ILA Executive Board Met November 9th in Normal
Pam Van Kirk, ILA president, presided over a full agenda that reviewed the annual audit and ILA's fiscal health, as well as current issues for Illinois libraries and association activities. 

Pat Boze presented the Illinois State Library's report, noting that Institute for Museum and Library Services (IMLS) granted the state library a waiver, for the second time, from the Maintenance of Effort (MOE) requirement.  This means that FY13 federal Library Services and Technology Act (LSTA) funding the state library receives will not see a reduction proportional to state cuts to library funding.  The U.S. Congress could still decide to make a reduction in federal funding to all libraries in FY13, but IMLS's decision to grant the state library's request for the MOE waiver means there will be no reduction targeted specifically at Illinois' LSTA Grants to States Allotment.

In other business,
  • established a Serving Our Public 2.0:  Standards for Illinois Public Libraries standing committee;   
  • heard updated information on a number of ongoing ILA programs and projects, including iREAD, 2013 conference planning, the association's emergency succession plan, public policy issues in Springfield, and the slate of candidates for next spring's ILA Executive Board elections;
  • revised the charge to the Cultural and Racial Diversity Committee and changes in the Sylvia Murphy Williams Fund's charge
  • endorsed a joint library association statement decrying e-book price increases;  
  • passed a memorial resolution in memory of Alice Holly Scott; and  
  • endorsed the Uniform Electronic Legal Material Act (UELMA).  

The next meeting of the ILA Executive Board will be held February 8, 2013, 10:00 a.m., via VTEL videoconferencing, Galesburg Public Library, Helen Matthes Library in Effingham, Illinois State Library in Springfield, and Reaching Across Illinois Library System (RAILS) in Burr Ridge.

New Library Buildings Wanted

...for the annual architecture February issue of the ILA Reporter.  If you know of a new library building, major renovation, or addition completed in 2012, let me know.  

 

For the past fifteen years, we have featured outstanding library architecture and design in the February issue.  Call 312-644-1896 or e-mail, by December 1, 2012.  Each library included will feature a description and photographs, a great way to let your community and elected officials know about the new library they helped build and support.  All types of libraries -- school, special, public, academic -- are welcome.

Susan K. Roberts Latest Illinois Library Luminary 

Susan K. Roberts, 1947-2007

Throughout her career, Susan Roberts mentored countless new librarians and library directors, encouraging them to join the profession and become colleagues.  She served as administrative librarian of the Grande Prairie Public Library in Hazel Crest from 1993 until 2007.  Passionate about library collaboration, she was active in the Illinois Library Association and the Illinois Library Systems, serving on many committees that helped define reference standards, resource sharing, and working on system consolidation issues.

 

At Grande Prairie, she tirelessly sought grant support for programs and events that ranged from training library volunteers to read to children in homeless shelters to library advocacy and bringing together community stakeholders.   She was the impetus for a statewide effort dubbed Capped Crusaders that sought to inform legislators about the impact of tax caps on libraries and advocate for tax cap relief in Illinois communities.

 

Earlier in her career, she held positions at the Oak Lawn Public Library, American Medical Association, and Governors State University. 

 

The roster of Illinois Library Luminaries continues to grow with now more than twenty-five illustrious members, all of whom have been honored with at least $1,000 in contributions to the ILA Endowment.  This campaign to honor Illinois library leaders and build the ILA Endowment began in 2008 and has now raised more than $45,000 in contributions.

December 24th Petition Filing Date
Under current law, many local governments, including municipalities and library districts, must remain open until 5:00 p.m. on December 24, 2012, to accept election petitions.  This requirement is a burden on local governments including libraries both in terms of cost and staff convenience. 

ILA has been working with the Governor's Office, legislators and other associations representing local governments to amend the law by moving the filing deadline to December 26, 2012.
  We are cautiously optimistic that the Illinois General Assembly will pass legislation in the upcoming Fall Veto Session to change the filing deadline. The Veto Session begins on November 27th and should conclude by December 6th. 

ILA suggests members contact their local State Representative and State Senator and ask them to SUPPORT changing the election petition filing deadline from December 24th to December 26th.  (As of this date, there is no bill number.)  For the time being, libraries required to accept election petitions should continue to assume that they will have to remain open until 5:00 p.m. on the 24th.  However, we hope that we will be able to report after the Veto Session that the filing deadline date has been changed.
