Road Map to Excellence in Public Safety Communications
By: Robert R. Greenlaw, Managing Member, Public Safety Consultants, LLC
[Editorial note: This article originally appeared in the Oct/Nov/Dec 2012 issue of In Command, the publication of the Ohio Fire Chiefs' Association, and is being re-published with permission.]
In the April/May/June issue of InCommand magazine, I discussed a "Road Map Toward Consolidated Communications." The road map contained three major components - governance, application of professional standards, and standardized dispatch protocols. Since articles in this issue deal with fire accreditation, I would like to further discuss the application of professional standards to the public safety communications center.
Emergency communications is the lifeline for our first responders and the public, and its importance within the public safety continuum cannot be overstated. All public safety stakeholders need to become advocates for professional excellence within their communications centers. In my previous article, I referred to a proven management model developed by the Association of Public Safety Communications Officials International (APCO) in conjunction with the Commission on Accreditation for Law Enforcement Agencies (CALEA), comprised of approximately 216 standards structured into seven chapters. Accreditation Helps Agency Better Manage Resources During Tough Economic Conditions The Trotwood, Ohio Police Department is a B-size CALEA® law enforcement agency, accredited since March 2003. The City of Trotwood is like many other Midwestern cities in America facing tough economic conditions like job loss, high unemployment rates, high foreclosure rates, and reduced or diminished resources with which to provide basic city services. As a result of being CALEA Accredited, the Trotwood Police Department has been able to adjust to these changes in its internal and external environments through utilizing the CALEA Standards as a blueprint for the efficient use of our resources and improved service delivery. Program Manager's Corner
The Benefits of PAC Participation
Agencies that are considering enrollment, newly enrolled, or have a proven track record with CALEA accreditation can benefit from joining a Public Safety Accreditation Coalition (PAC). PACs are organized by state, region or public safety function such as communications or state police agencies. PACs meet at least quarterly to discuss CALEA updates, issues that apply to the region, network, and provide training and resources for one another.
It has been proven PACs are great resources with policy development, mock assessments, and training. A CALEA Regional Program Manager is assigned as a liaison to each PAC as an additional resource. Regional Programs Managers travel to participate in PAC meetings to maintain a seamless service with CALEA clients. They also have quarterly teleconferences with PAC Presidents after each CALEA Conference. Read more.

CALEA® Online Sample Policy Library
Announcement to Accreditation Managers to "Please Share Your Policies with Other CALEA Agencies"
In case you missed an earlier announcement, CALEA staff is working on the development of an online library of SAMPLE policies. Email requests are being sent to Accreditation Managers to "Please Share Your Policies with Other CALEA Agencies." In order to populate the library with policies that complement the standards, it is necessary that you respond in a timely fashion to the email request asking you to submit specific policies. Contact is through a web-based application linked to the CALEA website so please verify your computer is accepting emails with the calea.org domain name.
The goal is to gather these policy resources for every standard in each program. The sooner a significant number of sample policies have been collected, the sooner we will be able to launch this valuable resource.
This library will be available online to all clients as a resource for shaping or creating directives that satisfy CALEA Accreditation requirements. The policies are to be regarded as a sample or one example; they are not to be considered MODEL policies and do not ensure standards compliance.
More information on the new resource will be provided as the library evolves. Contact your CALEA Regional Program Manager with questions.
