Louis M. Dekmar
As I prepare to complete my last term as a CALEA Commissioner, the past five years as CALEA President and Chairperson, I can look back and be proud to have participated in the last 30 CALEA Conferences and to have been a part of the leadership of this exceptional organization. I am honored to have had the opportunity to associate with all the fine public safety professionals and agencies that represent and embrace the Gold Standard by which I measure my agency, the LaGrange, Georgia Police Department. It is easy to promote the benefits of CALEA Accreditation and to speak about the strengths of the standards when you have enjoyed the perspective of a front row seat to these activities and witnessed the results. University of Houston-Clear Lake
Police Department 

 

 


The University of Houston-Clear Lake (UHCL) Police Department in Houston, Texas, services a community comprised of 8100 students and 800 faculty and staff. The university is situated on a 530-acre wild life preserve that is adjacent to the south border of the NASA Johnson Space Center off the Galveston Bay. While located on the southern most boundary of the city, the area by the bay is referred to as the community of Clear Lake.

 

The UHCL Police Department consists of 17 sworn, 10 non-sworn and nine part time student personnel. Prior to 2007, the department arguably had limited success in developing a relationship with its constituency and curried a reputation of being unprofessional, uncooperative, and ineffective. The agency's poor reputation led to limited funding and public support, which in turn, led to inadequate and dilapidated equipment, poor training, and low morale. Read more

Airport Police Value Accreditation Status

Indianapolis (IN) Airport Police Department

 

The Indianapolis Airport Police Department made a decision to raise its expectations, work product, and level of professionalism. The avenue chosen to help us accomplish this was through the CALEA® Law Enforcement Accreditation Program. We began our self-assessment in early 2009, pursuing what is now considered advanced accreditation. It was a challenging task to change the culture and mindset of officers toward a more accountable, reputable way of policing. It's safe to say that all levels of an organization must be on board and willing to change in order for such a transformation to occur. Read more.

 

 Winston-Salem Conference Review
November 13 - 16, 2013

 

The Winston-Salem Conference was a rousing success! Thanks go to Winston-Salem Police Chief Barry Rountree, the members of the Host Committee, and Officer September Tuttle for a memorable conference experience for all. Everyone appreciated the hospitality, particularly the Host Night dinner and music.     

 

At the Saturday Celebration Banquet, 127 agencies received initial accreditation, reaccreditation, and re-recognition awards. See the Conference Awards list here

  
Twenty-four agencies received the CALEA Accreditation with Excellence Award. This credential is an additional indication of an agency's effective use of accreditation as a model for enhanced public safety service delivery. See a list here.  
 

Meritorious Agencies
The following 44 agencies were recognized in Winston-Salem as a Meritorious Agency for achieving and maintaining CALEA Accreditation for 15 or more continuous years: See the list here.    

 

Assessor Recognition 

At the Winston-Salem Conference, 18 individuals were recognized for their years of service as a CALEA Assessor. Acknowledged as the Commission's "eyes and ears," this award is given in recognition of the many loyal public safety officials who have demonstrated their long-term commitment to CALEA and our accreditation process. Two Receive Bittner Award
Sheriff J. Wayne Anderson and Sheriff John E. Zaruba 



At the November 2013 CALEA Conference in Winston-Salem, North Carolina, two individuals were awarded the Egon Bittner Award during the Saturday evening Celebration Banquet: Sheriff J. Wayne Anderson, Sullivan County, Tennessee Sheriff's Office and Sheriff John E. Zaruba, DuPage County, Illinois Sheriff's Office. Read more
Three Commissioners Leave Board 
Commissioners Dekmar, Baker and Voigt Honored

 
The Winston-Salem Conference was the last for three CALEA Commissioners: Louis M. Dekmar, Debra Baker, and Barton R. Voigt. Commissioners Dekmar and Voigt were honored for their dedication and service by Executive Director Sylvester Daughtry and Vice-Chair Grayson Robinson. Commissioner Baker was not in attendance for this conference.

Changes Made to Standards in All Programs

At the Fall 2013 meeting in Winston-Salem, North Carolina, the Commission's Standards Review and Interpretation Committee (SRIC) approved a number of changes to the CALEA Standards. These changes will be published in the latest versions of the PowerDMS™ Standards Lite application of the CALEA electronic publications. A new Glossary term, Electronic Data, was added to all programs and the following standards were affected:

Proving the Observable and Embracing the Electronic Era

Proving the Observable

As accreditation managers strive to ensure their files demonstrate continuing compliance, questions often arise regarding how to adequately prove an "observable" standard. To this end, it is important to remember the Commission has identified these standards as "observable" because compliance can be determined through interaction with agency staff members, reviewing operational activities, touring facilities, or seeing equipment. CALEA has learned that Debbie Ellis, Accreditation Manager for California State University - Fullerton Police Department, died October 17, 2013, following a long battle with cancer. She joined the department in 2000 and had been a CALEA Assessor since 2006.
