| State Budget Stalemate Continues |
There was some hope that results from the March 15 primary would finally motivate negotiations on a fiscal 2016 state budget, but no such luck. Despite spending millions, the governor and his allies were unable to protect Rep. Ken Dunkin (D) or oust Sen. Sam McCann (R). In what was always an incredible long shot, their efforts to defeat House Speaker Mike Madigan also fell short, but they claim several winning candidates in other contests. Each side feels vindicated by the primary results, so neither sees a reason to compromise.
In Springfield, the senate is currently considering Senate Bill 2059, which would provide for both higher education funding and library equalization and per capita grant funding. While it is good news that the leadership in the Senate has included our requested grant funding, without an overall budget compromise, this legislation is unlikely to become law. The general assembly is not scheduled to return until the first full week of April. Between now and then, ILA members should continue to press their local legislators and the governor to compromise and quickly approve a fiscal 2016 state budget or at a minimum, ask them to support Senate Bill 2059 to allow appropriations for library grants and higher education. |
