A Canadian Perspective on CALEA Accreditation

CALEA Commissioner Daniel C. Parkinson

Chief of Police, Cornwall Community Police Service

Ontario, Canada

The pursuit of organizational excellence is a laudable goal for any CEO involved in the business of securing, ensuring and maintaining community safety, whether it is through law enforcement; the application of evidence based crime prevention crime prevention strategies, or a combination of both. These two core functions, or the application of an effective blend of each, are the hallmark of a modern, successful, and professional police service. Public Safety Accreditation in Canada: an Anchor in International Standards Application

The portability of standards across jurisdictions and international borders is one of the most important characteristics of the CALEA® Accreditation program. It is a clear indication that best practices in public safety that follow democratic principles of service delivery are not driven by cultural differences, but rather the foundational concepts of equity, justice, fairness, and an adherence to constitutional provisions. As examples of this attribute, through accreditation we have seen positive impacts that promote professionalism in Canada, Mexico, Barbados and the United States. And, other countries are now using the concept of accreditation as a tool for long range development and technical assistance. Read on.
Program Managers' Corner

Mark Mosier
CALEA Regional Program Manager

The topic of this month's article is on accreditation in Canada and the recent 109th Annual Conference of the Canadian Association of Chiefs of Police (CACP/ACCP). CALEA is a stronger organization and the marks of professional excellence are clearly more meaningful as a result of their contributions. CALEA's reputation as an international public safety credentialing authority is enhanced through the participation of Canadian public safety agencies. Read on.

Rife with gamblers, bootleggers, brothels, and opium dens, Lethbridge was a true "Wild West" town. Within the year, a population explosion in the coalmining settlement coupled with the effects of the whiskey trade at nearby Fort Whoop Up, a national historic site that still stands today, maintaining public order meant law enforcement was focused largely on the control of liquor, illegal trafficking, public drunkenness, disorderly conduct, and a burgeoning red light district. By 1902, the town had grown to about 2,000 people and with just a Chief Constable and the Town Engineer appointed to the rank of Special Constable, the two-man Lethbridge Police Force was created.
