings take place at the facility. Additionally, youth between the ages of 10 and 17 are detained there, and undergo rehabilitation to help get them on the right track. This $10.5 million project will add courtrooms and much needed work space. Construction is expected to begin in spring 2015 and take about a year.

Voting by Mail Begins February 6
February 6 is the first day to submit a request for a ballot by mail. While Illinois law requires a separate request for ballot at each election prior to mailing a voter a ballot, voters may now complete an electronic request without signing a form.
Visit LakeVoterPower.info and use the voting by mail link to complete the E-request for a ballot.
The new law also requires state election officials to share with campaign committees and political organizations the email addresses of all voters using the new E-request option. Those who do not wish to have an email address shared with political campaigns may complete, print, sign, and mail a paper form available at LakeVoterPower.info, email VotingByMail@lakecountyil.gov or call 847.377.2406 for the paper form.
The official ballot is not permitted to be sent electronically, but is delivered via the U.S. Postal Service. Ballots will be mailed beginning February 6, pending final ballot certification from the Illinois State Board of Elections.
Apply for the Summer Youth Employment Program in February
The Lake County Board's Summer Youth Employment Program places youth in a paid, part-time work experience over the summer. Participants are matched with local work sites and gain valuable experience while earning a pay check. Applications are available online or at the Lake County Job Center in Waukegan and are due on Feb. 28. New public or non-profit work sites are also needed to host youth workers. Foreclosure Prevention Services for Lake County Residents
Homeowners facing foreclosure may be able to save their homes through informative how-to classes, personalized counseling, and mediation services. These free services are offered by the Lake County Courts in conjunction with the Affordable Housing Corporation of Lake County, a nonprofit HUD-certified agency. Adopt-a-Highway
This year, make a difference in Lake County by helping keep our roads clean. The Lake County Division of Transportation is enrolling participants in the Adopt-A-Highway program now through January 31.
In addition to boosting teamwork, this program helps the environment, provides a valuable public service and promotes civic responsibility. Adopt-a-Highway volunteers saved taxpayers $305,000 last year in labor costs by picking up glass bottles, aluminum cans, plastic bags and other debris from the highway.

Radon Test Kits Available
The Health Department is encouraging residents to take advantage of the cold weather months and test their homes for radon gas. Test kits are available for $10 at the Central Permit Facility, 500 West Winchester Road, in Libertyville. The cost includes postage, lab analysis and interpretation by the Health Department.
Radon, an odorless and colorless gas naturally found in rock and soil, seeps into homes from the soil through cracks in the basement floor and foundation, crawl spaces, poorly sealed sump pumps, floor drains, porous cinder block walls and other foundation floor and wall penetrations. Exposure to the gas can increase the risk of lung cancer.

The Lake County Beekeepers Association is holding its first Introduction to Beekeeping class on Saturday, Feb. 15. With the recent changes to Lake County's Unified Development Ordinance that allow the placement of hives in unincorporated areas, this is a great opportunity to learn about what it takes to become a beekeeper.
