At the CALEA Conference in North Charleston, South Carolina, occurring March 20 - 23, 2013, attendees experienced the tremendous hospitality provided by the host agency and the broader South Carolina CALEA Accreditation Coalition. In fact, many commented on the great job by the North Charleston Police Department in ensuring everyone had a successful conference and an opportunity to see the area's attractions.
During this conference we were also pleased to acknowledge the accomplishments of two agencies receiving the CALEA® TRI-ARC Award: the Newport News (VA) Police Department and the Shelby County (TN) Sheriff's Office. The CALEA® TRI-ARC Award is given to the governing body(s) and agencies that have concurrent CALEA accreditation for their law enforcement, public safety communications and public safety training agencies. Smile....You're On Candid Camera!
Issues Concerning Recording and Photographing of Public Safety Activities

From the summer of 1948 through the spring of 2004, the extraordinarily popular television program, Candid Camera, entertained the American public through the innovative deployment of concealed cameras, used to film ordinary people being confronted with a variety of unusual and often embarrassing situations. During a broadcast, the program's creator and host, Allen Funt, would typically introduce each program segment by providing the viewer with details of the well-conceived scenario and how the unsuspecting individual should eventually react to the prank. Once the broadcast demonstrated the intended embarrassing or frustrating outcome, Mr. Funt would conclude the situation by announcing to the victim "Smile!!....You're On Candid Camera!" The original concept of Candid Camera continues to attract our attention and has recently been replicated, in varying degrees, through What Would You Do? and Punk'd as well as many similar television programs. Celebrating the 100th
CALEA Conference
The Charleston Area Conference was a resounding success with over 600 attendees participating in a variety of training classes and enjoying the exceptional hospitality of our hosts. A very special thanks goes to conference coordinator, North Charleston Deputy Chief David Cheatle, South Carolina PAC President John Tucker, and the following host agencies for providing a well-planned and executed conference: North Charleston Police, Charleston County Sheriff's Office, City of Charleston Police, Mount Pleasant Police, Charleston County Aviation Authority Police, Goose Creek Police, Isle of Palms Police, Medical University of South Carolina Police, and the South Carolina PAC membership.
At the Saturday Celebration Banquet, 118 agencies received initial accreditation, reaccreditation, recognition, re-recognition, and recognition through alliance awards. See a list here.
Fifteen agencies received the CALEA Accreditation with Excellence Award. This credential is an additional indication of an agency's effective use of accreditation as a model for enhanced public safety service delivery. See a list here.
Also, 27 were recognized as a Meritorious Agency for achieving and maintaining CALEA Accreditation for 15 or more continuous years. See a list of agencies receiving the award here.
The Egon Bittner Award was presented during the banquet to Chief Gerald L. Brooks, Greenwood (SC) Police Department; Sheriff Edward V. Rochford, Morris Country (NJ) Sheriff's Office; and Chief James D. Hill, Salina (KS) Police Department. Read more.

CALEA TRI-ARC Award Presented

During the Celebration Banquet at the Spring 2013 CALEA Conference held in North Charleston, South Carolina, the CALEA TRI-ARC Award was presented to two agencies. The award was created to recognize entities that concurrently hold all three CALEA Accreditation Awards: Law Enforcement, Public Safety Communications, and Public Safety Training Academy.
The latest recipients of the CALEA TRI-ARC Award are the Newport News, Virginia Police Department and the Shelby County, Tennessee Sheriff's Office. Read more here.

CALEA Leadership Profiles
Alan Rodbell, Chief
Scottsdale (AZ) Police Department
Alan Rodbell began his law enforcement career in 1976 as a Patrol Officer with the Montgomery County Department of Police in Rockville, Maryland. He was subsequently promoted to the ranks of investigator, sergeant, lieutenant, captain and was named Assistant Chief of Police in 1996. He held that position in Montgomery County until 2002, when he relocated to Arizona and accepted the position of Deputy Chief of Police, Investigative Services Bureau, with the Scottsdale, Arizona Police Department. In April 2003 he was promoted to Chief of Police at Scottsdale.
Chief Rodbell also serves as the Director of Public Safety. In this capacity, he is responsible for leadership of the Police, Fire, and Public Safety Departments for the city. The Public Safety Department was an innovative reorganization under his leadership. The city combined various support services that have traditionally been duplicated in both the Police and Fire Departments, such as personnel, fleet, and budget functions, into a new Public Safety Department, consisting of Public Safety Operational Support, and Homeland and Municipal Security operations, saving taxpayer dollars. Important Announcement Concerning the CALEA® Accreditation with Excellence Award
New Policy Begins with the Fall 2013 Conference
During the Spring 2013 CALEA Conference in North Charleston, South Carolina, the Commission revised the criteria for the CALEA® Accreditation with Excellence Award after careful review and considerable discussion.
The newly adopted policy will take effect beginning with the Fall 2013 CALEA Conference accreditation awards in Winston-Salem, North Carolina. Any agencies that have already submitted applications for Accreditation with Excellence for the fall conference review will be assessed under the previous criteria; however, no additional applications will be accepted. Agencies being reviewed at the Summer 2013 CALEA Conference in Columbus, Ohio, will be evaluated under the previous policy criteria.

CALEA Commissioner and Staff News
Commission Vice-Chairperson Grayson Robinson, Sheriff of Arapahoe County, Colorado, has recently been appointed to the Executive Board of the National Police Research Platform (NPRP), which is supported by the National Institute of Justice. The NPRP is a long-term project designed to collect systemic data regarding law enforcement organizations in a strategic manner. The efforts of the NPRP will collect internal measures of organizational behavior and external measures of behavior from citizens having recent law enforcement interaction. Through rigorous and standardized data collection and timely feedback to agencies, the NPRP promotes evidence-based learning and continued professionalism within the law enforcement field. Multiple Accreditations
CALEA® Accreditation is a blueprint for an organization with the desire to operate by the best practices for public safety agencies. The model can be used for law enforcement, communications, training academies, and campus security agencies. In some cases an agency may be responsible for more than one of these functions. For instance, a police department may also be responsible for the communications center and the training academy; or campus security may also have an academy and a communications center. Agencies that fit these categories are eligible to participate in multiple accreditation programs.
Many CALEA clients have embraced the spirit of accreditation by participating in multiple programs, which is valuable because the programs are independent of each other. While the law enforcement or campus security programs have standards covering training and a chapter on the communications function, the topics are not covered to the extent that is given to those functions in the separate training academy and communications accreditation programs. SRIC Notes - Standards Changes
During the March 2013 CALEA Conference in North Charleston, South Carolina, the Commission's Standards Review and Interpretation Committee (SRIC) acted on several standards. The standards changes have been made in the PowerDMS™ application and CALEA clients (CEOs and accreditation managers) were notified by email on April 2, 2013. REMINDER...Client-to-Peer Recruitment Incentive Program
Program in effect until December 31, 2014
The Client-to-Peer Recruitment Incentive Program was announced in the December 2012 E-Communique newsletter. CALEA wants to acknowledge representatives from enrolled agencies and active CALEA Assessors who serve as strong CALEA ambassadors by recruiting new agencies to enroll in CALEA Accreditation. The program gives credit to be applied toward future CALEA conference attendance costs to representatives of currently enrolled CALEA agencies and active CALEA Assessors who are directly responsible for the recruitment of agencies signing a CALEA Enrollment Agreement.
