Caren Trgovcich, Chief Deputy Director at the State Water Resources Control Board, will be presenting an overview of the State's system of surface water rights and will highlight how the drought has demonstrated its strengths and exposed areas for improvement.  This talk will be of special interest to those whose organizations or clients are addressing water supply challenges and would like to gain some insight on how to best work within our current legal framework to address those challenges.
