BODY-CAM RECORDS: THE GOOD, BAD AND UGLY
There's lots to be said lately about body-cams.  There's lots that hasn't been said either.
 
There are very important considerations with body-cams (not discussed much in the public domain) including the time required to redact footage that is exempt from public record, cost of storage and a very real likelihood that the decrease in use of force incidents and complaints against officers with body cams may be attributed not to the behavior of the officer, but to the behavior of the individual who knows they're being recorded. Those who would otherwise resist may be more apt to comply and those who would intend on filling a false complaint are prevented from doing so. Read these great resources:

Social media posts are indeed public record if they have to do with official agency business.

It's been around for more than several years now and it alone changes the dynamic of important issues like what constitutes a public record -today- and how long must it be kept? Traditionalists will argue that what constitutes a public record has long been well defined in statute and through case law. Indeed it has- but mostly well before Facebook and Twitter. I would argue the whole paradigm has shifted, especially now that we are talking body-cams on police officers who will be recording life day in and day out, sometimes in the most private moments of one's life. Are there not important, and new, considerations that need to be accounted for here?
