Tax ratification election early voting
The TRE is November 3, 2015, from 7 a.m. to 7 p.m. Early Voting will take place Monday through Friday from 8 a.m. to 5 p.m. on October 19-23 and Monday through Friday from 7 a.m. to 7 p.m. on October 26-30. Election Voting Locations include: Nessler/Doyle Center; Carver Park Community Center; Moody Methodist Church; Galveston County Court House; MUD 12 Building; The West County Building; Bacliff, Carver Park, Dickinson, Joe Faggard and Kemah Community Centers; The North County Annex; Friendswood City Hall; and The County Justice Center.Early Voting for the Tax Ratification Election (TRE) is going on now.
During the past five years, Texas City ISD revenue has declined from approximately $56 million to slightly less than $52 million while student enrollment has increased from 5,922 to a current enrollment of 6,405.
Expenditures have increased by approximately 6% since the 2013-14 school year. This is a direct correlation to the 6% increase in student enrollment the District experienced during the same time.
School taxes are made up of two parts: Maintenance and Operations (M&O) and Interest and Sinking (I&S-debt services). Taxes generated by the M&O tax rate fund the day-to-day expenses such as salaries, building maintenance, transportation, utilities and supplies. Taxes generated by the I&S tax rate fund the debt payments of the district, which includes the bonds passed in previous years to build new facilities.
A district that adopts a M&O tax rate above $1.04 per $100 valuation must have a Tax Ratification Election (TRE) to provide voters the ability to ratify the higher rate.
In August 2015, the TCISD Trustees approved an M&O tax rate of $1.17 in order to address the budget deficit. If the TRE passes, the rate will generate approximately $5.3 million in tax collections and State revenue combined. Due to the State's current funding formula, this will also trigger a recapture payment from TCISD to the State in the amount of $1.4 million. The adopted tax rate will result in a net revenue increase of $3.9 million which will balance the 2015-2016 budget.
