Obama Administration Delays SHOP Exchange
Unfortunately this comes as no surprise to those who have been paying close attention to the rollout of the PPACA this year. The Obama administration officially delayed the activation of the SHOP Exchange (i.e. the small business exchange) until November 1st, 2013. This is the latest in a series of delays in the implementation of the Patient Protection and Affordable Care Act (PPACA).

Our understanding is that the SHOP Exchange was delayed in an attempt to keep the Individual Health Insurance Exchange on track for an October 1st, 2013 effective date. That being said, we as advisors have still not seen any information on the Michigan Health Marketplace (i.e. the Michigan "Health Insurance Exchange") to verify that it will actually go live on October 1st, 2013. We have not seen or been able to test the application, we have not see "screenshots" of the information required to complete the application, and we have been given no information whatsoever on how it will work.
As a result of this, we will not be enrolling any of our clients in the Michigan Health Marketplace until we can verify, test, and confirm that it is functioning properly. We will be blocking out our schedules next week to test the Michigan Health Marketplace to ensure that it is working properly before we schedule any enrollments.
Please keep in mind - regardless of when you enroll during "Open Enrollment" this year, you will have a January 1st, 2014 effective date so there will be absolutely no impact (except the loss of valuable time) to holding off for a week or so if need be.
