New Wardens' Commemorative Display Unveiled
 
A new commemorative Warden's Wall was unveiled in County Council Chambers by Warden Gil Brocanier and Past Warden Marc Coombs during yesterday's Council session.  Featured on the wall are photographs of most of the 39 members of Council who have served as Northumberland County Warden since Northumberland County's separation from the United Counties of Durham and Northumberland in 1974.  Warden Brocanier noted that "this wall celebrates Northumberland County's strong heritage and tradition of political leadership."  He also reflected on the special leadership that it takes to accept "the privilege and responsibility" of the Warden's position.

Paramedics Tiered Response Agreement Approved

 

Northumberland Paramedics and all fire services within the member municipalities have been working collaboratively to create a Tiered Response Agreement for emergency response services at the local level.  This agreement provides a framework for cooperation and coordination between the County and member municipalities and is based on responsible and clinically-evidenced best practices.  Once the Agreement is approved by all 8 Councils, it will be forwarded to the Ministry of Health and Long-Term Care.
Municipal Services Broadband   

The Eastern Ontario Regional Network (EORN) with the Eastern Ontario Warden's Caucus (EOWC) have negotiated a 10 year Master Business Internet Agreement (MBIA) with Bell Canada for the provision of high speed internet services to municipalities across Eastern Ontario.  Within Northumberland County this agreement will enable access to high speed fiber connectivity as well as improved high speed DSL at strategic sites across the County.  This initiative complements planned future expansion of the fiber infrastructure within the County and can potentially be leveraged by municipalities and businesses.
Upcoming Safe Communities Event
 
OPP Commander Lisa Darling and Health Unit representative Joanne Brewster provided Council with an update on the Safe Communities Northumberland County Initiative and the "Community Connections Expo:  Bridging the Gaps to Services" event that will take place on June 3rd and 4th, 2016 at the Cobourg Community Centre.  This event will highlight the health, safety and social services that are available in the County and provide a comfortable way for community members to connect with a wide range of community services.
 
Keynote speakers include Olympic medalist Clara Hughes, and former professional hockey players Sheldon Kennedy and Cheryl Pounder.
 
Children's Services News
  
Council received an update on the planned use of provincial Children's Services Special Purpose Funding and the 2016 Capacity Building Plan for Early Learning Professionals in the County.
  
Additionally, using funds from the Children's Services Reserve, Council approved loaning Cook's School Day Care Inc. $75,000 for renovations to improve safety and make the centre fully accessible.  The funds will be repaid over a 5 year period with interest.

Bill 73--Smart Growth for Our Communities Act Information Report: Council received an  information update on the significant changes to the Planning Act and the Development Charges Act as a result of Bill 73--the Smart Growth for Our Communities Act.

University of Ontario Institute of Technology (UOIT) Update: 
An information report was provided by Matthew Mackenzie, Government Relations Officer and Lindsay Coolidge, Manager of Government and Community Relations from UOIT.  Opportunities reviewed included economic impacts and partnership possibilities, engagement with industry and community organizations, and access to research, students, continuing education and new technologies and processes.  

       

Annual Update Reports:  Council received status reports on Corporate Health and Safety Policies and Accessibility standards.

New Corporate policies:  New Delegation of Powers and Duties Policy, Accountability and Transparency Policy, and Commissioner of Oaths for Taking Affadavits Policy were passed by Council.
