Developing St. Albert
DARP: Why Developing Downtown is Important

On August 31st 2016, the City of St Albert opened St. Anne Promenade, a new roadway that connects St. Anne Street with Taché street. This project is part of the approved Downtown Area Redevelopment Plan (DARP) (https://stalbert.ca/dev/downtown/darp/ ) that will help increase economic opportunity, enhance traffic and pedestrian flow, and re-energize downtown.

How exactly will developing downtown St. Albert increase economic opportunity? In essence, developing St Albert's downtown will help accomplish 3 objectives: Increase urban livability, stimulate investment in existing and new developments, and increase business retention and expansion.

1.  Increase Urban Livability
Urban lifestyles are becoming increasingly attractive in the western world; young professionals, retirees, and people from many backgrounds want to return to city centres for convenient access to jobs, shopping, culture, transit and other amenities. Simply put, more people want to live in and visit places that provide convenient access to a multitude of amenities.

DARP aims to increase the urban livability of Downtown St. Albert; the new Amacon residential buildings will more than triple the amount of people who can embrace this lifestyle by living in downtown. Additionally, developments like the new St. Anne Promenade will better manage the flow of both vehicular and pedestrian traffic, and will create opportunities for spaces like Millennium Park to transform into new amenities.

2. Stimulate Investment
A downtown with great urban livability will bring in more people, and more people will bring in more investment. Downtown St. Albert currently has a number of empty lots and under-utilized spaces; these spaces will become more attractive to investors as greater urban livability brings more permanent residents and visitors into the area.

The new St. Anne Promenade is an example of how infrastructure development could increase investment. The development not only makes a once under-utilized area more accessible and attractive to residents, but it has also created two new lots for future buildings; on top of being next to Millennium Park (currently in the planning stages of being redeveloped into a cultural focal point of downtown) ( https://stalbert.ca/city-hall/have-your-say/millennium-park-consultation/ ), this development has increased the opportunity for investment in Downtown St. Albert.

3. Better Business Retention & Expansion
A significant bump in population, coupled with increased investment is a recipe for a great environment for business. The hundreds of new residents who will soon be living in downtown will be looking for the convenient access to amenities that comes with urban living, creating new market demands that can be met by an influx of new businesses and expansion of existing ones.

Most importantly, these 3 objectives for developing downtown are self-reinforcing; more investment and more businesses increases urban livability, and urban livability brings more people whose desire for convenient access to amenities creates a positive environment for investment and an increased market demand that will bring in more businesses.

Grandin Parc Village

Previously the site of Grandin Mall, this area was purchased by Amacon in 2006 with plans to develop it into an urban village.

Three high-rise buildings are in development, and at over 20 storeys high, will be higher than any existing building in St. Albert.

The first phase of construction (consisting of two five-storey wooden residential buildings) is on track to be completed this fall.

Ville Giroux

Intergulf-Cidex Group of Companies purchased the Ville Giroux land in 2014 with plans to develop a pedestrian friendly community with walking trails connecting residential, recreational and commercial areas.

It will feature a mix of low, medium and high density residential units organized in an urban village concept. The goal is to create a self-contained community where many services for residents are within a 400-metre radius. About 16 percent of the area will be devoted to commercial development. Construction started in 2015.








Erin Ridge North Phase 1



This major commercial power centre was developed by Cameron Development Corporation, who were also responsible for South Edmonton Common, and several retail developments throughout the Greater Edmonton Area including Windermere, 50th St, Calgary Trail, and Manning.

Erin Ridge North Phase 1 is anchored by one of the largest Costcos in Western Canada, as well as a Michael's, PetSmart, and Lowe's (coming soon). An RBC, A&W, and Tim Hortons are the first smaller developments in this area and are located on the strip facing the St. Albert Trail.

There is space for a couple more anchor tenants in the area, with possibility of a high-profile Loblaw's business in the near future.

Botanica

This multi-storey, steel-and-concrete condo development on Bellerose Drive is set to be completed by the end of this year, and will house nearly 300 units across two buildings.

