NOTICE OF PUBLIC HEARING ON:  

 

 

I.    Proposed amendments to Pollution Control Standards for Discharges to the Ohio River 2013 Revision (Document I on the Commission's Pollution Control Standards web page at www.orsanco.org/pcs).

 

II.    Proposed FirstEnergy Corp., Pleasants Power Station, variance from Pollution Control Standards for Discharges to the Ohio River 2013 Revision Chapter 4.F, Mixing Zone Prohibition for Bioaccumulative Chemicals of Concern (Document II on the Commission's Pollution Control Standards web page at www.orsanco.org/pcs).

 

Pursuant to the authority contained in Article VI of the Ohio River Valley Water Sanitation Compact, and by direction of the Ohio River Valley Water Sanitation Commission, a public hearing will be held by the Commission on April 14, 2015 at the Holiday Inn Cincinnati Airport, 1717 Airport Exchange Blvd., Erlanger, KY.  The hearing will be conducted from 4:00 pm until 7:00 pm (EDT), or until completed.  The record of the hearing shall remain open and written testimony accepted beginning today and extending for thirty days after the hearing, until midnight on May 14, 2015.

 

The purpose of said hearing is to receive comments, including data and scientific justifications or other supporting rationales, concerning each of the Commission's two proposed actions described as follows:


 
I.  Proposed amendments to Pollution Control Standards for Discharges to the Ohio River 2013 Revision, as specified in Document I which can be accessed from the Commission's Pollution Control Standards web page at www.orsanco.org/pcs.


 
II. Proposed FirstEnergy Corp., Pleasants Power Station, variance from Pollution Control Standards for Discharges to the Ohio River 2013 Revision, Chapter 4.F, Mixing Zone Prohibition for Bioaccumulative Chemicals of Concern, regarding their discharge of mercury to the Ohio River, as specified in Document II which can be accessed from the Commission's Pollution Control Standards web page at www.orsanco.org/pcs.


 
All interested parties will be given adequate opportunity to express, both orally and in writing, their views and supporting rationales upon the issues to be considered.  Brief oral summaries and submission of written comments are encouraged.


 
Interested parties desiring information on the current Pollution Control Standards, the proposed amendments to the standards, and instructions on how to submit comments concerning the proposed amendments to the Pollution Control Standards, or concerning the conduct of said hearing may obtain such information through the Commission website at www.orsanco.org/pcs, or by contacting the Commission (5735 Kellogg Ave., Cincinnati, OH 45230, 513-231-7719).  Information concerning the proposed FirstEnergy variance may also be obtained in that manner.


 
Two informational webinars on these proposals will be held on March 24, 2015 at 4:00 pm (EDT) and April 9, 2015 at 4:00 pm (EDT).  Instructions on participating in the webinars may also be found on the website or by contacting ORSANCO. 


 
Please be advised that while the two proposals have been grouped for the purposes of accepting comments and for the convenience of interested parties who may be attending the public hearing, the proposed variance is not related to the proposed revisions to the Pollution Control Standards.
