Hall of Honor inductees recognized
The Texas City ISD Foundation for the Future recognized four TCISD alumni for the 2015 Hall of Honor, which is a prestigious program recognizing outstanding Texas City ISD graduates.

This is the 10th year for the Hall of Honor, in which four alumni from the district's high schools are selected for induction. The 2015 inductees are as follows: Clarence Quinn, M.D., Wolvin High School Class of 1918; Jerilyn "Jeri" Gilland, Texas City High School Class of 1970; Marilyn Butler Hornung, Texas City High School Class of 1970; and Timothy L. Hall, J.D., Texas City High School Class of 1974.
Pictured left to right are Jeri Gilland, Dr. Tim Hall and Marilyn Butler Hornung.
Dr. Quinn made a direct impact in Texas City's history beginning as a child when he was a member of the first Boy Scout Troop in Texas. He was only one of three doctors in Texas City before becoming a Captain in the Army during World War II. He  found himself directing and participating in the aftermath of the infamous Texas City Explosion in 1947. This disaster caused him to partner with another local doctor to build Texas City's first hospital. He practiced medicine in his hometown until his death more than 30 years ago.

Ms. Gilland has played an extremely important role in the United States banking system throughout her career. Her oversight in Washington, D.C. in the Special Supervision group in 2001 came at a critical time in our country's history as the U.S. economy was heading into recession. Her duties as Deputy Controller for the Southern District, the largest of four districts in the United States, placed her as the lead examiner for 712 national banks and 77 financial companies in 16 states with assets totaling approximately $140 billion.

Mrs. Hornung made history at Rice University as the first female mechanical engineering graduate before embarking on a successful international career in the oil and gas industry. She is well known for her leading designs and expertise on deep-sea tension-leg platforms. Another milestone was accomplished when she became the first female plant manager at England's Teeside Operations terminal, the world's largest oil collection facility. Before retirement, she was responsible for maintaining and enhancing offshore well performance for ConocoPhillips offshore wells worldwide.

Dr. Hall is currently the president at Mercy College in New York. As a higher education leader, he has gained national attention for innovation in helping students persist and graduate. He is also recognized for creating healthy campus climates. Last year he was one of five experts invited to testify before the U.S. Senate Health, Education, Pension and Labor Committee and saw his university singled out for praise for support of student success by President Obama in 2014. He began his career as a trial attorney. He then transitioned to a law professor and associate vice chancellor for academic affairs before becoming a college president.

October is National Principals Month
Texas Governor Greg Abbott proclaimed October 2015 as Principals Month, and Texas City ISD - along with organizations nationwide - is joining this effort to show appreciation for the district's campus leaders.

Principals and assistant principals are vital to the success of all students, which is key to campus and district success. The key to a great school is a great principal. Their leadership inspires teachers to achieve excellence in their classrooms, provides students access to a high-quality education and operate a safe and well-run school.

"Our principals are the backbone of each campus, the model of accelerated expectations for their staff and students," said Dr. Cynthia Lusignolo, Superintendent of Schools. "Texas City ISD thrives because of their compassion and hard work. They work long hours, care deeply about the students and their staff, and balance the district and state expectations with their own campus goals for success. I know the commitment it takes - the students and school become your life. I join Governor Abbott in recognizing these outstanding professionals."

Tax ratification election early voting
The TRE is November 3, 2015, from 7 a.m. to 7 p.m. Early Voting will take place  through Friday from 7 a.m. to 7 p.m. Election Voting Locations include: Nessler/Doyle Center; Carver Park Community Center; Moody Methodist Church; Galveston County Court House; MUD 12 Building; The West County Building; Bacliff, Dickinson, Joe Faggard and Kemah Community Centers; The North County Annex; Friendswood City Hall; and The County Justice Center.

In August 2015, the TCISD Trustees approved an M&O tax rate of $1.17 in order to address the budget deficit. If the TRE passes, the rate will generate approximately $5.3 million in tax collections and State revenue combined. Due to the State's current funding formula, this will also trigger a recapture payment from TCISD to the State in the amount of $1.4 million. The adopted tax rate will result in a net revenue
increase of $3.9 million which will balance the 2015-2016 budget.
