Three New Commissioners

Five Commissioners Reappointed
   

CALEA has announced the appointment of three new Commissioners: Chief Hassan M. Aden, Greenville (NC) Police Department; Colonel Marcus L. Brown, Maryland State Police; and South Carolina Supreme Court Justice John W. Kittredge. In addition, five current CALEA Commissioners were reappointed. All appointments are effective January 1, 2014.    

The five reappointed CALEA Commissioners are: Colonel Joseph Farrow, California Highway Patrol; Chief Ray Johnson, Chesterfield (MO) Police Department; Director David Moore, Monroe County (NY) Public Safety; Director Thomas Warren, Urban League of Nebraska; and Chief Lisa Womack, Lakeland (FL) Police Department.

Also, retiring from the CALEA Board as of December 31, 2013 is CALEA Chair Louis M. Dekmar, LaGrange (GA) Police Department; Lt. Colonel (Retired) Debra Baker, New Jersey State Police; and the Honorable Barton R. Voigt, Wyoming Associate State Supreme Court Justice.

David L. Kurz, Chief of Police
Durham, New Hampshire 

 

Dave Kurz began his law enforcement career in 1974 as a summer police officer directing traffic at a busy intersection in Hyannis, Massachusetts on Cape Cod. Upon completing his Associate degree at Cape Cod Community College, Dave pursued his Bachelor's degree at the University of Southern Maine, and began his full-time law enforcement career in 1977 with the Gorham, Maine Police Department. He was subsequently promoted to shift supervisor and was appointed chief in 1985. During his tenure as chief in Gorham, he graduated from the FBI National Academy, 153rd Session.   
 

In 1990, Chief Kurz accepted the role as Deputy Director of the Maine Drug Enforcement Agency, Maine Department of Public Safety. During his tenure he oversaw the development of operational policy and procedures for the newly formed law enforcement entity, as well as the establishment of a pharmaceutical component that investigated the diversion of legal drugs for illegal purposes. His later collaboration with the Maine National Guard established opportunities for active duty personnel to support the mission of counter-drug operations. Read more.

null CALEA Works to Develop PREA Audit Service for Law Enforcement

In May 2012, the Department of Justice (DOJ) issued national Prison Rape Elimination Act (PREA) standards for Prisons and Jails, Juvenile Facilities, Lockups, and Community Confinement Facilities. Those standards went into effect on August 20, 2012 and the first audit cycle of the PREA standards began on August 20, 2013. The National PREA Resource Center (PRC), in conjunction with DOJ, is creating multiple audit instruments for adult prisons and jails, lockups, community confinement facilities, and juvenile facilities, each based on the respective set of standards. The PREA standards are voluntarily applicable to law enforcement agencies with lockups or holding cells.

 

In preparation to support the future needs of our law enforcement clients, CALEA has participated in the review of a proposed audit tool to be used in determining compliance with the PREA lock-up standards. CALEA is supporting this process to help ensure the tool appropriately solicits information to confirm compliance.

 

CALEA aspires to develop a cadre of assessors that will be certified to use the tool for the purpose of auditing client agencies against the respective standards at an agency's request. Early involvement has been essential to ensure understanding and connectivity to the program, and CALEA Vice-Chairperson Grayson Robinson has continued to provide leadership on this project. While there is yet no date to launch a CALEA Auditing Service for lockups, CALEA has worked with partners like the International Association of Chiefs of Police for the purpose of agency technical assistance.  

 

We have already begun to prepare for this future auditing service by supporting employee development and advancing the certifications of staff. We are please to announce that CALEA Regional Program Manager Lorena Singer, after completing a rigorous week-long training, has become a DOJ "Certified PREA Auditor", a perquisite in order to conduct a PREA audit. The PREA Resource Center provides a link to their list of auditors.

 

More information on the CALEA Auditing Service will be announced once the details have been finalized.  


Regaining Accreditation Puts Agency Back on Track

null The Clarksville, Tennessee Police Department first achieved CALEA® Law Enforcement Accreditation in 1994. A new chief was appointed from outside the department in 1998 and elected not to pursue reaccreditation. The reason for this is unknown to me, and for that matter is not important; however, hindsight is 20-20 and this decision was definitely the wrong one. A new chief was appointed from within the department in 2002 and chose not to seek accreditation. Also during this time period the department suffered through several federal discrimination lawsuits, department morale was low, and our reputation and respect within the community was at its lowest level in 25 years. Our policy manual was in shambles and it seemed as if new lawsuits were being filed daily.

 

In 2007, I was appointed as Interim Chief, and my first decision was to seek accreditation through the CALEA process. I made the decision to seek accreditation based on the fact that I care deeply about this organization and the men and women that comprise it. At the time, approximately fourteen internal federal lawsuits were pending against the department. One month after taking the position I had the displeasure of sitting through one of those lawsuits, which we lost. I saw firsthand that it was because of weak policies and procedures, which laid the groundwork for inconsistent decisions. This was without a doubt the worse experience of my professional life; however, it did strengthen my resolve and determination to regain our accreditation status. Read more.

Plans for CALEA's Fall Conference in Winston-Salem are nearing completion.  The conference is being held at the Embassy Suites Winston-Salem, and also at the Marriott Winston-SalemActivities and training classes will take place in both hotels, which are connected by an enclosed walkway, so access is convenient from either hotel.  This will be a popular conference so book your room early!

