When the picture is not rosy

You economic development professionals in California deserve a special moment of recognition this month. Nearly all process industries of any type need water, and you have none to give at this point in time.

However, all of you may at one time or another experience a situation where one or more element needed by prospects is missing or deficient.  What do you do?

In many cases you can make up for this by offering a counterbalancing incentive.  Perhaps skilled labor is not available; can you offer training or relocation assistance? Perhaps electric rates are very high.  Again, perhaps this can be offset through the tax base.

It is important to keep in mind that the prospect is looking at the overall opportunity when comparing your community to your competitors.  In most cases (but not in the case of water, I fear) it all distills to money.  If you can offset one condition with something that is within your control, you can win.
