Public Policy Committee Met Today     
 
The ILA Public Policy Committee met today to review legislative activity by the Illinois General Assembly, and recommend new or changed positions on key bills and amendments.  Consistent with ILA Executive Board policy, the Committee recommended that ILA OPPOSE several state pension reform bills: In the judgement of the committee, each of these bills would to some extent reduce an already earned pension benefit for ILA members employed by the State of Illinois, Illinois Universities, and local school districts.  All of these pension bills are limited to benefit changes to state pension systems and would not currently affect local pension systems such as Illinois Municipal Retirement Fund (IMRF).  Legislators will continue to debate changes to state pension law, and it is still not clear whether pension reform will ultimately pass both chambers of the Illinois General Assembly.  ILA will continue to update our members on important pension bills.

 

PPC also reminds ILA members to contact their local legislators and ask them them to OPPOSE House Bill (HB) 89 and House Bill (HB) 3041.  Both bills would reduce local property tax revenue to local governments in tax capped areas where the assessed valuation has declined.  Currently, Tax Caps limit the growth of property tax levies to no more than the lesser of the consumer price index or 5%.  House Bills 89 and 3041 would limit the increase to 0% in areas with declining property valuations.  This would have the effect of reducing local property tax revenues as compared to inflation. Tax Caps were always designed to allow for some limited revenue growth along with inflation.  These two bills would wipe out any inflation adjustment.

The next ILA Executive Board will be on Friday, 26 April 2013, at the Consortium of Academic and Research Libraries in Illinois (CARLI) office in Champaign.  The meeting is open and all are welcomed to attend.
ILA Election Began Today

All ILA personal members should have received today an e-mail message and survey link via Survey Monkey asking for their participation in the 2013 ILA Executive Board Election.

 

The link contains the candidate profiles and electronic ballot for the election and will allow personal members to vote online.

 

Members without e-mail addresses will be sent a paper ballot and printed candidate profiles.  Any personal member that would prefer to vote by paper instead of electronically can request a paper ballot by contacting ILA at 312-644-1896.

Intellectual Freedom Award
Presented by the ILA Intellectual Freedom Committee, Public Policy Committee, and Quality Books, Inc., an individual or group is recognized by
this award for outstanding contributions to the defense of intellectual freedom or the advancement of these principles as espoused and promulgated by both the Illinois Library Association and the American Library Association.

 

Robert R. McClarren Legislative Development Award
Presented by the ILA Public Policy Committee, the award is given to a worthy recipient from the Illinois library community -- librarian, trustee, legislator, or library -- who has contributed significantly to legislative development in the state of Illinois.

 

Illinois Academic Librarian of the Year Award
This award recognizes an Illinois librarian who is making an outstanding statewide contribution to academic or research librarianship and to library development.

 

Reference Services Award 

Help us recognize outstanding work in Reference or Readers Advisory and consider nominating a colleague, department, or organization for the Reference Services Award!  The recipient will receive a certificate and a $250 check to presented at the ILA annual conference.  

 

TBS, Inc. Technical Services Award 

This award is awarded to an individual who has made a substantial contribution in the area of library technical services.

 

Trustee of the Year Award 

This award is awarded to a public library trustee for achievement, leadership, and service to libraries.

 

Nominations for all ILA Awards are due May 15, 2013.  Nominating someone for an ILA Award has never been easier!
