During the recession of 2008 and beyond, the term "too big to fail" was often heard in the media and in conversations related to the vast economic challenges faced by both the public sector and private sector. The theory of "too big to fail" specifically focused upon the need for governmental intervention to prevent the failure of the bigger financial institutions that exercise critical international influence through a complex network of interactions, relationships and business dealings. The economic theory of 'too big to fail" continues to be debated in academia, in the implementation of public policy, and in the media and general debate, often with a negative perspective. MORE

Accreditation for State-Level Public Safety Agencies

One of the inherent strengths of the CALEA Accreditation Standards is the flexibility provided in their application. Furthermore, they are applicable to large municipal agencies, small rural organizations, and every type of public safety entity between. The process of CALEA Accreditation is also sensitive to the breadth of agencies covered by the standards. This includes applicability based on the number of full-time personnel, as well as options based on functional responsibilities to address special public safety service authorities. These characteristics of the accreditation programming promote their portability and have successfully allowed for standards implementation in other countries including Canada, Mexico, and Barbados. The experience of becoming an accredited law enforcement agency is more than a process, it is a journey. The assessment an organization experiences every three years is a milestone that measures their progress on the journey to professionalism. In order for it to work, however, there must be a commitment from the CEO of the organization to the idea that accreditation has value. Without that top down concurrence to the on-going improvement of the agency, accreditation loses some of the value it brings. In Henrico County, Virginia, the Police Division has been accredited for nearly thirty years and that commitment has been passed along from CEO to CEO. MORE.

Colonel Ronald Replogle
Superintendent

Missouri State Highway Patrol

 

Colonel Robert Replogle has served as Superintendent of the Missouri State Highway Patrol since his appointment by Governor Jay Nixon on March 1, 2010. Colonel Replogle has been a member of the Missouri State Highway Patrol since 1984, beginning as a road officer in Troop D Springfield, where he was promoted to zone corporal and zone sergeant. He was also assigned as a criminal investigator/polygraph examiner in Troop D for three years in the Division of Drug and Crime Control (DDCC). In 1996 he was promoted to lieutenant and transferred to the Patrol's General Headquarters in Jefferson City, where he served for three years as the assistant director of the Professional Standards Division. In 1999, he transferred back to DDCC serving as an assistant director, before being promoted to captain and director on September 1, 2001. He was promoted to major on September 1, 2006, and placed in command of the Criminal Investigation Bureau. MORE

Summer CALEA Conference

July 23 - 26, 2014

Plans for the summer conference, hosted by the Illinois Police Accreditation Coalition (I-PAC), are being finalized. Visit the Workshops section for descriptions of the training classes and view the Tentative Conference Agenda online.    

 

I-PAC will provide free bus transportation from O'Hare Airport to the conference hotel, the Hyatt Regency Woodfield Schaumburg. Plan now to attend! This conference promises to be filled with excellent training opportunities and lots of fun after-hours activities, too.

New Agency Signing

On May 28, 2014, CALEA Executive Director W. Craig Hartley, Jr. and Regional Program Manager Lorena Singer traveled to Hermosillo, Mexico, where a public meeting took place announcing the Policia Estatal de Seguridad Publica Del Estado De Sonora's engagement in CALEA Law Enforcement Accreditation.

This formal session culminated with an official contract signing, which was covered by the local and regional press. The director of this organization had previously led the Mexicali complementary organization through accreditation and is now using the process to promote professional service delivery in his new position in Sonora. The event was attended by representatives from the Governor's Office, the Secretary of Public Safety, members of state congress, and agency personnel. Pictured are RPM Singer and Executive Director Hartley execute the respective contract with officials from the Policia Estatal de Seguridad Publica Del Estado De Sonora.

  

Staff Travels 

The National Sheriffs' Association will hold its Annual Conference and Exhibitions, June 20-25, 2014 in Fort Worth, Texas. CALEA Executive Director W. Craig Hartley, Jr. will attend and CALEA will staff Booth #1434 in the Exhibit Hall. View the NSA Conference website for more information.    

 

CALEA Regional Program Manager Vince Dauro will attend the triennial meeting of the Florida Police Accreditation Coalition from June 25-27, 2014 at the Hyatt Regency (Coconut Point) Bonita Springs, Florida. He will teach a class on Thursday afternoon and will be available for conferences with client agencies during this event. View the conference website for more information.   

    

The National Organization of Black Law Enforcement Executives (NOBLE) will hold the 38th Annual Conference & Exhibition, July 12-16, 2014 at the DeVos Place Convention Center, Grand Rapids, Michigan.  Regional Program Manager Maya Mitchell will staff the CALEA Exhibit on July 13-14. Two Items Requesting a GSA & State Agency Accreditation Network (SAAN)

 

Recently, having received relatively clean mock assessments, several agencies were encouraged by their mock assessors to request a Gold Standard Assessment (GSA) from their CALEA Regional Program Manager, only to find the deadline to request the GSA had passed. This can happen when the mock assessment takes place less than four months before the actual CALEA Assessment and the result is disappointment for the agency. MORE.

For those agencies currently using a locally-installed version of the PowerDMS™ application, this is a reminder about the company's transition to the cloud, which took effect in January 2014. PowerDMS, an organization with whom CALEA has an affinity partnership for productivity software, provides agencies with solutions that make document management and accreditation as easy and efficient as possible. 

 

Our colleagues at PowerDMS have determined that switching all customers to their cloud-based software would allow them to make more advanced developments in the application and provide better service to their customers. Beginning January 1, 2015, only support for the cloud-based version of their application will be provided. We believe you will find this switch to the cloud to be beneficial to your agency and your accreditation efforts.

Agencies are always looking for ways to measure their performance and improve their service delivery. There are two CALEA Standards specifically relating to enhancing operations and identifying opportunities for improvement: Standard 2.5.1 Agency Performance Measurement Program and 2.5.2 Emergency Line Performance Measures Established.
