REMINDER: 103rd Street closure at US 31 tonight, Sept. 8
Beginning after the evening rush hour tonight, Sept. 8, crews plan to permanently remove access to/from US 31 at 103rd Street.

While crews adjust lane configurations in preparation for the traffic shift (see next story), the existing signal will remain in place on US 31 at 103rd Street. However, motorists on 103rd Street will no longer have direct access to/from US 31. On Friday, Sept. 11, when the traffic shift is expected to be complete, the signal at US 31/103rd Street will be removed and traffic heading south to Meridian Street and to I-465 south of 106th Street will become free-flowing.
 
As part of the final configuration of US 31, 103rd Street will become a cul-de-sac on either side of US 31, and nearby access to/from US 31 will remain available via I-465, 106th Street and 116th Street. Also, the 111th Street overpass is expected to open in mid-September, which will allow eastbound and westbound access over US 31. The 126th Street/Carmel Drive bridge is now also open to two lanes in each direction over US 31. 

Access to/from US 31 and St. Vincent Health/Heart Center will remain available via 106th Street. See the map illustration below for suggested routes to St. Vincent Health/Heart Center following the 103rd Street closure.

US 31 traffic shift between 96th and 103rd streets, Sept. 9 and 10
After the 103rd Street closure, crews will work to shift traffic on US 31 in this area.
 
Overnight tomorrow, Sept. 9, and Thursday, Sept. 10, all US 31 traffic between 96th Street to just north of 103rd Street will be shifted to the east side of the roadway so crews can begin work on the new lanes of US 31 on the west side of the road. Turning movements to/from 106th Street, I-465 and 96th Street will remain available. With this shift, the eastbound I-465 off-ramp to US 31 will be reduced to one left-turn lane and one right-turn lane.

Crews anticipate traffic will remain in this configuration through November. INDOT and the City of Carmel will closely monitor adjacent traffic signals following the traffic shift and the closure at 103rd Street. 
116th/Pennsylvania streets closure begins on/after Sept. 16
Starting on or after Sept. 16, INDOT plans to close the 116th/Pennsylvania streets intersection for approximately 60 days to construct a roundabout. This closure will not begin until INDOT opens the new 111th Street bridge over US 31 (expected in mid-September).

During the 116th/Pennsylvania streets closure, the signed detour route will include 106th Street, College Avenue and Old Meridian Street.

Stoppages at US 31/SR 32 through Sept. 10
During daytime hours through Thursday, Sept. 10, stoppages of up to 45 minutes each should be expected on the ramp from SR 32 to northbound US 31 while crews perform paving operations. Flaggers will direct traffic during these stoppages.

Motorists should also expect slow traffic at US 31/SR 32 over the next several weeks while paving and various work continues on this interchange.
