October has started with good news for CPA, as Ludlow Town Meeting last night approved a spring 2014 ballot election on CPA. We're hoping for more good news later in the month as we receive final word on the $25 million in additional funding for the statewide CPA Trust Fund. Latest News on the CPA Statewide Trust Fund | |

One of the most exciting provisions of last year's CPA legislative amendments was the commitment by the state to deposit an additional $25 million into the CPA Trust Fund. Those funds would come from the state's FY2013 budget surplus, and the result would be a significantly higher trust fund distribution for all eligible CPA communities this fall.
The state's comptroller must certify the amount of the surplus by October 31st. If tradition holds, we most likely will not know the amount of the state's surplus until that day. Although there are six different state programs that have been promised a collective $85 million from any potential surplus, the $25 million for CPA is in first position. If available, the plan is for the funding to be added to the CPA Trust Fund prior to this fall's distribution to communities.
Once the final determination on the surplus is made, the Department of Revenue (DOR) will calculate the amount that each CPA community will receive and then distribute those funds on or before November 15th. The distribution occurred on October 15th in past years, but the date was changed to allow time for the $25 million to be added to the trust fund prior to the distribution.
The Coalition is closely monitoring the budget surplus process, and we'll forward a news bulletin as soon as the information is announced.

Now that all communities have finished entering their FY2013 CPA projects in the state database, it's clear that last year was a busy one for CPA. We've compiled the latest CPA project statistics and they reveal significant strides in the recreation category last year. That was to be expected, following the amendments to CPA allowing communities greater flexibility to rehabilitate existing recreational assets. The Coalition is pleased to announce The 3rd Annual Kuehn Community Preservation Awards, to honor ten local "Community Preservation Heroes." We're looking for the names of individuals who have been significant contributors to the success of CPA, and our plan is to honor these individuals in a celebration at the State House early next year.
