Physicians Needed for Emergency Medical Services Commission   
 

CMA is currently seeking nominations for physicians who would be interested in serving on the Commission on Emergency Medical Services.
 
Commission on Emergency Medical Services (EMS)

CMA has received a request from the Senate Rules Committee for the names of at least three qualified physicians, from which one physician will be selected by the Senate and appointed to serve as CMA's representative on the Commission on Emergency Medical Services (EMS).
 
Background:
 
The Commission on Emergency Medical Services (EMS) for the State of California was created in the Health and Welfare Agency effective January 1, 1981.  EMS is tasked with: 
  • Reviewing and approving regulations, standards, and guidelines to be developed by the authority to implement its emergency medical services responsibilities. 
  • Advising the Authority on the development of an emergency medical data collection system.
  • Advising the Director concerning the assessment of emergency facilities and services.
  • Advising the Director with regard to communications, medical equipment, training personnel, facilities and other components of an emergency medical services system. 
  • Based upon evaluations of the EMS systems in the state and their coordination, making recommendations for further development and future directions of emergency medical services in the State. 
  • Reviewing and commenting upon the emergency medical services portion of the State Health Facilities and Service Plans.
  • Serving as the appeal body when local EMS agencies appeal a determination of the Authority. In response to that appeal, the Commission may sustain the determination of the Authority or overrule and permit local implementation of a plan, and the decision of the Commission is final.
 
Terms of service:
  • Seats on the Commission on EMS are allocated to specific interest groups via state law in Health & Safety Code Section 1799.2 (a-q).
  • Appointments are made on a staggered schedule established in statute in 1980 and each term is for three years. A commissioner may only serve two consecutive full terms. A commissioner may continue to serve in an expired appointment until a new appointment is made. 
  • The Commission meets quarterly and travel expenses are reimbursed by the state.
