County Road 2 Environmental Assessment Report
 
County Council endorsed the reconstruction recommendations for
Cty Rd 2 from Hamilton Rd to Burnham/William Sts. This project
is closely tied to the Waterfront Trail Feasibility Study. The report contained input from the public and consultants, as well as needs identified by residents (including information gathered at three
Public Information Centres), road users and speed survey data.
 
Council directed County staff and the consultants to finalize and file
the Environmental Study Report for the Cty Rd 2 Municipal Class Environmental Assessment with the Ontario Ministry of Environment and Climate Change. Staff will now proceed with detailed design, tendering, and purchase of properties in consultation with County Council.
 
The five phases of the project will be implemented over the next
twenty years, commencing with the eastern end of Cty Rd 2
(at Burnham/Williams Sts)
County-Wide Fire Services Dispatch Initiative
 
Currently fire service dispatch services are carried out by a number of providers throughout the County. Fire Services fall under the jurisdiction of the seven member municipalities. In order to ensure safe, reliable communications and provide the best value to the public, the staff working group recommended one single provider for fire dispatch service. 
 
Council recommended that the related costs of fire dispatch communications across the County be transferred to the County. This recommendation will be considered by the municipalities of Alnwick/Haldimand, Brighton, Cobourg, Cramahe, Hamilton, Port Hope, and Trent Hills at their upcoming Council meetings. 
Eastern Ontario Regional Network (EORN) 

Staff from the Eastern Ontario Regional Network (EORN) provided an update to Council on this successful project and reviewed plans for the future implementation of mobile broadband.
ATV Report 

Earlier this year the Municipality of Trent Hills passed By-law 2015-62 permitting the operation of off-road vehicles with three or more wheels on any highway within the municipality that is under the jurisdiction of the municipality

At the request of Trent Hills Council, the County reviewed its existing By-Law regarding the use and operation of ATV's on specific highways under the jurisdiction of Northumberland County. The revised By-Law allows the use of ATV's on the County road sections as long as the operators wear helmets, have a valid license and insurance, drive under 50 km/hr and operate in the same direction as traffic.
People, Partnerships, Possibilities 2015-2019 Strategic Plan
  
Acting CAO Jennifer Moore made a presentation to Council regarding the draft 2015-2019 Strategic Plan. Specific projects are listed under the umbrellas of the four Strategic Action Pillars - Economic Innovation & Prosperity, Sustainable Infrastructure & Services, Thriving & Inclusive Communities, and Organizational Excellence. Staff will recommend that the Plan be adopted at the September 16th Council meeting.
County Official Plan

Correspondence confirming the Ministry of Municipal Affairs and Housing's approval of the Official Plan was received by Council. 
 
Provincial policy requires that the County develop a natural heritage system.  Council redirected 2015 budget funds ($31,250) that had been earmarked for a cultural heritage and archaeological plan for use to develop a natural heritage plan.
Housing Updates

Housing Property Management Policy Updates:  Council approved the new and amended property management policies that govern social housing occupancy. These policies ensure compliance with evolving and new Provincial legislation, protect property, address liability issues, and ensure the safety and harmony of County Housing tenants.

Housing Sidewalk and Path Repair: Scott Wentworth Landscaping Group bid accepted at $71,898 plus HST.
