The cost of fuel is a large part of today's electricity bills for Commercial, Industrial and Governmental customers.  On 15 October 2013, Dominion Virginia Power filed with the Virginia State Corporation Commission to voluntarily reduce its fuel factor from $0.02942 per kWh to $0.02572 per kWh.  The company asked that the change take place on 1 December 2013.  Normally any fuel factor changes take place on 1 July of each year.

Dominion Virginia Power spends nearly $2 billion annually on fuel and related expenses for its Virginia customers.  The company is requesting that more than $140 million be returned to customers as a result of the savings due to lower-than-expected fuel prices and mild weather.
