New affordable housing to be built in Cobourg
New affordable housing units for seniors and persons with disabilities will be built in Cobourg by the end of 2017. The County today announced the selection of developer Retirement Life Communities to lead this important project, following an extensive Request for Proposals (RFP) process. This successful proposal calls for construction of a 4-story, 31-unit building on Munroe Street, centrally located to transit, medical, shopping and recreational opportunities.

County releases 2015 Annual Report and animated video
Northumberland County today released the 2015 Annual Report, confirming a strong financial position and highlighting plans, projects and services delivered to residents throughout the last year. Warden Gil Brocanier acknowledged that the County had moved the mark on economic growth opportunities, community support programs and key service delivery, all of which will have long-term impacts on the quality of life in Northumberland.

Status update issued on Housing and Homelessness Plan
The County has released an annual report on the status of objectives outlined in the ten-year Housing and Homelessness Plan. This report details the collaborative efforts of staff and agency partners to address community needs according to the 'Housing First' model, which positions the need for quality, affordable and suitable housing as the foundation for good health, prosperity and quality of life.
In the fall of 2016, the County and partners will be collecting data on the extent of homelessness in Northumberland, including surveys with people experiencing homelessness. As the Housing and Homelessness Plan evolves, this baseline data will help to define more targeted, focused approaches to addressing community needs.

Five-year timber harvesting plan approved for County Forest
Council has approved a plan for timber harvesting in the County Forest based on a 5-year cycle. This best practice for forest management will enable the growth of more native species, transitioning the Forest over time to a more diverse ecosystem that improves habitats for wildlife, and is ultimately more resilient to pests, disease, and climate change.
Based on this five-year plan, timber harvest operations will be scheduled, and management of the Forest will be improved through an emphasis on conservation values (natural and cultural heritage) and harvesting standards. This operations framework will provide staff with a large amount of science-based direction for management decision-making before, during and after timber harvests.

Tenders
Roadside safety device installation: Council approved the bid from McIver Enterprises for the installation of roadside safety devices for $173,092.50 (including provisionals) plus HST.
Roads micro-surfacing: Miller Paving Ltd. submitted the successful bid for micro-surfacing work at various locations within the County, at the price of $256,800 (including provisionals) plus HST.

Notes
Second quarter financial update: Finance Director and Treasurer Glenn Dees provided an update to Council on the financial performance as at the second quarter, confirming deliverables and results are tracking in line with the 2016 Budget.
Complete the 2016 Census for your cottage property: If the cottage is not your primary residence, you must complete a questionnaire for both this property and your primary residence.
Northumberland County Archives summer hours in effect: From June through August, the Archives are open Monday to Thursday, 1:00 to 4:30 p.m.
Renewal of municipal archival agreement: A By-law was passed authorizing an amended Archival Services Agreement with the Township Cramahe, extending the agreement for another three years.
Residential land supply update: As part of standard practices related to the County Official Plan, Council received an update on the amount of residential land that is designated for greenfield development in the six urban areas of the County.
Amendment to Speed Limit By-Law: An amendment was made to the By-law that governs speed limits on certain roads in the county, to reduce the limits on roads in the hamlets of Wicklow and Harwood.
County focuses on employee engagement: In line with the Strategic Plan pillar of Organizational Excellence, staff will implement a strategy to build on the current organizational culture to further enhance performance.
Forestry Conservation By-law limitation period: Council received for information a resident request that the County petition the province to expand the 30-day limitation period for a certificate of offence under the Provincial Offences Act, which can be used for assigning penalties under the Forest Conservation By-law.
