CAAC Ab-INITIO TRAINING SUMMIT (CAATS) 2014 

The China Academy of Civil Aviation Science and Technology (CAST) of the Civil Aviation Administration of China (CAAC) will hold its Ab-initio Training Summit 2014 in Sanya, Hainan Province China. ATAC and five of its member companies, supported by the Global Opportunities for Associations Department of Foreign Affairs program, will attend this international training summit.  

 

The five ATAC schools travelling to China in October 2014 are:  

  1. Cargair Ltée (St. Hubert QC)
  2. Moncton Flight College (Moncton NB)
  3. Medicine Hat College (Medicine Hat AB)
  4. Springbank Air Training College (Calgary AB)
  5. Super T Aviation Academy (Medicine Hat AB)

The goal of the Canadian mission will be to learn from companies already doing business in China and to build bridges with the Civil Aviation Administration of China.

MEETING WITH SHENZEN AVIATION TRANSPORTATION ASSOCIATION (SZATA) 

ATAC met with SZATA President Zhu QingFeng and Secretary General Katherine Nip to discuss the work that the trade association is doing on behalf of its members in working with governmental authorities and international outreach. President Zhu has proposed that SZATA and ATAC sign a memorandum of understanding to better bridge communication between airline operators in China, seeking pilot training and ATAC companies positioned to deliver training to the International community through the Citizenship and Immigration Canada (CIC) "Designated Learning Institution" (DLI) approval.

CANADIAN TRANSPORTATION ACT REVIEW BEGUN 

The Minister of Transport announced the early start on a statutory review of the Canadian Transportation Act. The Act regulates the Canadian Transportation Agency amongst other important issues for air carriers. Over the last few years the CTA has displayed a strong policy oriented agenda. ATAC will make strong representation to the secretariat conducting the review.

ONTARIO BUDGET

On May 1, 2014 the Liberal Government of Ontario brought down a budget. Included in this budget were two measures which were objectionable to air carriers those being 1) the four consecutive one cent annual increases on the aviation fuel tax (which was currently 2.7 cents) and 2) the establishment of an Ontario Retirement Pension Plan which will impose new costs on ATAC's smallest members. ATAC intends to campaign in conjunction with a number of other associations to oppose the measures.

AIRPORT CONSULTATIONS 

Transport Canada has held the first meeting of a focus group on consultation requirements on new airport development. The meeting held on June 16, 2014 developed a draft matrix on consultations required depending on distance to built-up areas.   ATAC has participated in the focus group meeting.

TC PROPOSES NEW FLIGHT CREW FATIGUE MANAGEMENT REGULATIONS

Proposed new requirements were published as a CARAC Notice of Proposed Amendment on September 15th. The requirements are broken up into 2 parts:  

1) New Prescriptive Flight & Duty times that are more restrictive than the current CARs require and 2) an option to implement a Fatigue Risk Management System (FRMS) in lieu of the prescriptive rules. ATAC welcomes the opportunity to have an optional method of compliance, however with the FRMS, additional resources and risk mitigation actions are necessary and this may lead to a more costly solution and as well will likely only be viable for certain operators. In the meantime ATAC will continue to work with like-minded associations to lobby for a practical resolution.

TC NOTICE OF PROPOSED AMENDMENT (NPA) RE: SEAPLANE OPERATIONS

ATAC and its seaplane operators provided comments on the proposed NPA encouraging TC to work with the industry to find or develop and implement procedures and equipment that achieve the equivalent safety improvements but from a practical viewpoint.

MINISTER RAITT SEEKS INPUT ON AIRSPACE CHANGE CONSULTATION 
ATAC and its members participated in an industry group to develop a voluntary code to communicate and consult, when necessary, with the affected public and communities regarding proposed airspace changes. It is based on a collaborative methodology between operators, NAV CANADA and airports
MRO EUROPE 2014 IN MADRID 
ATAC is facilitating MROs international marketing exposure through a trade show booth, trade commissioner meetings and a networking event at ambassador's official residence. Contact Les for further details if you wish to participate.
FAA PROPOSAL FOR MRO MANDATORY DRUG & ALCOHOL TESTING
ATAC submitted its strong opposition to the recent FAA proposal based upon the hugely adverse impact it would have on the MRO industry in Canada as this type of mandatory testing has been deemed unconstitutional in Canadian courts.
