There's Never Been a Better Time to Consider Accreditation

The motto of the Lafourche Parish Sheriff's Office is, "We will do whatever it takes to properly serve the public." As sheriff of Lafourche Parish for over 20 years, I remain committed to the public that our deputies will serve with the highest levels of professionalism, integrity, and accountability regardless of the task at hand. Embracing CALEA Standards has not only made it easier for deputies to maintain this level of service, but to do so with fairness and consistency throughout the agency. Read on.

From the outset of my involvement in the field of public safety, I have listened to discussions about the professionalism and status of various types of law enforcement agencies. Some comments are simply bantering among peers and in good spirit, while others cut to the core of philosophical positions on the establishment of public safety institutions, and what type of organizational structure best serves the communities they are sworn to protect. The reality is, that despite the authority arising from charters or constitutional provisions, the role of law enforcement officer in today's environment is as challenging and as dynamic as ever, and deserves the very best support possible. CALEA Accreditation is a blueprint for an organization with the desire to operate by the best practices for public safety agencies. Since CALEA began awarding law enforcement accreditation, sheriff's offices have participated in the CALEA Accreditation process; the model can be used by any type, size, or geographical location of law enforcement agency. Currently there are 107 sheriff's departments accredited and 32 in self-assessment. Read on.

Richard A. Meyers
Sheriff of Winnebago County
Rockford, Illinois

Sheriff Richard A. Meyers has led the Winnebago County, Illinois Sheriff's Department since his appointment in 1996, having been successfully re-elected to four additional terms. He began his career with the sheriff's office as a corrections officer in 1967, and worked his way to patrol deputy, detective, detective sergeant, lieutenant, and served as chief deputy prior to becoming sheriff. Sheriff Meyers graduated from the 97th Session of the FBI National Academy in 1974, and also obtained an associate's degree in police science.

Accreditation for a Sheriff's Office ─ It Began with a Conversation

On a cross country flight returning from a conference, sheriff's administrators discussed a presentation they had attended describing a newly formed law enforcement accreditation commission. CALEA®, the Commission on Accreditation for Law Enforcement Agencies, was promoting a voluntary compliance program with a goal of standardizing law enforcement best practices and improving service delivery based on industry standards. The participants in this conversation agreed, it seemed a worthy endeavor. Read on.

CALEA Commissioners Appointed 

Based on CALEA's corporate bylaws, the executive directors of CALEA's founding organizations, the International Association of Chiefs of Police (IACP), National Sheriffs' Association (NSA), National Organization of Black Law Enforcement Executives (NOBLE), and Police Executive Research Forum (PERF), recently met to appoint and reappoint CALEA Commissioners. Commissioners Stephen DeBenedittis, Linda Pillo and J. Grayson Robinson will leave the CALEA Board at the end of 2014.

 

The newly appointed Commissioners are Stavros S. Anthony, Ph.D., Las Vegas, Nevada City Councilman; Douglas L. Knight, Chief of Police, Vandalia, Ohio; and Garry Lucas, Sheriff, Clark County, Washington.

 

In addition, four current CALEA Commissioners were reappointed. They are: Curtis L. Holt, City Manager, Wyoming, Michigan; Richard W. Myers, Chief of Police, Newport News, Virginia; Anthony B. Purcell, Director of Public Safety, University of Alabama at Birmingham; and Julie Righter Dove, Communications Coordinator, Lincoln, Nebraska Emergency Communications Center.

All appointments are for a three-year term, beginning January 1, 2015.

The Host agencies, the Albuquerque Police Department, Bernalillo County Sheriff's Department, New Mexico State Police, and Farmington Police Department are finalizing the plans for the 2014 CALEA Conference in Albuquerque, New Mexico. A complete list of conference events is available on the host website.

The conference hotel, Hyatt Regency Albuquerque, is fully booked. Reservations at an overflow hotel, DoubleTree by Hilton Albuquerque, are available. See the hotel reservations link online for contact information. The conference activities and workshops will take place at the adjacent Convention Center.

NCCHC Improving Health Care Services

The National Commission on Correctional Health Care (NCCHC) and CALEA® as independent credentialing authorities, are collaborating on the promotion of accreditation best practices for public safety agencies and institutions. Their individual accreditation awards comprise two of the three necessary to achieve the National Sheriffs' Association's prestigious Triple Crown Award. Created in 1993, it recognizes sheriff's offices that achieve simultaneous accreditation with NCCHC, CALEA, and the American Correctional Association (ACA). This is a one time recognition award that is indicative of the agency's commitment to professionalism and best practices. Read on.

Staff Travels


CALEA Regional Program Manager Mark Mosier will present the Clark County (WA) Sheriff's Office with its ninth CALEA Advanced Law Enforcement Accreditation Award Certificate on October 21, 2014.



The Canadian Police Accreditation Coalition (CANPAC) will meet October 22-23, 2014 in Banff, Alberta in the Banff National Park. CALEA Assessment Manager Karen Shepard will attend the meeting and provide updates on standards, PowerDMS™, and other CALEA news.



The International Association of Chiefs of Police (IACP) will hold its Annual Conference October 25-28, 2014 in Orlando, Florida. CALEA Executive Director Craig Hartley and Regional Program Manager Vince Dauro will staff information booth #1804 and present a workshop. Read on.

In 2011, CALEA introduced a new methodology for assessing agencies seeking reaccreditation. Known as the Gold Standard Assessment (GSA), this voluntary assessment format focuses primarily on processes and outcomes associated with standards specific to agencies policies. In short, it works to measure the impact of accreditation as opposed to simply confirming compliance through a file-by-file review. What follows are first-hand accounts of GSA assessments from two communications accreditation managers.

Reminder for Perspective CALEA Client Agencies - CASP

 

Applications for the CALEA Agency Support Program (CASP) are being accepted until December 31, 2014. Recipients for 2015 will be announced at the March CALEA Conference in Reno, Nevada. The purpose of the CASP is to support the professional development of under-funded law enforcement agencies, public safety communications centers, public safety training academies and campus security organizations by offering support to qualified agencies seeking accreditation for the first-time. This program will provide limited waivers to the fees applied by CALEA for agencies to participate in the established accreditation programming. A full description of the CASP, as well as the application form, can be viewed under the Resources tab online.

The Northern New England Police Accreditation Coalition (NNEPAC) recently voted to officially extend full membership to all Massachusetts law enforcement agencies, public safety communications centers, training academies, and campus security agencies. NNEPAC participation was already open to agencies in New Hampshire, Maine, and Vermont. For meeting information, visit http://www.nnepac.com/.
