Craig Hartley Selected as Next CALEA® Executive Director 
Begins January 1, 2014

After an international search, CALEA® is pleased to announce W. Craig Hartley, Jr. has been selected as its Executive Director, following the retirement of Sylvester Daughtry, Jr. in December 2013.  Craig will work with the current Executive Director over the next several months to ensure a seamless transition for staff, client agencies, stakeholders and the Commission.

Craig has been employed with CALEA since 2008 as the Deputy Director/Chief of Staff.  He began his career with the Greensboro (NC) Police Department in 1989 and served in a number of positions within the agency before becoming an Assistant Chief of Police.  During his tenure with Greensboro, he worked in the functional areas of patrol operations, tactical operations, accreditation, internal affairs, personnel, training, budget and planning, information and technology, and served as the chief of staff.  Before coming to CALEA, Craig also worked for the Virginia Department of Criminal Justice Services, an agency within the Executive Branch of state government assigned to the Secretary of Public Safety.  While there he led the department's Policy, Planning and Research Division and coordinated legislative affairs and public information. 

Craig is a graduate of Appalachian State University and the University of North Carolina at Greensboro.  He holds a Bachelor's degree in criminal justice/political science and a Master of Public Affairs.  He has received specialized police management and leadership training from the Southern Police Institute and the Center for Creative Leadership, and is a graduate of the Federal Bureau of Investigation National Academy.

The Executive Director of CALEA is provided the authority and is responsible for the administration of all aspects of the Commission's credentialing programs.  The position functions as the organization's Chief Executive Officer and is also responsible for the implementation of policies set by the Commission, as well as supporting the development and pursuit of annual goals and objectives.  This includes providing financial and administrative management for the organization. The Executive Director ensures adherence to the corporation's bylaws and policies, and direct staff and other resources in a manner that supports the overall mission of the organization.

Selecting the CALEA® Executive Director

 

 
Selecting CALEA's leadership is one of the most important tasks for the Commission in ensuring its continued relevance within the public safety community. This includes annually electing a board of officers and periodically appointing Commissioners, as well as selecting the executive director for the organization. To this end, the Commissioners of CALEA put forth great effort to ensure the new Executive Director possesses the knowledge, skills and abilities to lead the organization in the years to come.  I would like to thank the following Commissioners for their "extra duty" efforts serving on the Search Committee with me: Richard Myers, who chaired the search, Grayson Robinson, Craig Webre, Debra Baker, and David Moore.

 

Our process for identifying this person included an international search, which resulted in the receipt of numerous applications. These applications were reviewed and the top candidates participated in an interview before a panel of six Commissioners who presented questions ranging from strategic planning to financial management for non-profit organizations. In short, the process mirrored that which is traditionally applied in the selection of public safety executive directors. The Commission was insistent this comprehensive selection model be utilized to ensure the best possible candidate was identified. It was understood this process contributes to the organization's integrity as it administers professional standards and credentialing programs.

 

CALEA is confident in its selection of W. Craig Hartley, Jr. as its new Executive Director and looks forward to his contributions in this role. As the Gold Standard for Public Safety Agencies, we must always remain accountable to the public safety community, and our work in identifying the best leadership is another example of this commitment.

Dr. John Bizzack, Commissioner

Kentucky Department of Criminal Justice Training

 


 

 

Dr. John Bizzack has been the Commissioner of the Department of Criminal Justice Training, Kentucky Justice Cabinet since 1996, having been appointed and reappointed by three consecutive governors. He retired from the Lexington Division of Police where he served 25 years. His career experience ranged from detective, to commander of the Bureau of Investigation, to assignments in the Office of the Chief of Police. Dr. Bizzack's association with CALEA® and the accreditation process dates back to his years at the Lexington Police, when he was the agency's Law Enforcement Accreditation Manager and served as a CALEA assessor for many years as well.

 

In Kentucky the Peace Officer Professional Standards (POPS), enacted through legislation and enforced by the Kentucky Law Enforcement Council, has encoded the demand for well-trained men and women who meet a higher standard. As a result, the Department of Criminal Justice Training (DOCJT), the state's primary training academy located in Richmond, Kentucky, is responsible for training law enforcement personnel across the Commonwealth. Those receiving training include law enforcement officers from municipal, county, sheriff, university, airport and state law enforcement agencies, as well as telecommunicators and coroners.  Read more.

Measuring the Impact of Accreditation Using the Gold Standard Assessment 


The Scottsdale, Arizona Police Department received its initial CALEA Law Enforcement Accreditation in November 1994, and has participated in six reaccreditation assessments in the subsequent years. Our last reaccreditation in 2012 was the seventh time participating in an assessment process, marking 18 years as a CALEA accredited agency.

I arrived in Scottsdale in 2002 and was appointed an Assistant Chief of Police. I became the Chief in May 2003 when we were in the midst of a reaccreditation process. City leadership at the time was not enamored with the thought of CALEA Accreditation; some members had experience with a state accreditation program, which they believed was a better choice. At the heart of the discussion, was the belief that the CALEA process only verified that an agency had policies in place and that compliance was demonstrated by "file" verification. I felt there was no way to adequately demonstrate that employees, on the street level at the service delivery point, had embraced the standards as the way they conducted business.  Read more.
 2013 CALEA Summer Conference
July 31 - August 3, 2013
Plan now to attend the summer conference hosted by the Columbus Division of Police, the Ohio State University, Department of Public Safety, Police Division, and the State of Ohio Accreditation Resource (SOAR).  The conference will be held at the Hyatt Regency Columbus, which is conveniently located downtown in the heart of the city and within easy walking distance to many visitor attractions.

Two Commissioners Except New Positions 
 
Commissioner Debra Baker accepted the position of Director of Executive Security, Intelligence & Security Operations for TD Ameritrade, an online brokerage firm based in Omaha, Nebraska. She retired in June 2012 as the Deputy Superintendent of Administration for the New Jersey State Police after nearly 26 years of service
.

  

 
Commissioner David Moore was
recently named the Director of Public Safety for Monroe County, New York. This position coordinates and manages a wide variety of services which help to ensure the safety of Monroe County citizens. The director develops the County's public safety policy and promotes cooperation among county, municipal and state public safety agencies and officials.  The director administers the county's provision of public safety services with the exception of those services provided by the sheriff, district attorney and public defender. The director also chairs the Monroe County Criminal Justice Council and co-chairs the Public Safety Sector Team. The Office of the Director provides budgetary review, grant coordination, technical assistance, planning guidance, training services and management for all divisions of the department.  Formerly he served the City of Rochester, New York as the Director of the Office of Public Integrity and was previously the Chief of Police with the Rochester Police Department.

CALEA Regional Program Manager Steve Mitchell is presenting a one-day Basic Accreditation Management training class at the Northeast Counterdrug Training Center (NCTC) at the NCTC Campus at Fort Indiantown Gap, Annville, Pennsylvania, on June 4, 2013, from 0830 to 1600. The Albany (NY) Police Department Sets an Excellent Example  

 

Recently when the Albany (NY) Police Department enrolled in the  CALEA Law Enforcement Accreditation Program, Accreditation Manager Sergeant Melissa Gipson and the Research & Development Team developed a monthly electronic newsletter to keep the department informed of its progress in achieving accreditation.
 
This is exactly the kind of activity that creates long-term benefits for the agency as it works its way through self-assessment.