St. Anne Realignment

The newly realigned St. Anne will be opened on Aug 31. This will conclude the first phase of the Downtown Area Redevelopment Plan.

The goals of this project are to:
  • Create further connectivity of downtown sites and destinations by providing a versatile roadway for pedestrians, cyclists, transit users and motorists.
  • Offer access to future downtown development, redevelopment and riverfront development and is a first step in transforming the proposed Millennium Square and Lions Park spaces into focal landmark opportunities for City festivals and events.
  • Transform the downtown streetscape into an inviting destination area that encourages activity and reflects the vitality of the City's core.

Project 9: Pushing Progress Forward

Project 9 was recently approved by City Council in a decision that will have broad ramifications on the future of St. Albert's industrial development. The project consists of a wide gauge sewer line that will increase the ability of the city's sewer system to deal with increased industrial load on the South West side. This article will take a brief look at some of the exciting new developments that this project will help to push forward.

Grandin Mall Redevelopment
From the rubble of the old Grandin mall rises a new multi-use housing and commercial development from AMACON. Phase 1 of this incredible project, which will surely reshape St. Albert's downtown core for years to come, is almost complete. The development will bring in an estimated 2500 new residents to St. Albert's core upon final completion, including two 25 story towers, and Project 9 is a vital step in ensuring adequate servicing for this influx of population. Anthony Henday Business Park
Located south of the Riel Business park and just north of the Anthony Henday ring road, this development by GWL Realty will consist of around 1.3 million square feet of light-industrial warehouses, and around 300,000 square feet of retail space. The business park will aid in diversifying St. Albert's non-residential tax base, and required Project 9's approval in order to begin. More information on this development can be found here.

Midtown
This newly named residential development in South Riel will be a one of a kind addition to St. Albert. Developer Averton, headquartered just across the street in the Enjoy Centre, is bringing in a higher density urban center style residential neighborhood that will bring a unique feel to the southwest quarter of our city. The development will consist of around 650 single family units, and will blend park, commercial, and residential spaces seamlessly, creating large public spaces and an insular feel. Bellevue Village
Developer Cape Construction has been eagerly awaiting the approval of Project 9 to begin construction on their concept 'urban village' design, also located in South Riel. The 13.5-acre site is expected to incorporate apartment buildings, a lifestyle mall, restaurants, a grocery store and a hotel. The first phase of the development, the apartment buildings, are expected to provide rentable locations for about 650 new residents. Cape hopes to create a community where all amenities for residents are within walkable distance, and incorporate stylistic elements from existing nearby developments. Next Steps
Although Project 9's approval was a big step forward for these new developments, there is still more work to be done before St. Albert's southwest quarter will really explode. The next project targeted by developers will be the expansion of Ray Gibbon Drive to accommodate the anticipated increase in traffic flow to the west side of the city. The twinning of Ray Gibbon Drive is currently under the jurisdiction of the provincial government, and has taken a back seat with recent budgetary constraints.

Municipal Growth Forecasting Model - Coming Soon!

For large regions such as provinces or countries, it is often possible to get reasonably accurate near-term economic forecasts. Governments, banks, and private companies all work with their own sets of assumptions and unique models to project the economic future in terms of gross domestic product, inflation, energy prices, and so on. At the city-scale, it is important to have a reasonable forecast for the growth of the community. Community growth is often measured in terms of population, new housing starts, and new non-residential structures. By understanding how the community will grow in the near-term, a city administration can optimize their business planning and projects to ensure the best service possible is provided to residents and businesses. Forecasting growth is no easy task; any number of outside factors can influence a community's growth. These outside factors include global energy prices, shifting migration patterns, global financial markets, weather, and shifting international relationships.

At the City of St. Albert, administration utilizes a population and employment projection model to forecast upcoming growth in terms of the change in the number of residents. The Economic Development Division at the City of St. Albert recently entered into a consulting project partnership with the University of Alberta School of Business to create a model for forecasting municipal growth in terms of new housing starts, commercial building space, and industrial building space. This project involved hiring a student consulting team for a semester to tackle this analytics challenge. Three students, Mark Nassar, Evan Cherniawsky, and Yamei Wang formed the team "Lionheart Consulting" that was tasked with creating a forecasting model for administration. 

