Recognizing the 100th CALEA Conference

The upcoming Charleston Area CALEA Conference is the 100th meeting of the Commission. The significance of which is not that the Commission has simply met 100 times, but that CALEA's founding purpose has endured and thrived over the past 33 years. To simply say much has changed at CALEA since that first meeting in December 1979 would be an understatement!

The first 14 Commission meetings were devoted to the development of the organization, and to the creation of the law enforcement standards and the accreditation process. It was not until meeting number 15 in May 1984 that the first agency was granted accreditation, and not until 1986 did the Commission adopted the three-conferences-a-year schedule and started to provide one day of training workshops at conferences. And, it was not until 1997 that a second day of training was offered at the conferences. That also was the year the first Commission website was created.  Read more.

CALEA Leadership Profiles

James O'Keefe, Ph.D.
Deputy Commissioner
of Training
New York City Police Department
Training Bureau

When Dr. James O'Keefe was appointed Deputy Commissioner of Training for the New York City Police Department Training Bureau in October 2011, he was already familiar with the position. Dr. O'Keefe had retired as Director of Training for the New York City Police Department in 2001 to accept a position as an associate professor of criminal justice leadership with St. John's University. In the intervening years the NYPD Training Bureau had become CALEA® Public Safety Training Academy Accredited in November 2006, the 14th academy to achieve the award. The department, to which he was returning, now was guided by a new, thoroughly documented set of written directives- the NYPD Training Bureau Policy and Procedure Manual. Read more.

Editorial Note: CALEA Leadership Profiles is a new feature for the newsletter. We want to recognize some of the many exceptional leaders involved in CALEA programming that provide inspiring leadership to their agency, to other CALEA agencies, and to the public safety profession. Agencies are encouraged to nominate additional
leaders by submitting their names and profiles to CALEA

Dennis Hyater Retires

After 21 years of service to CALEA®, Regional Program Manager Dennis Hyater has retired. Dennis joined CALEA in 1992 after serving 28 years with the Metropolitan Police Department in Washington D.C., where he retired as a lieutenant.

As a CALEA Regional Program Manager (RPM), Dennis has served as a training coordinator, assessor trainer, accreditation manager trainer, and staff liaison to the Commission's Review Committees and Awards Committee. He has assisted with a multitude of special projects and worked diligently to ensure the mission of the Commission has been addressed through special programming and client services.

CALEA appreciates the commitment and dedication Dennis has provided during his tenure, and wishes him all the best in retirement. We know his favorite golf courses and fishing spots will be seeing a lot more of him!

Reaccreditation: Look Ahead and Plan Accordingly

"Plans are nothing; planning is everything."
General Dwight D. Eisenhower

Self-assessment is a continuous mode of self evaluation and comparison of agency practices, policies, and conditions with the CALEA standards. After an initial on-site assessment, the moment the assessors complete the on-site and depart your agency, your files become obsolete.

Accreditation managers do not want to forget this concept and wait until their first commission review before considering reaccreditation planning. Regional Program Managers (RPM) frequently receive calls from accreditation managers somewhere late in an agency's first year of accreditation asking, "How should I prepare reaccreditation files? Should it be for the calendar year, or from award date to award date?" They are surprised to learn that the relevant period for reaccreditation documentation is always from on-site to on-site. Calendar years and award date years are not relevant to the dated documents in an accreditation file ─ only those documents that are dated between assessments are.  Read more.
