TC posts pILOT FATIGUE NOTICE OF INTENT
On August 8th TC published its latest regulatory change regarding Flight Crew Fatigue Management, aka Flight and Duty Times, as a Notice of Intent in Canada Gazette. To view, see http://www.gazette.gc.ca/rp-pr/p1/2015/2015-08-08/html/notice-avis-eng.php#ne4. ATAC will submit comments based upon member input. Comment period ends September 7th, 2015. 
Transport Canada consults on latest
406 MHz ELT plan

TC is once again proposing to amend the CARs and supporting documentation with regards to new requirements for Emergency Locator Transmitters (ELT) for aircraft required to carry ELTs. This entails the requirement for ELTs to be capable of transmitting on 406 MHz, the latest internationally accepted radio frequency and in fact the only one fully supported by international search and rescue satellite systems. For those not already installed, the Notice of Proposed Amendment (NPA) allows for up to one year for installation of compliant ELTs in aircraft operated under CAR Part 7. Contact ATAC by August 18, 2015 with any questions or comments regarding impact of this change.

public health agency of canada (PHAC) new potable water regulations

PHAC has recently published for comment in Canadian Gazette (CG) Part 1 its new Potable Water Regulations. The official comment period is currently open with planned publishing of the final regulation in CG Part 2 in early 2016. Contact ATAC with your questions and comments by August 14, 2015.

ATAC MRO financial support available for travel

Transport Canada Published New Airport Consultations in Canada Gazette

New regulations on obligatory public consultations by Canadian Airports were published in the Canada Gazette on July 11, 2015.  The regulations oblige Canadian Airports to conduct public consultations with stakeholders prior to new construction at the airport.   A sliding scale of the consultations' scope is based upon how close the airport is to either a built up area or another airport.   ATAC is preparing a response.

Minister of Transport Announces Land Transfer and Beginning of Study on Pickering Airport

Minister Lisa Raitt announced on July 13, 2015 the transfer of an additional 5,200 acres to Parks Canada for the establishment of a national park from lands previously held by Transport Canada in a Land Trust for Pickering Airport.  She also announced at the same time the establishment of a twelve-month study on the establishment of airport facilities. In spite of the 10,200 acres transferred to park land, Transport Canada believes that three large runways are viable on the remaining site. (See attached map). ATAC will formalize its position on this shortly.

HUAMEI-BOND INTERNATIONAL COLLEGE
JOINS ATAC
 

ATAC VP General Aviation was welcomed by the senior management team of Huamei-Bond International College in Guangzhou China in July. Huamei-Bond delivers a Canadian high school curriculum and has been approached by local Chinese airlines to create an aviation feeder program.

 

The proposed aviation program will create pathways for Chinese high school graduates to study pilot training in Canada while working towards an aviation degree. Successful graduates of the program will return to China to guaranteed jobs with the partner airline. Huamei-Bond is seeking partnerships with Canadian flight schools affiliated with degree granting institutions. Contact Wayne Gouveia at wgouveia@atac.ca if interested.

NPA UNMANNED AIR VEHICLES - COMMENT PERIOD NOW OPEN
ATAC is soliciting comments from the flight training community on the Notice of Proposed Amendment available in the CARAC Activity Reporting System (Activity #2015-012). Members of a UAV working group will meet in the next few weeks to identify the key issues as they pertain to the flight training sector, the regulating of Unmanned Air Vehicles and the several dozen or more regulations that will follow. The market segment for training goes beyond aviation. Comment period will close on August 28. Comments will be accepted at ATAC prior to this date for an industry submission at dlavoie@atac.ca. New regulations will eliminate Special Flight Operating Certificates (SFOC) and will be open for comment in Canada Gazette Part 1 in the first half of 2016 with the goal of new UAV regulation released in Canada Gazette Part 2 late 2016.
