ICMA and CALEA Partner to Provide Professional Resources to Constituents

CALEA® and the International City and County Management Association (ICMA) have announced plans to work collectively to meet both organizations' core missions of providing valuable resources to local government public safety and management professionals. These two organizations are broadly acknowledged as leaders in their fields, and thousands of city, town, county, and state entities rely on their programs to promote the efficient and effective delivery of public services. A large percentage of the local government officials from locations with CALEA accredited agencies are members of ICMA and have a keen interest in the benefits derived by their public safety institutions from CALEA Accreditation.
ICMA identifies leading practices to address the needs of its membership, just as CALEA improves the delivery of public safety services by its continuous review and maintenance of a body of standards that cover contemporary public safety issues. This partnership will enhance our efforts to educate the members of the both organizations as to the benefits of participating in CALEA Accreditation and incorporating ICMA resources to reach compliance with standards. CALEA Leadership Profiles
Bruce Robertson, Chief of Police
Centerville, Ohio Police Department
When Sergeant Bruce Robertson was appointed the first accreditation manager of the Centerville, Ohio Police Department's in 1985, he had no idea what accreditation was, nor did he know anything about the Commission on Accreditation for Law Enforcement Agencies. Although it held Rules of Conduct, the agency had no policies or procedures beyond that at the time. Centerville Chief William Randolph thought that Sergeant Robertson would be able to have all 900-plus CALEA Standards covered either in a written directive or accounted for within six months. Four years later, Chief Randolph's "six-month dream" was realized. The Centerville Police Department received its initial CALEA Law Enforcement Accreditation in July 1990. Twenty- three years later, in July 2013, now Chief Robertson and Accreditation Manager Christine Smart accepted the department's seventh accreditation award at the CALEA Conference held in Columbus, Ohio. Communications Accreditation Brings Insurance Reimbursements for Agency
There have been many articles written on the wide array of benefits that the CALEA Accreditation process brings to an agency. Communications agencies should be aware that they also may be eligible for a few additional benefits in the form of reimbursement from their insurance provider.
Valley Communications Center in Kent, Washington has been in the CALEA process since 1999. We received our initial Public Safety Communications Accreditation award in November 2001 and have maintained our accredited status since then. CALEA's Fall Conference in Winston-Salem is just 4 weeks away! The conference activities and training classes will take place in two hotels: the Embassy Suites Winston-Salem and the Marriott Winston-Salem. The hotels are connected by an enclosed walkway, so access is convenient from either hotel. This will be a popular conference and housing is filling fast! CALEA Commissioner Parkinson Receives Two National Awards
Exemplary Service Medal and Order of Merit Presented
CALEA Commissioner Daniel C. Parkinson, Chief of the Cornwall, Ontario Community Police Service, has received two awards recently: the Police Exemplary Service Medal, which was presented August 20, 2013, recognizing his 40 years of service, and the Order of Merit for Police Forces, which was presented October 4, 2013.
Canada's Police Exemplary Service Medal recognizes police officers who have served in an exemplary manner, characterized by good conduct, industry and efficiency. Recipients must have completed 20 years of full-time service with one or more recognized Canadian police forces.
The Order of Merit for Police Forces honors the leadership and exceptional service or distinctive merit displayed by the men and women of the Canadian Police Services, and recognizes their commitment to the country. The primary focus is on exceptional merit, contributions to policing, and community development. Her Majesty Queen Elizabeth II is the Order's Sovereign, the governor general is its Chancellor and a Commander, and the Commissioner of the Royal Canadian Mounted Police is its Principal Commander. Approximately 50 individuals are admitted to the order each year.
Commissioner Parkinson was appointed as an "Officer of the Order of Merit" on April 20th, 2013. On October 4th, 2013, he was presented the Officer of the Order of Merit medal by the Governor General, the Right Honorable David Johnston, Chancellor and Commander of the Order of Merit of the Police Forces at a ceremony hosted by the Governor General in Quebec City.
Congratulations to Commissioner Parkinson on his national recognition and distinguished awards.

CALEA 2013 Changes in Review
CALEA has had a number of significant changes to occur in 2013. These have included the selection of new leadership, new regional program managers, and amendments to the manuals that support the accreditation process. CALEA selected Craig Hartley as its new Executive Director to be effective 2014 and Regional Program Managers Mark Mosier, Vince Dauro and Lorena Singer began work in their new roles in mid-year.
CALEA also made changes to its Accreditation with Excellence Award criteria, which can be found on the CALEA website under the Awards tab. A new pre-assessment transmittal form was also introduced to streamline the assessment planning process. This new form, Assessment Information Transmittal (05/13), can be found under the Clients tab. Also important to note, the CALEA Process and Programs Guide was updated in June 2013, and the current version can be found within the PowerDMS™ application for clients and other subscribers. APCO's CALEA® Committee - Enhancing the Partnership
APCO CALEA Committee Member
Accreditation Manager, Sarasota (FL) Sheriff's Office Communications APCO's CALEA Committee was established in 2010 by then President-Elect Bill Carrow with the intent of promoting the partnership between APCO and CALEA, honoring communications agencies receiving accreditation awards, and providing subject matter experts for standards review and creation. A selective requirement of the committee is that its members must be engaged in the CALEA accreditation process as either an accreditation manager or an assessor. Committee members come from a wide variety of communications centers all across the country, including: Clark Regional Emergency Services, Washington; Raleigh-Wake 911, North Carolina; Onondaga County 911, New York; College Station Police Department, Texas; Anderson County Sheriff's Office, South Carolina; Alexandria Department of Emergency Communications, Virginia; Lincoln Emergency Communications, Nebraska; Valley Communications Center, Washington; Sarasota Sheriff's Office Communications, Florida; City of Roanoke 911, Virginia; and Cobb County 911, Georgia. The Future of Local Government Policing Discussed
At the September 2013 International City/County Management Association (ICMA) 99th Annual Conference held in Boston, Massachusetts, CALEA co-sponsored a day-long symposium with ICMA on The Future of Local Government Policing. The symposium was directed toward city/town managers and police chiefs or sheriffs and focused on many law enforcement management topics facing local government institutions.The moderator was Leonard Matarese, the Director of Research and Project Development for ICMA/CPSM.