CALEA Commissioner & Staff News

Commissioner Gary Margolis
null It was recently announced that a grant was awarded to Vermont-based Margolis Healy & Associates LLC, for the purpose of creating a new National Center for Campus Public Safety.  This center will be created in partnership with the University of Vermont (UVM).  The National Center was chartered by Congress earlier this year with bipartisan support, in the wake of recent school tragedies.  Click here to read the announcement.  We congratulate Commissioner Margolis and look forward to his work on this important project.

 

Commissioner Barton R. Voigt 

null The Honorable Barton R. Voigt, has announced his retirement from the Wyoming Supreme Court effective January 3, 2014.  Justice Voigt served as a county judge in Gillette, Wyoming for two years and as a district judge for eight years in Douglas, Wyoming.  He was appointed to the Supreme Court by Governor James Geringer on March 29, 2001, and served as Chief Justice from July 1, 2006 through June 30, 2010.  We congratulate Commissioner Voigt on his years of service and wish him well in his future endeavors. 
 
Staff Travels   
CALEA Regional Program Manager Christie Goddard will attend the State of Ohio Accreditation Resource (SOAR) Meeting on October 11, 2013, in Columbus, Ohio.

null CALEA Executive Director Sylvester Daughtry, Jr., Deputy Director Craig Hartley, and Associate Director Jim Brown will attend the 120th Annual International Association of Chiefs of Police Conference and Law Enforcement Education and Technology Exposition which takes place October 19-23 at the Pennsylvania Convention Center, Philadelphia, PA.

 
CALEA will staff an exhibit booth and will present a workshop, CALEA® Law Enforcement Accreditation - New Tools for Today's CEO, on Tuesday, October 22, from 3:30 pm to 5:00 pm.  Deputy Director Hartley will facilitate the presentation and CALEA Chair Louis Dekmar will be the moderator.  Serving on the panel will be Colonel Douglas A. Middleton, Chief of Police, Henrico County Division of Police, Virginia; Chief Maureen S. Rush, M.S., CPP, Vice President for Public Safety, Superintendent of Penn Police, University of Pennsylvania; and Colonel Marcus L. Brown, Superintendent, Maryland State Police.

The 9th Annual Excellence In Policing - Leadership and Accreditation Conference, sponsored by the New Jersey Public Safety Accreditation Coalition (NJPSAC), will take place October 29-30, 2013, at Stockton College, Galloway, New Jersey.   CALEA Regional Program Manager Steve Mitchell will attend and provide accreditation manager training to CALEA clients on October 29.  For further information see the  NJPSAC website here.

The Gold Standard Assessment

Nearly two years ago, CALEA tested and implemented a new assessment process for agencies that had historically demonstrated success with the traditional CALEA® Accreditation assessment model. An agency that is being reviewed for a second reaccreditation or greater can now request a Gold Standard Assessment (GSA). The GSA focuses on processes and outcomes through interviews and observations, as opposed to the traditional intensive and comprehensive file review.

Although some file review occurs in the GSA process, it is typically limited to off-site work and linked to new standards or agency policy changes. The files to be reviewed are determined during the agenda conference call which includes agency representatives, assessment team members, and CALEA staff. All other activities associated with the traditional CALEA Assessment model are still employed during the GSA process. This includes a public hearing and a telephone call-in session. Read more.

Sample Policy Library Reminder
The CALEA Sample Policy Library is available for client use and features sample policies for about a quarter of the Law Enforcement Standards and a hand full for Communications Standards. If you have not visited this helpful new resource, check it out on the CALEA website under the Clients tab. It is structured to enable a search for a policy by program manual, chapter, standard, and agency. 


The library can be an invaluable resource for shaping or creating directives that satisfy CALEA Accreditation requirements. The policies are to be regarded as a sample or one example; they are not to be considered model policies and do not ensure standards compliance.


If your agency has not yet contributed to the library offerings, please take a few moments and do it now! The Accreditation Manager just selects one or two policies (more if you like) that corresponds to a CALEA Standard and emails the policy in a PDF format to CALEA staff member Reginald Newell (rnewell@calea.org). Include your agency name, program, standard title, and the standard number. He will upload the policy directly into the library. Please limit sample file size to no more than 2.5 mg. Contact your CALEA Regional Program Manager with questions.

The purpose of the CALEA Agency Support Program (CASP) is to support the professional development of under-funded law enforcement agencies, public safety communications centers, public safety training academies, and campus security organizations by offering financial support to qualified agencies seeking accreditation for the first-time

As a reminder to perspective agencies considering enrollment in any CALEA program, a
pplications for the CASP are now being accepted until December 31, 2013. For more information, eligibility criteria, and an application form, please see the link located under the Resources tab on the website.

Dispatcher for Hamilton County E-911 Heralded 

 

Dispatcher Amanda Miller of the Hamilton County E-911 in Chattanooga, Tennessee, was just doing her job when she answered a recent 911 call.  On the line was a terrified 12-year old and her younger sister who were alone at home as two criminals were breaking in.  "If accreditation helps create professionalism, like we all believe it does, then this story is additional proof of a "textbook" way of handling what could have been an horrific situation," says Angel D. Geoghagan, Ph.D., Hamilton County Emergency Communications District Accreditation Manager.
