Accreditation: A Force Multiplier for Smaller Agencies

The vast majority of the public safety agencies in what might be considered the 'CALEA service area' (Canada, United States, Barbados and Mexico) serve smaller communities. Unfortunately, not enough smaller agencies have taken advantage of the unique opportunities and sustainable benefits associated with the accomplishment of CALEA Accreditation. For many years, the impacts of global economic downturns have required public safety organizations, as well as private and public sector entities, to "do much more with much less." While many suggest that the economy is turning and showing signs of growth, most public safety agencies continue to face the difficult challenges of serving ever changing communities, without enhanced or adequate public safety resources. Public Safety in America: A Product of Countless Professionals from Small Agencies

The concept of home rule in the United States is woven into the cultural fabric of the respective citizenry. It serves as a powerful philosophical concept that allows local self-government and includes the protection of public health and safety. One result of this concept has been the creation of many small local law enforcement agencies. Read on.

Mark S. Mosier
CALEA Regional Program Manager

This month's article focuses on the smaller sized agencies engaged in CALEA Accreditation programming which, maybe surprisingly, account for a significant percentage of our client agencies. The following issues are ones more commonly faced by small agencies; however, the issues could be applicable to agencies of any size. Read on

CALEA Leadership Profiles

Pamela Church
Chief of Police
Western Springs, Illinois Police Department

The Western Springs Department of Law Enforcement Services, with a force of 20 sworn officers, nine civilians, seven auxiliary officers, and school crossing guards, provides full police services to the community. It is led by Chief of Police Pamela Church. With an affluent, upscale population, providing the level of services expected by a citizenry conditioned to a high quality of police response provides a constant challenge for the department. "A professional police department is important to our community, and it is a matter of pride to our agency to be thought of as professionals. Accreditation is important to our agency members because it is an official designation that we are recognized professionals in our field. We prove on a regular basis that we adhere to best practices for law enforcement agencies," says Chief Church. Read on.

Editorial Note: CALEA Leadership Profiles features CEOs from among the many exceptional leaders involved in CALEA programming who provide inspiring leadership to their agency, to other CALEA agencies, and to the public safety profession. Agencies are encouraged to nominate their own CEOs by submitting their names for consideration to CALEA E-Communique Editor Janice Dixon at jdixon@calea.org.

Goals Thought to be Unattainable, Reached Through CALEA Process

Brian K. Childress

Chief of Police

Valdosta, Georgia Police Department

In the early 1990s, the Valdosta Police Department was often criticized; accused of corruption, lack of professionalism, and poor training. In 1995, then interim City Manager Larry H. Hanson hired a new police chief and issued a mandate to build a more professional, community oriented police agency that would be viewed as one of the most respected law enforcement agencies, not only in Georgia, but the entire country. Once named the permanent City Manager, Hanson and the police department staff used the CALEA® accreditation process as a roadmap to improve the department. Read on.