After four months of crunching the numbers, Economic Development was delivered a model that served two important purposes. First, the model identified which high-level economic indicators (Canadian household consumption, crude oil prices, Edmonton housing starts, etc) were effective predictors of St. Albert's municipal growth. Second, the model was able to forecast the near-term growth of the community, given input assumptions about the near-term growth of the high-level economic indicators (which have readily available forecasts). This municipal growth model will be a powerful tool for city administration in the years to come, as it can be leveraged to create the most effective and efficient project plans and strategies needed to achieve the community's long-term vision. Final results of this forecasting model will be released in the coming months.

Millenium Park Placemaking Design Concept



The Millennium Park Placemaking Design Concept project will commence in June and will continue into the fall. 

Millennium Park is located in the Downtown neighbourhood (see map above). 

The project aims to create a design concept and programming plan for a vibrant, cost-effective, people-oriented public place that will become a focal point and cornerstone of a successful Downtown. Detailed design and construction will occur as part of Phase II, currently planned for 2017. This project will include a comprehensive stakeholder engagement strategy. The dates of stakeholder engagement sessions will be posted on the City's website and key stakeholders will be contacted.

Business Spotlight On... Boudreau Developments / Botanica

When combining high-end materials with a choice of decent-sized living spaces, the result is Botanica. This modern condominium community offers a wide variety of amenities for those looking for a luxurious and vibrant place to live. The development started early in 2013, and the first of its two buildings is expected to be completed in November of this year.
 
"We chose to develop this project in St. Albert because of its growing community," said Dave Haut, President of Boudreau Developments Ltd. and in charge of Botanica Project.
 
The site assessment for the development of Botanica considered the City of St. Albert as well as the greater Edmonton area. Haut said that the lifestyle of St. Albert's residents as well as the site's close proximity to restaurants and 65 km of walking trails in the city made it an easy decision to select St. Albert.
 
The 290-unit development is located in Oakmont neighborhood of St. Albert, at the corner of Boudreau Road and Bellerose Drive. The site was originally Hole's Greenhouses & Gardens, which after relocating to the Enjoy Center in 2011, Boudreau Developments decided to acquire the land. Specifically, the development is next to Shops at Boudreau, a Chrisen Realty development offering more than 15,600 square feet of office space as well as 40,710 square feet of upscale retail space, making it a great complement for Botanica.
 
Apartments in Building One are 80% sold, and Building Two is 50% pre-sold said Haut. Construction of the second building will begin in February 2017 and is expected to be completed in 2019.
 
Although part of the current sales is due to marketing in social media, most of the sales have been from word of mouth by the community said Haut. "We have sold units to family friends," Haut added. From the units already sold, 35% of the sales have been by St. Albert residents, while 45% of the sales have come from Sturgeon County residents; the remainder of the buyers have been from throughout the Edmonton region. 
 
Botanica, a 135-million-dollar investment will offer its residents a wide selection of amenities, including a two-story Central Hall lobby overviewing the Sturgeon River valley and Red Willow Park through floor-to-ceiling windows. It will also offer a coffee bar and guest suite. However, the main perk will be the 4,000 square foot rooftop terrace, capitalizing on the stunning views of the Sturgeon River valley.
 
The Botanica directors have plans for their current sales office, locally know as the Hole's Red Barn. They expect to attract a commercial business that would utilize the outdoor design of the Red Barn, possibly being a restaurant. If this attempt is not successful, they may remove this structure and potentially create a commercial building that would complement Shops at Boudreau current retail and commercial sites.
 
Haut mentioned that although the economic slowdown revealed some impact in sales at the beginning of this year, overall sales have been very steady, indicating a healthy St. Albert's economy and strong purchasing power from St. Albert residents.
