EX-IM BANK FACES HOUSE VOTE MONDAY, USE LINK OR PHONE NUMBER BELOW TO CONTACT CONGRESS IN SUPPORT
 
The U.S. House on Monday is scheduled to vote to renew the charter of the important Export-Import Bank of the United States and Business Council of Alabama members are urged to contact their member of Congress and ask them to vote for the bank that is vital to Alabama's exports.

Alabama and America's global competitiveness rely on the bank's financing. But for the last 100 days the bank has not been able to issue new financing because its charter wasn't renewed. Now the crucial vote is near and the momentum that has been created needs your help to get over the finish line.

Please call your member of Congress now and ask him or her to VOTE to pass the bipartisan legislation on the Export-Import Bank. Call 877-422-0349 and you will be connected to your Representative's office.

You also may add your name here to the chorus of voices in support of Ex-Im Bank.

Unless Congress takes action on Monday, "made in America" may be a thing of the past for many U.S. businesses. More than 50 countries including China, Brazil, and Germany have working Export-Import banks that allow their businesses to compete globally and create jobs domestically.

The National Association of Manufacturers' informative video tells the importance of the Ex-Im Bank, which needs swift reauthorization in order for small and large businesses to be able to continue trading overseas.

The BCA, NAM's exclusive representative in Alabama, urges congressional reauthorization for the bank that enables millions of dollars' worth of Alabama exports to occur.

"Congress has the opportunity to put us back on a path of growth by passing legislation to reauthorize the Ex-Im Bank," said Jay Timmons, NAM's president and CEO.

"Quite frankly, this may be the last opportunity Congress will have this year to approve Ex-Im's loan guarantee authority and enable thousands of large and small American exporters, including many in Alabama, to compete for international customers," said BCA President and CEO William J. Canary.

WISCONSIN REPRESENTATIVE RYAN MOVES CLOSER IN HOUSE SPEAKER RACE
 
Wisconsin U.S. Rep. Paul Ryan said Thursday he wants to be speaker of the House. The 45-year-old Ryan, the 2012 vice presidential nominee and chairman of the House Ways and Means Committee, said he will be a unifying figure.

Over the past few days, Ryan won the support of the majority of the House Freedom Caucus, the Republican Study Committee, and the Tuesday Group, the three major House caucuses which represent different wings of the GOP.

A full House vote is scheduled Thursday and Ryan is expected to win, succeeding Speaker John Boehner, R-Ohio, who is resigning.

"This is just the beginning of our work," Ryan said in a letter to his colleagues. "There is a long road ahead. So let's get started."

In the letter confirming his candidacy Thursday evening, Ryan said the country is in "a very serious moment."

Climate Change Legislation to Be Published Today
The Hill (Cama 10/22) "President Obama's landmark climate change regulation for power plants will be published on Friday, opening the door to challenges in Congress and the federal court system. The challenges are expected to begin shortly after the rule appears in the Federal Register.

"The publication of the rule comes nearly three months after Obama unveiled the regulation from the Environmental Protection Agency. The attorneys general of about 15 conservative states, led by West Virginia's Patrick Morrisey, plan to file lawsuits against the rule shortly after it appears, claiming in federal court that the EPA is violating the Clean Air Act with the regulation.

"'With this rule, the EPA is attempting to transform itself from an environmental regulator to a central planning agency for states' energy economies', Morrisey said. 'The Clean Air Act was never intended to be used to create this type of regulatory regime, and it flies in the face of the powers granted to states under the U.S. Constitution'.

"The rule, dubbed the Clean Power Plan, mandates a 32 percent cut in the power sector's carbon dioxide emissions through individual state targets that state regulators are responsible for meeting. The EPA's opponents had cried foul when the regulation was not immediately published in the Register, claiming that the Obama administration was trying to delay challenges to it."
Poll Shows Americans Want Obamacare Cadillac Tax Repealed
U.S. Chamber of Commerce (Hackbarth, Senior Editor, Digital Content, 10/22) "The 'Cadillac Tax' on so-called 'high-cost' health plans has few friends, a poll finds. Commissioned by the U.S. Chamber, National Association of Manufacturers, and The Business Roundtable, Morning Consult polled Americans and found two-thirds want the 40 percent tax on employer-sponsored health plans repealed or delayed.

"In a press call, Randy Johnson, the U.S. Chamber's senior vice president for Labor, Immigration and Employee Benefits, said the poll 'should be a strong message as to what Capitol Hill needs to do on this issue'. While the Affordable Care Act was designed 'to provide better health care to more people,' Johnson said, the tax set to go into effect in 2018, will do the opposite, 'having the effect of creating less health care for more people'.

"In 2009 and 2010 (according to the New York Times), it was billed as a tax on only the most expensive and lavish health plans, those enjoyed by high-paid chief executives. But the reality facing workers and employers today demonstrates that older workers, women and employees in high-cost regions will bear the brunt of this tax penalty. By penalizing contributions to flexible spending accounts and on-site wellness clinics, and encouraging higher deductibles - which will deter patients from seeking preventive and primary care - the Cadillac tax undermines those goals."
