Message from the Executive Director

Friends and Fellow Professionals:

 

I have given notice to the Board of Commissioners of the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®) of my decision to retire as Executive Director at the end of 2013. At that time I will have served 15 years as the Executive Director, nine years as a Commissioner (three of the nine as Chairperson/President) and three years as an assessor. My career with CALEA has been a very rewarding experience and provided me an opportunity to work with many of the very best practitioners and leaders within the public safety profession.

 

It is also important to recognize that the CALEA Accreditation process has never been more important for public safety agencies than it is today. Since CALEA's beginning in 1979 the Commission has worked tirelessly to promote accreditation as the most effective management model for contemporary public safety agencies. Because these agencies are subject to intense public scrutiny and are accountable as a critical component within the broader criminal justice process, they must remain transparent and sufficiently nimble to adjust to revisions in public policy and emerging priorities. To this end, CALEA continues to support public safety agencies in this regard and it is clear to me that it is well positioned as a professional credentialing association to be a significant contributor in the future.  

 

Furthermore, CALEA has been the benefactor of excellent volunteer leadership over its 33 year history. I have observed countless examples of personal commitment and dedication to serving the needs of clients and the entire public safety community. This has included CALEA's board members, staff and those contributing as members of special focus groups and committees. Additionally, CALEA's founding organizations consisting of the International Association of Chiefs of Police (IACP), National Sheriffs' Association (NSA), National Organization of Black Law Enforcement Executives (NOBLE), and Police Executive Research Forum (PERF) have always worked effectively with the organization to enhance its effectiveness. CALEA clearly has a bright future as it continuously enhances it programming and expands its services into new public safety venues.

 

My professional career will span forty five years when my retirement becomes effective December 31, 2013. The highlights include a 29 year career with the Greensboro, North Carolina Police Department, serving as Chief of Police the last eleven years; serving as president of the IACP (1993/1994); and of course my rewarding service with CALEA. During the coming year, I will take the opportunity to say goodbye to the many friends I have made over the years. Millicent and I will cherish the fond memories we have of our CALEA experience for years to come.

 

 

CALEA Announces Commissioner Appointment

 

Anthony B. Purcell

CALEA® is pleased to announce Assistant Vice President/Chief of Police Anthony B. Purcell of the University of Alabama at Birmingham has been appointed as a member of the CALEA Board of Commissioners. Chief Purcell will fill the unexpired term vacated by the retirement of Commissioner Theron Bowman.
 

Chief Purcell has a long career in law enforcement, beginning with the Durham County (NC) Sheriff's Department in 1983. He has held positions as Chief of Police and Director of Public Safety at North Carolina Central University; Chief of Police and Director of Public Safety at the University of North Carolina at Charlotte; and Deputy Chief of Police at Georgia Institute of Technology before assuming his current position in October 2006.
 

The University of Alabama at Birmingham Police Department has been CALEA Law Enforcement Accredited since July 2008 and Chief Purcell has been a CALEA Assessor since December 2008. He also served on the Commission's 2010-2011 College & University Accreditation Ad Hoc Committee.
 

He holds both a Bachelor's and a Master's degree in criminal justice from North Carolina Central University, and is a graduate of the FBI National Academy, as well as other executive programs. He is a member of several organizations including the International Association of Chiefs of Police and the National Organization of Black Law Enforcement Executives, and is the former Southeast Region Director for the International Association of Campus Law Enforcement Administrators.

Beginning with this issue, CALEA Leadership Profiles will be a regular feature for the newsletter.  It will recognize some of the many exceptional leaders involved in CALEA programming who provide inspiring leadership to their agency, to other CALEA agencies, and to the public safety profession.  Agencies are encouraged to nominate additional leaders by submitting their names and profiles to CALEA E-Communique Editor Janice Dixon at jdixon@calea.org.

  

The Staunton Police Department has a long history with CALEA Accreditation, being the 11th agency to receive Law Enforcement Accreditation in May 1985. The agency is currently preparing for its ninth on-site assessment in April 2013.  In a quote following the department's 2007 reaccreditation, Chief Williams expressed his commitment to the CALEA accreditation process and his pride in what it does to maintain the department's level of professionalism and excellence. "You know that your agency has internalized the accreditation process," Chief Williams remarked, "when the CALEA Assessment Team Leader tells you that he spoke to your janitor on a trip to the rest room during the on-site, and the janitor was able to articulate the importance of accreditation to the department!"

Client-to-Peer Recruitment Incentive Program

 

Program in Effect for 2013 and 2014 

 

Announced in the December 2012 issue of the E-Communique, this new incentive program rewards representatives from enrolled agencies and active CALEA Assessors who are directly responsible for the recruitment of agencies signing a CALEA Enrollment Agreement.  These individuals will receive a credit to be applied toward future CALEA Conference attendance costs. The credit is predicated on the first year accreditation fees for the enrolling agency. See the complete announcement here.

Accreditation and Time Sensitive Analyses and Reviews

 

 

CALEA® Accreditation has many purposes, but it can be argued that one of the most important reasons to maintain accredited status is the process serves as an information sharing model that presents contemporary data on high liability issues. The information gleaned from the process provides insights to support decisions related to policies, training curriculums, equipment issuance and access, and organizational planning. In short, CALEA Accreditation informs members of public safety agencies on operational and administrative activities, and it provides a process for continuous improvement.

 

Although CALEA Standards are constructed with the aforementioned tenet in mind, sometimes latitude exists within the standards that can detract from the intended application. As an example, a number of standards require an analysis or review of data to occur annually or at some other point. However, when the activity is to occur is not specifically denoted within the standard. This lack of specificity can yield confusion for accreditation managers or others within agencies responsible for completing the requisite analyses or reviews. Many agencies specify within policy when the activity will be conducted to institutionalize the practice, which generally resolves the confusion for staff. It is important to remember that if a timeline for the completion of the analysis or review is committed to a "written directive", then it is binding on the agency and must be followed to remain in compliance.  Read more.

  • The PREA Resource Center extended the grant proposals deadline to February 1, 2013Agencies that operate small (less than 100 beds) or medium (less than 500 beds) facilities are strongly encouraged to apply.  See the full announcement here.          
  • Be sure to check out the Lessons Learned and Emerging Issues link on the CALEA website, as well as the Did You Know...? feature for the latest research and available publications on public safety.            
  • The work on the development of an online Sample Policy Library for clients is continuing. In order to populate the library with policies that complement the standards, it is necessary that Accreditation Managers respond to email requests made through a web-based application linked to calea@calea.org asking for specific policies. Please verify your computer is accepting the calea@calea.org domain emails.  Contact your CALEA Regional Program Manager with questions.
